California students post gains in math, science and English in 2025-26
SACRAMENTO, Calif. — California students made gains across key academic and success measures during the 2025-26 school year, with test scores rising in English, math and science while the statewide graduation rate reached a record high of 87.9 percent. For the first time, the state released assessment results and California School Dashboard data together to give families and educators a more complete picture of student performance.English language arts scores increased 0.5 percentage points to 49.3 percent of students scoring proficient or advanced, while math scores rose 1.1 percentage points to 38.4 percent. Science showed the strongest improvement, jumping 3.3 percentage points to 36 percent of students scoring proficient or advanced. The statewide chronic absenteeism rate dropped 1.1 percentage points to 18.3 percent. The suspension rate declined to 2.8 percent, marking the third consecutive year of improvement."At a time when California continues to focus on accelerating learning and closing opportunity gaps, these results provide important evidence that our sustained investments are making a difference," Gov. Gavin Newsom said. "The continued progress we are seeing is a testament to the hard work of students, families and educators across the state—and we will continue working to build on these gains."The percentage of students prepared for college and career increased to 55.2 percent, up 2 percentage points from the previous year. More than 54 percent of graduates completed coursework required for admission to University of California and California State University systems, an increase of 0.9 percentage points."California has made important strides in expanding student supports and opportunities, but the pace of academic improvement reminds us that our work is far from finished," State Superintendent of Public Instruction Tony Thurmond said.Eighth grade students posted the strongest score trends in both English language arts and math. Science performance improved across all tested grades, with the strongest gains at the high school level.African American students demonstrated larger-than-average improvements across English, math and science. Hispanic or Latino students showed larger-than-average improvements in English and math, with positive math score trends across all grades.Students who were socioeconomically disadvantaged made gains across all 3 subjects, including larger-than-average improvements in English and math. Students who were homeless continued to demonstrate gains across grades, with particularly strong improvements in math."We are encouraged to see students making gains across all 3 major assessments and are especially encouraged by the progress of African American students, Hispanic or Latino students, socioeconomically disadvantaged students and homeless youth," said Linda Darling-Hammond, president of the California State Board of Education. The progress comes as California's public school system undergoes significant demographic change. Statewide school enrollment declined to approximately 5.73 million students in 2025-26, nearly 500-thousand fewer students over the past decade. The number of students with disabilities increased approximately 25 percent over the same period, from about 680-thousand to more than 850-thousand students. Graduation rates increased across nearly all student groups, including notable increases for American Indian or Alaskan Native students at 4.3 percentage points and students with disabilities at 3.7 percentage points. In Downey Unified School District, the rate of students demonstrating proficient or advanced grade-level knowledge increased by 2.1 percentage points in English, 2.8 percentage points in math and 4.7 percentage points in science. The district aligned graduation requirements with college admission expectations and invested in inclusive special education practices, expanded career technical education and expanded learning opportunities."The gains Downey Unified is seeing in student assessment results and on the Dashboard are the result of years of focused, consistent work across the district," Superintendent Roger Brossmer said.In Exeter Unified School District, proficiency rates increased by 4.6 percentage points in English, 2.3 percentage points in math and 3.6 percentage points in science. The district placed a strong focus on phonics and the science of reading, particularly in kindergarten through second grade."The gains Exeter Unified is seeing in student assessment results and on the Dashboard are the result of having great people who are focused on the right work, and great students who want to do well," Superintendent Melanie Dorough said.Union Elementary School District saw proficiency rates increase by 1.5 percentage points in English, 2 percentage points in math and 4 percentage points in science. Teachers regularly analyze state and local assessment data to guide instruction, supported by strong core instruction and early literacy strategies."Union Elementary School District's achievement gains reflect a focused, data-driven approach to meeting the needs of every student while fostering a strong sense of belonging, safety and connection," Superintendent Carrie Andrews said. The California Department of Education is examining local results to better understand strategies and conditions associated with stronger student outcomes. The state has made significant investments in recent years, including literacy and math coaching, tutoring, expanded learning opportunities, community schools and universal transitional kindergarten.

HOW I GOT STARTED: Jim Brooker
Owner of Starlight MFG Solutions in Fulton was vice president at Otis Technology in Phoenix — until the company closed locally. He then decided to open his own shop. “We are pretty much doubling in size each year so far,” he says By Stefan Yablonski Q: When did you start this business” A: I started Starlight MFG Solutions LLC while I was working at another government contractor. I was vice president of engineering at Otis Technology at their Phoenix location until they closed that facility due to a shift in business at the end of 2023. While at Otis, I was also working on Starlight on a part-time basis. I gained a lot of exposure to a lot of different equipment. That is the kind of service we provided to Otis when we were a part of them. Now we have spun that whole concept off here. Q: How would you describe it? A: It’s a manufacturing engineering firm specializing in custom automation to serve as an outsourced engineering support for companies that need additional resources. I want to make it a sustainable business that can partner with local manufacturers to help them. Q: What is your background; did you go to college with this in mind? A: I am a graduate of Rochester Institute of Technology with both a bachelor’s and master’s degree. My B.S. from RIT was in manufacturing engineering technology and my MS from RIT was in manufacturing and mechanical systems integration with a minor in business. Q: Why this type of business? A: I identified a large gap in the market for companies that needed small to medium help with manufacturing projects. Q: What services do you offer? A: We are focusing more on manufacturing. We do a lot of robotics, we do laser marking, we do filling — pretty much anything that the customer needs. Q: Have you seen any growth since you started? A: Yes. We have been growing ever since the company started. Our specialties include robotics, vision inspection and guidance, rotary-indexing workcells, dispense systems, laser marking, machine tending and more. We provide support to companies that need additional resources. We moved to a facility in Fulton about a year and a half ago. We are leasing our space in Fulton — the former NET & Die facility. We bought our own equipment, we are leasing the space. We have been operating here since early 2024. Q: You’re ready to take on bigger jobs? A: We want to stay in the small to medium size market where the large players don’t want to play. That is kind of where we found our niche. We are expanding regionally to take on more of those projects. My customers are relatively small business. They don’t have in-house automation; engineering and development teams are not feasible. Q: Business has been doing well? A: I am pretty satisfied about where we are at. We are definitely growing year to year. We are pretty much doubling in size each year so far. We are self-sustaining. Q: How busy are you on any given day? A: How busy? That’s kind of relative. We average between three and five projects going on in the shop at any time. We have a backlog that is manageable. We have seen a great demand for laser marking. The work is very relationship-driven. Much of it is based on referrals from other customers. Q: So, you must have a pretty big staff? A: No. I have just one other full-time person, a colleague from Otis. I bring in other people as the projects dictate. I handle sales and the overall operation of the manufacturing processes. We use outside sources for some work. We aren’t afraid to take on the other jobs — but we are filling our niche pretty well. Q: Do you get tired? A: I don’t get tired, no not really. Before this I ran a facility in Phoenix for 12 years. I enjoy solving problems and that part of the job is still my favorite. I have a supportive family life at home that definitely helps a lot. I just love the challenge of it. Q: Do you still live in the area? A: Yes. I live in Phoenix, town of Lysander. Q: What is the biggest job you’ve done? A: We have done some that were pretty good size. I don’t want to get into dollar amounts, don’t want to share gross revenue. We try to use locally sourced components. It is just amazing the components you can find that are locally produced.
N. Syracuse Manufacturer Marks Milestone, Plans for the Future
Air Innovations has grown from a small local manufacturer into a global business, selling its products in 74 countries organizations. Some of its clients include NASA, Blue Origin and SpaceX. By Stefan Yablonski [caption id=attachment_11117 align=alignright width=450] Michael Wetzel, president and CEO, and his father, Larry, who currently is an adviser to the board of directors. Larry served as the chairman of the board until 2024, when the company was acquired by Altus Capital Partners, a private equity firm.[/caption] Air Innovations in North Syracuse hopes to add more employees and possibly even expand its facility in the near future. The company is a global leader in designing and building environmental process control systems for applications that can’t be addressed with standard HVAC equipment, according to Michael Wetzel, president and CEO. “We customize solutions for temperature, humidity, filtration and pressurization, with additional capabilities in direct-expansion, chilled-water and thermoelectric technologies. Our business now is entirely focused on specialty or niche markets.” Air Innovations celebrated its 40th anniversary on Sept. 18, marking four decades of doing business, manufacturing products and growing in Central New York. In the beginning [caption id=attachment_11138 align=alignright width=451] A worker, Ezzy Salehi, tests a Wine Guardian condenser unit at Air Innovations.[/caption] “A guy by the name of Jim Kelley started the business [known as Floratech] in 1986. It was focused on refrigerated display cases for supermarket fresh flowers,” Wetzel said. “My father [Larry] started Clean Room Technology in the early 1980s, then sold that to a French company called Clestra Cleanroom. “My father and I bought Floratech in 1996 — 30 years ago, 10 years after it was started. Then in 1999, Floratech bought a portion of Clestra and their building. At that point everything was still called Floratech. But, as that was not reflective of the diversity of the business, we rebranded as Air Innovations in 2001.” The company rebranded to pursue a strategy of diversification in specialty HVAC systems. Wetzel explained that since then, it has become a trusted global partner, earning the President’s “E” Award for Exports and securing contracts in the most demanding fields, including aerospace, defense and semiconductor manufacturing. Air Innovations has grown from a small local manufacturer into a global business, selling nearly 70,000 units in 74 countries and territories and developing custom environmental control systems for companies and organizations including NASA, Blue Origin and SpaceX. “We work with all the big names you ever heard of and some you never heard of,” Wetzel added. The Wetzels sold the business two years ago to Altus Capital Partners, a private equity firm focused on control investments in lower middle-market, niche manufacturing companies in North America. Founded in 2003, Altus Capital Partners’ headquarters is in Wilton, Connecticut, with an additional office in Lincolnshire, Illinois. “They are an equity firm. Both my father and I both maintain a small minority share. I am going to continue to be involved. I call myself a part-time CEO. I will continue that role for the foreseeable future; I don’t see any change there.” Building to the future “We are at 58 employees right now, which is a little bit down. We had a high of 70. That moves along with the activity we have,” Wetzel said. “We’ll start ramping up here in the fourth quarter into next year. More than 20% of our employees have been with the company for more than a decade. “I am fairly certain that sometime in the next several years we are going to have to enlarge the footprint of our facility and for sure we are going to have to add employees. We already are. We are probably going to have to add five or six people next year. We are always in the market for HVAC technicians; we always need those.” Air Innovations will remain in Central New York, with its current workforce staying in place, he added. “I believe the primary driver of our success over time is the diversity of our business which is a direct result of our willingness to tackle new challenges,” Wetzel said.

UN Decade of Healthy Ageing midpoint report finds progress, calls for greater investment
New evidence in the Secretary-General's report to the 81st UN General Assembly, prepared by the World Health Organization (WHO) in coordination with the UN system, finds more countries acting on healthy ageing than ever before – but longer lives will not become healthy, dignified ones without faster, more sustained investment at country level.(NEW YORK, 28 September 2026) The Secretary-General transmitted to the 81st session of the UN General Assembly the mid-term progress report on the UN Decade of Healthy Ageing (2021–2030), marking the midpoint of the ten-year global effort to improve the lives of older people. The report was prepared by the World Health Organization (WHO) in coordination with the UN Inter-Agency Group on Ageing and with inputs from thirteen UN entities, the World Bank Group and civil society partners. It finds real progress in countries – and persistent gaps that must close before 2030.The number of people aged 60 and over passed 1 billion in 2020 and is projected to reach 2.1 billion by 2050, with the fastest growth in low- and middle-income countries. Longer lives are not automatically healthy ones: globally, the gap between life expectancy and healthy life expectancy at age 60 widened between 2000 and 2023, and an estimated 71% of excess deaths from COVID-19 between 2020 and 2023 were among people aged 60 and over. “Longer lives are one of humanity’s great achievements, but we cannot congratulate ourselves while leaving millions without health and support,” said Dr Pascale Allotey, Director, Department of Sexual, Reproductive, Maternal, Child and Adolescent Health and Ageing, WHO. “The first half of the Decade has shown what is possible. The second half must be about scaling and financing the progress to meet the needs and rights of older persons.”Real progress, unevenly sharedThe report finds that more countries than ever now have legislation against age-based discrimination – up from 44.5% in 2018 to 57.7% today – and over half now have national long-term care policies, up from 49% in 2023 to 56.7%, dedicated programmes to build age-friendly environments (54.6%), and comprehensive health and social assessments of older people (54.6%). New WHO guidance on services for long-term care and for Integrated Care for Older People (ICOPE) delivered in communities is enabling systemic change as an increasing number of countries incorporate these services within national universal health care benefit packages. A host of UN agencies and other partners support training, increasing health workforce competencies and use of digital health tools.“This report shows the Decade of Healthy Ageing is working,” said Dr Ritu Sadana, Head of the WHO Secretariat for the UN Decade of Healthy Ageing. “More countries are legislating against ageism, providing integrated care, strengthening long-term care systems, and creating age-friendly environments than ever before, in all regions and income levels. But progress is uneven and in one area, regressive: fewer countries report active multi-stakeholder forums on ageing, down from 53.1% in 2020 to 43.3% today. The second half of this Decade must turn commitments into results, in every country.”The financing gap: this Decade's binding constraintFinancing remains the binding constraint: more than a third of reporting countries (33.8%) have very little or no dedicated resources to develop long-term care, with similar shortfalls across the Decade’s other priority areas. Less than half of countries (45.4%) have legislation providing access to assistive devices (including hearing aids, spectacles or rollators), which are key to enabling older people to maintain productive, independent and dignified lives. Only 22.7% of countries can track older people’s health over time – the largest gap across the Decade’s core progress indicators. Nationally representative information is needed in each country, as policies and interventions cannot be designed as if all older adults of a given age share similar needs and capacities. The report calls for sustained investment through national budgets, country-owned plans, development cooperation and innovative financing mechanisms to fully close these gaps by 2030.“The Decade was designed as a whole-of-UN effort, and this report shows it in action,” said Amal Abou Rafeh, Chief of the Programme on Ageing Section at the UN Department of Economic and Social Affairs (UN DESA), and Permanent Co-Chair of the UN Inter-Agency Group on Ageing. “Thirteen UN entities, the World Bank group and civil society organizations contributed to this report, with WHO as the lead technical and implementing agency. That is the model of coordination the second half of the Decade will need to scale, with countries leading legislation, funding and implementation, engaging older people.”“Investing in healthy ageing is not simply a cost; it is one of the highest-return investments a government can make,” said Fiona Stewart, Global Lead for Ageing and Pensions at the World Bank Group. “Countries that invest early in integrated and long-term care see savings that outweigh the upfront cost many times over. The evidence in this report makes the economic case; what is now needed is predictable financing at country level to act on it, along with efforts to support older entrepreneurs and the silver economy.”Older people's own voicesThe report also draws on the direct experience of older people themselves, including a multilingual global survey conducted by the International Federation on Ageing that reached more than 1000 older people across 58 countries. WHO and UN partners called on Member States to use the second half of the Decade to accelerate implementation, strengthen data systems, and secure the financing needed so that the gains of longer lives reach older people everywhere. About the UN Decade of Healthy Ageing (2021–2030)Proclaimed by the UN General Assembly in December 2020, the Decade is a global collaboration bringing together governments, UN agencies, civil society, the private sector, academia and older people themselves to improve the lives of older people, their families and communities. It is coordinated by the World Health Organization together with the UN Inter-Agency Group on Ageing. The Decade's mid-term progress report was transmitted to the General Assembly by the Secretary-General, prepared by WHO, and is available in 6 languages.Full Report available: A/81/366 Implementation of the United Nations Decade of Healthy Ageing (2021–2030): Note by Secretary-General [ العربية | 中文 | English | Français | Pусский | Español
