Burning through Türkiye's GDP: The high cost of fossil fuel PM2.5 pollution on public health – Centre for Research on Energy and Clean Air

Türkiye’s reliance on fossil fuels is generating massive air pollution health costs both within the country and throughout the region. This report finds that fossil fuels account for more than half (52%) of Türkiye’s population exposure to PM2.5 air pollution. The cumulative health impacts are estimated to cost the Turkish economy approximately USD 55 billion each year, equivalent to 4.1% of national GDP in 2024. The pollution is also responsible for roughly 26,500 deaths per year in the country, including deaths from cardiovascular and respiratory diseases, lung cancer, stroke, and diabetes. The impacts begin at the very start of life, with fossil-fuel-derived PM2.5 pollution contributing to an estimated 8,000 preterm births, 8,200 low-birthweight infants, 5,100 new cases of childhood asthma, and 6,500 emergency-room visits for asthma each year in Türkiye.Beyond the estimated deaths each year in Türkiye, air pollution from the country’s fossil fuel emissions also contributes to deaths and economic losses in neighbouring countries. In 2024, these emissions were estimated to cause: 32,000 deaths and USD 2.1 billion in economic burden in Egypt; 1,700 deaths and USD 0.2 billion in economic burden in Syria; 800 deaths and USD 0.8 billion in economic burden in Iraq; 500 deaths and USD 4.5 billion in economic burden in Israel; and 400 deaths and USD 1.5 billion in economic burden in Greece.Türkiye currently has no national ambient air-quality standard for PM2.5, despite the substantial health burden associated with exposure to the pollutant. Figure — The percentage of annual PM2.5 emissions in Türkiye’s fossil fuel emissions, using the EMEP emission inventory and EMEP MSC-W chemical transport model Key findings Türkiye’s fossil fuel emissions (from domestic sources as well as international aviation and shipping) account for 52% of population exposure to PM₂.₅ nationwide. PM2.5 pollution attributable to Türkiye’s fossil fuel use is responsible for approximately 26,500 deaths in the country every year, including deaths from cardiovascular and respiratory diseases, lung cancer, stroke, and diabetes. Children are among the most affected, with fossil fuel-derived PM2.5 pollution contributing to an estimated 8,000 preterm births, 8,200 low-birth-weight infants, 5,100 new cases of childhood asthma and 6,500 emergency room visits for asthma each year. The cumulative health impacts of fossil fuel-derived PM2.5 pollution are estimated to cost the Turkish economy approximately USD 55 billion each year, equivalent to 4.1% of national GDP in 2024. Transboundary pollution attributable to Türkiye’s land-based fossil fuel emissions also leads to thousands of deaths in five neighbouring countries, with estimated economic burden per year (as of 2024) reaching USD 2.1 billion in Egypt (3,200 deaths), USD 0.2 billion in Syria (1,700 deaths), USD 0.8 billion in Iraq (800 deaths), USD 4.5 billion in Israel (500 deaths), and USD 1.5 billion in Greece (400 deaths). Türkiye currently has no national ambient air quality standard for PM2.5, despite the substantial health burden associated with exposure to the pollutant. Reducing fossil fuel use and emissions across Türkiye’s energy, transport and industrial systems would deliver substantial air quality and public health benefits by reducing exposure to PM2.5 and preventing associated illness and deaths. Figure — Annual deaths attributable to Türkiye’s land-based fossil fuel emissions in the five most affected countries, based on 2024 emissions

A note to readers: Science, accountability and elections

Dear readers, As early voting begins, I wanted to share some news — and why it connects to the decisions we make at the ballot box. I’ve been selected for the inaugural cohort of the South Atlantic Climate Journalism Hub mentorship program, hosted by Covering Climate Now. I’m excited to join this group, learn from scientists and fellow journalists, and expand my science reporting. Science directly ties to governance. Local officials make decisions about where development goes, how infrastructure is maintained, what emergency preparations receive funding, and how communities rebuild after disasters. Understanding the evidence behind those decisions helps us evaluate whether our government is serving us well. Here in western North Carolina, those connections are all around us, in Lake Lure and beyond. Flood maps inform decisions about property and development. Engineering assessments help identify risks at dams and bridges. Rainfall forecasts guide emergency preparations. Geological information helps explain landslide hazards. Water testing gives communities information they need to assess conditions. Meteorologists’ knowledge and public perception of weather events shape public safety. Each involves scientific or technical knowledge. Each also raises questions about public responsibility: What did officials know? How did they use that information? What did they tell the public? What did taxpayers receive for their money? A study can identify a problem. Elected officials still have to decide what to do about it, how to pay for it, and how to explain their choices. Reporting should examine both the evidence and the response. That is where I want to strengthen my work. My reporting on Helene recovery, infrastructure, flooding, public safety, and public spending has repeatedly brought me to questions that require scientific expertise alongside public records. This mentorship may help me better understand the research, ask more precise questions, and explain the answers clearly. I also bring the perspective of someone living with these concerns. I live downstream of Lake Lure Dam, and landslides affected my property during Helene. Those experiences bring urgency to my questions. Careful reporting helps establish the answers. Readers deserve to know what the evidence shows, where uncertainty remains, and whether officials accurately describe the information guiding their decisions. You also deserve scrutiny of proposed solutions: what they cost, what they are expected to accomplish, and what risks remain. Access to that information matters. As a mostly deaf journalist who relies on written communication, I will continue pressing for written public warnings, records, and explanations that people can read and use in real time. As you consider the candidates seeking your vote, consider how they approach evidence, preparedness, and transparency. Do they support local journalism, even when it’s not parroting a press release? Do they explain weather events clearly in plain English and explain their decisions after them? Make supporting records available? Acknowledge uncertainty? Follow through when a report identifies a risk? Those are practical questions about governing. Thank you for supporting Cops & Congress and the work that makes these questions part of the public conversation. I’m grateful to David Dickson and the CC Now team for this opportunity, and I look forward to bringing what I learn back to you. Plague is stoppable. The next health threat may not be.

The word plague is scary. Centuries ago, the Black Death killed tens of millions of people and changed the course of history. Plague still kills people around the world, and the word still evokes catastrophe. New fears of plague surfaced on October 2, when a lab worker in Irkutsk, Russia, died of pneumonia. Reports suggested that she may have contracted plague through a laboratory exposure. Understandably, people were alarmed. On October 7, the World Health Organization called for the Russian Federation to be transparent about what it knew. WHO issued an update on October 10. Russian authorities told WHO that testing did not identify plague and that investigations found no laboratory release. WHO said confidence in its risk assessment remained limited and that further clinical, epidemiological, and laboratory information was needed. The cause of the woman’s illness remains unknown, and WHO says a laboratory-associated exposure cannot be excluded. As I explained in a recent interview, this incident is very unlikely to lead to a pandemic. Plague is still active, including in the U.S., which sees a handful of cases each year. But it is a disease we can prevent and treat. Plague doesn’t spread readily, and it responds to antibiotics. The standard response—isolate the patient, trace contacts, and administer antibiotics and monitor for symptoms among contacts for seven days—works. We have even planned for antibiotic-resistant plague. At CDC, we developed a playbook for antibiotic-resistant plague and ran exercises on how to find and stop it. CDC guidance anticipates engineered resistance and recommends two different classes of antibiotics if there’s reason to suspect it. There is no evidence that resistance—or even confirmed plague—is involved in this incident. We have thought through how to address plague, but we’re not ready for the next major health threat that emerges from a lab or from animal spillover to humans. What should concern people is how little stands between the world and the next pathogen to get loose. Since peak COVID, epidemic preparedness has fallen off the political agenda, but the risk is greater than ever. More labs handle dangerous pathogens with more ways to make those pathogens deadlier, and more people live and work in close contact with animals. There are actions we can take now: We need better lab safety in every country. The number of labs that work with dangerous pathogens has increased worldwide over two decades, but there’s no enforceable international standard and no inspection regime; the Biological Weapons Convention, fifty years on, still has no verification mechanism. Labs that study dangerous germs need strong safety systems, training, and oversight. We need to reduce spillover events. Three in four emerging human infections start in animals, and there’s a lot we can do to reduce spillover risk, but the world is doing very little of it. Live-animal markets are one place to act. For instance, closing live-bird markets helped control H7N9 influenza in China. Reducing opportunities for people to encounter infected animals can prevent infections before they become outbreaks. In The Formula for Better Health, which is now out in paperback along with the hardcover, Kindle, and audiobook versions, I argue that labs do too many risky experiments with too many dangerous pathogens in too many institutions, and that every experiment should first answer one basic question: Is the likely benefit greater than the risk? Spillover risk can also be reduced: In the book, I discuss how Brazil cut its deforestation rate by 70% from 2004 to 2012 while increasing agricultural production and reducing risky contact between people and forest animals. We need faster detection and response. Delay costs lives. Strong surveillance, good labs, and trained responders can turn a single case into a small cluster of infections instead of an epidemic. Resolve to Save Lives has worked for nearly a decade to help countries find and stop outbreaks faster. The 7-1-7 target, which Resolve to Save Lives developed with partners in Uganda and elsewhere, provides a clear standard: detect within 7 days, notify within 1 day and complete all essential early response actions within 7 days. In Uganda’s Kasese district, for example, a review of a measles outbreak using 7-1-7 identified shortages of accessible funds, fuel, and vehicles that delayed the response. District leaders established funds they could access quickly. When, a few months later, the Crimean-Congo hemorrhagic fever appeared, the district detected it in three days, notified authorities in one, and mounted an effective response in two. Only one case was confirmed, and the patient survived. Because funds were available before the emergency, authorities were prepared and able to act. This kind of preparation can’t wait until the next crisis begins. Plague is an old disease we that know how to stop. The next threat may be harder to recognize, harder to treat, and easier to spread. Safer labs, less risk of spillover, and faster outbreak detection and response need sustained investment now, while we still have time to prevent the next emergency. Share
