Strengthening One Health Field Epidemiology Capacity in the WHO South-East Asia Region

Recent public health emergencies—including the COVID-19 pandemic, recurrent zoonotic disease outbreaks, and the high level of antimicrobial resistance—have underscored the urgent need for strong, multisectoral field epidemiology capacities. This reinforces the importance of a workforce equipped with One Health field epidemiology competencies. To address this need, WHO works with the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), and the World Organisation for Animal Health (WOAH), as part of Quadripartite Alliance for One Health, to strengthen field epidemiology training programmes using a One Health approach. These efforts are aligned with WHO SEARO’s Strategic Framework for Action for Strengthening Surveillance, Risk Assessment and Field Epidemiology and the Regional Roadmap to Advance Field Epidemiology Capacities 2025–2029 emphasize workforce development, multisectoral collaboration, and enhanced preparedness for health emergencies. With funding from the Pandemic Fund, The Competency for One Health Field Epidemiology (COHFE) integration within Field Epidemiology Training Programmes (FETPs) or similar initiatives has been initiated in Bangladesh and India and is planned in Sri Lanka.BangladeshIn Bangladesh, COHFE is being adapted to strengthen the Field Epidemiology Training Programme, Bangladesh (FETP-B) Advanced programme. Initiated in July 2025 and led by the Institute of Epidemiology, Disease Control and Research (IEDCR), the process brought together stakeholders from human, animal, and environmental health sectors, academia, and laboratories.A Multisectoral Working Group (MWG) was established to guide implementation, conduct readiness assessments, and identify opportunities to institutionalize One Health collaboration. Through national multisectoral consultations and a competency prioritization workshop held in Dhaka in November 2025, stakeholders identified priority technical competencies for surveillance, outbreak investigation, data analysis, and risk assessment, alongside functional competencies related to leadership, coordination, and the laboratory–epidemiology interface. The process also surfaced systemic barriers—such as challenges in data sharing and limited joint investigations—enabling targeted recommendations. These outcomes are guiding curriculum revision, the introduction of One Health simulations and joint field exercises, and the development of a national multisectoral mentorship pool, with updated training materials expected to be implemented in the upcoming cohort.Figure 1. Competency prioritization involving multisectoral stakeholders“COHFE represents a significant step forward in operationalizing the One Health approach. The collaboration between national institutions and the Quadripartite partners is critical for building resilient systems to address complex health challenges in the region.”, Prof. (Dr) Tahmina Sirin, Director, Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh.Aligning India’s One Health Training with COHFEIn India, the National Centre for Disease Control (NCDC) has strengthened One Health workforce development through its SectorConnect initiative. WHO supported a comprehensive competency mapping and curriculum review to align the Field Epidemiology Programme in One Health (FEP-OH) with all 14 COHFE domains. The review identified strong foundations while generating actionable recommendations to strengthen One Health learning outcomes, expand joint field-based learning, and enhance competency-based assessment. These improvements are informing programme refinement and phased scale-up across additional states.Figure 2. Strengthening learning outcomes for the SectorConnect FEP OH CurriculumThrough these efforts, WHO SEARO will continue to support countries to move from separate sector-based training toward an integrated, impact-driven One Health field epidemiology workforce capable of addressing complex health threats at human-animal-environment interface.ReferencesFood and Agriculture Organization of the United Nations, World Health Organization, & World Organisation for Animal Health. Scientists discover ALS protein that links DNA repair to cancer and dementia

A protein tied to ALS and dementia may have a much bigger role in disease than scientists realized. Researchers found that TDP43 controls a key DNA repair process, but when the protein becomes imbalanced, the repair system can spiral out of control, harming neurons and destabilizing DNA. The team also discovered that high levels of the protein are linked to increased mutation rates in cancer. The discovery places TDP43 at the center of both neurodegeneration and cancer biology.

Linux Finally Catches Up to Windows with a Game-Changing Performance Feature

For years, the Linux kernel’s scheduler has been world‑class at balancing loads, yet it missed a crucial, cache‑aware instinct. In modern multi‑core systems, that gap can turn into measurable latency, especially when threads bounce between cores that don’t share the same cache. A new upstream feature, often called Cache Aware Scheduling, is now set to change that equation. A cache‑savvy scheduler arrives At the heart of any OS, the scheduler decides which thread runs where and for how long. In modern CPUs, small private caches (L1 and L2) sit beside each core, while a larger Last Level Cache (LLC, typically L3) is shared among groups of cores. When a task migrates across LLC boundaries, its warm data may vanish from the cache, forcing slower trips to main memory. Cache Aware Scheduling keeps related tasks close to their shared LLC, reducing destructive migrations. By respecting cache topology, the kernel minimizes cold‑start penalties and preserves locality that many workloads desperately need. The result is less thrashing, fewer memory stalls, and more consistent throughput. "Keep tasks close to their data, and the system will keep performance close to its peak." Why this narrows the Windows gap Windows has long leaned on topology‑aware, cache‑sensitive heuristics, especially since the Windows 10 era. That advantage helped Microsoft handle hybrid designs with P‑cores and E‑cores, plus complex cluster and NUMA layouts. With cache awareness integrated upstream, Linux brings parity to this vital dimension, without sacrificing its trademark flexibility. The Linux approach remains deeply configurable, reflecting the ecosystem’s breadth across servers, desktops, and embedded devices. It layers atop existing NUMA‑balancing and energy‑aware logic, refining placement rather than reinventing the wheel. Crucially, it aligns scheduling with the hardware’s real shape, not just with abstract CPU counts. Real‑world gains and who benefits Early tests on Intel Sapphire Rapids platforms point to gains in the 30–45% range for select workloads. Those wins appear in cache‑sensitive tasks like in‑memory analytics, high‑thread compilation, and microservices with tight working‑sets. Games and latency‑bound engines can also feel steadier frame‑times, especially when threads share hot assets. The benefits extend to AMD’s 3D V‑Cache parts, where keeping threads near enlarged cache slices prevents needless misses. Hybrid x86 designs with performance and efficiency cores further profit when cache and core roles are scheduled in concert. Even handhelds running SteamOS can squeeze more out of limited power, translating cache locality into smoother play. Key advantages include: Lower end‑to‑end latency Fewer expensive misses to RAM Better multi‑socket and NUMA behavior Improved energy efficiency More predictable QoS under mixed loads Stronger scaling on dense servers Caveats, tuning, and rollout No scheduler change is purely free, and trade‑offs still exist. Favoring locality can reduce cross‑cluster balance if limits are set too tight. Likewise, fairness and utilization must remain healthy, especially under heterogeneous, bursty workloads. Linux’s implementation is designed to be measured and tunable, not a blunt instrument. It cooperates with energy‑aware scheduling for mobile efficiency, and with NUMA‑balancers on big iron. Expect architecture‑specific refinements as vendors surface richer topology hints and cache‑sharing maps. Upstream integration has begun, with broad distribution adoption likely over the next cycles. Many users will encounter the change through standard kernel updates in 2025–2026, depending on distro cadence. Server‑class kernels may enable or tune it sooner for targeted fleets where cache locality is money in the bank. How to think about performance impact Cache Aware Scheduling amplifies gains when your workload is both CPU‑bound and cache‑sensitive. Think tight inner loops, hot code paths, and datasets that fit snugly in shared LLC. It’s less dramatic for I/O‑bound services or memory‑hungry tasks that blow past cache capacity. Still, even modest locality improvements often translate into smoother tail‑latency, which is where user experience and SLAs typically break. Developers can further help by pinning related threads, batching work, and aligning data to reduce cross‑cluster chatter. The scheduler’s new awareness works best when applications expose good hints. The bottom line By understanding and honoring cache topology, Linux removes a subtle yet costly bottleneck. The kernel’s smarter placement keeps hot data hot and work near where it belongs. That narrows a long‑standing gap with Windows, while preserving the openness and tunability Linux champions. For gamers, creators, and operators, the payoff is practical: more consistent frames, faster builds, and snappier services. For the ecosystem, it’s another step toward hardware‑savvy scheduling that turns transistor complexity into real‑world speed. And for Linux itself, it’s a timely upgrade that matches today’s silicon with tomorrow’s expectations.

Ocean warming may supercharge a tiny microbe that controls marine nutrients

As deep-sea waters warm, scientists expected trouble for the microbes that help keep ocean chemistry in balance. Instead, researchers found that Nitrosopumilus maritimus can adapt to warmer, iron-limited conditions by using iron more efficiently. Because these microbes control key nitrogen reactions that support marine life, their adaptability could help sustain ocean productivity. In a warming world, they may play an even bigger role in shaping marine nutrient cycles.

What crocodile bones teach us about dinosaurs

Paleontologists have often determined how old a dinosaur was by counting the growth rings in its bones. Just like with trees, it was thought that each ring corresponded to a single year of age. But researchers who studied crocodiles at an outdoor recreation center near Cape Town appear to have poked a hole in that approach. In the crocodiles, which are some of the closest living relatives of dinosaurs, there was more than one growth ring laid down per year. The results contribute to a growing debate over the best way to age animals.Read more of freelance science reporter Ari Daniel’s story here.Interested in more on the future of science? A perfectly balanced atom just broke one of nuclear physics’ biggest rules

Physicists have discovered a surprising new “Island of Inversion” in a place no one expected: among nuclei where the number of protons equals the number of neutrons. For decades, these strange regions—where atomic nuclei abandon their usual orderly structure and become strongly deformed—were thought to exist only in highly neutron-rich isotopes far from stability. But experiments on molybdenum isotopes revealed that molybdenum-84 behaves dramatically differently from its close neighbor molybdenum-86, even though they differ by just two neutrons.

3L Kevin Afiesh Learns to Translate Legal Risk Into Business Strategy as FinTech Extern  - UC Law San Francisco (Formerly UC Hastings)

3L Kevin Afiesh strengthened his corporate and fintech skillset through an externship at Plaid, gaining real-world experience at the intersection of technology and financial services. 3L student Kevin Afiesh shares how UC Law San Francisco’s Corporate Counsel Externship provided immersive, practice-ready training inside Plaid’s in-house legal department. Reviewed and analyzed technology-focused agreements, including emerging AI provisions and liability terms Explored financial services regulation and data governance within a growth-stage company Learned how internal legal teams shape product, partnership, and compliance planning 3L student Kevin Afiesh: During my externship at Plaid, I worked with the in-house legal team supporting a rapidly growing company at the intersection of technology and financial services. My work focused primarily on corporate, commercial, and intellectual property matters. I helped review and analyze vendor and partnership agreements, paying close attention to emerging artificial intelligence-related provisions and risk allocation terms. I also investigated regulatory and compliance issues involving financial services and data governance, and I researched intellectual property litigation relevant to fintech companies. This work supported legal risk assessment to guide strategic decision making. I learned firsthand how an in-house legal team operates in a highly regulated, innovation-driven environment, where legal analysis is closely integrated with business decision making. I saw how attorneys balance legal risk with commercial priorities and how their advice shapes contracting, compliance, and intellectual property strategy. It reinforced that effective in-house lawyers need to understand both the law and the operational realities of the business. The experience also strengthened my ability to communicate complex legal concepts clearly to non-lawyers and to provide advice that is precise, practical, and commercially aware. Throughout my academic and professional journey, I’ve worked with technology companies at different stages. Plaid added a distinct perspective within the tech ecosystem, showing me how a growth-stage fintech company approaches regulatory complexity, innovation, and risk tolerance. This sharpened my ability to adapt to clients with different structures, priorities, and compliance needs. As I prepare to practice corporate law in the technology industry, this exposure has strengthened my ability to align legal advice with a company’s stage of growth, strategic objectives, and internal dynamics. I would absolutely recommend the Corporate Counsel Externship Program. Working directly with an in-house legal team provided a meaningful sense of day-to-day practice inside a technology company, and the attorneys at Plaid were generous with their time and mentorship. The classroom component was equally valuable. Professors Nira Geevargis and Scott Darling created a thoughtful environment where we reflected on our experiences, discussed real-world challenges, and developed practical skills that complemented our fieldwork. More broadly, UC Law San Francisco’s location offers a clear advantage for students interested in technology, corporate practice, and public-interest work. Proximity to courts, law firms, and innovative companies — combined with programs like the Corporate Counsel Externship and an extensive Bay Area alumni network — make it a strong option for students who want to build their careers in the region. The Evidence of Success series highlights UC Law SF students as they share how the college’s opportunities equip them with the experience, skills, and confidence to excel in the legal profession.

PRET for impact: Advancing pandemic preparedness in the Democratic People’s Republic of Korea

IN THE SPOTLIGHT PRET for impact: Advancing pandemic preparedness in the Democratic People’s Republic of KoreaThe Democratic People’s Republic of Korea (DPR Korea) is making significant progress in strengthening pandemic preparedness, with dedicated support from the WHO South‑East Asia Regional Office (SEARO) and the Pandemic Influenza Preparedness (PIP) Partnership Contribution (PC).Aligned with the WHO Global Influenza Strategy and the Pandemic Influenza Preparedness (PIP) Framework Partnership Contribution High‑Level Implementation Plan III (2024–2030), the country is strengthening its capacity to prepare for and respond to influenza and other respiratory threats. In early 2025, a core team from the Ministry of Public Health of the Democratic People’s Republic of Korea (DPRK) participated in a two‑day virtual workshop, which included a mini‑simulation exercise. The workshop was organized by WHO SEARO in collaboration with the Preparedness and Resilience for Emerging Threats (PRET) Secretariat at WHO headquarters and the WHO Country Office for the DPRK. Read more A REGIONAL CONSULTATION GUIDES WHO SEARO IN DEVELOPING A ROADMAP FOR IMPLEMENTING THE PREPPAREDNESS AND RESILIENCE FOR EMERGING THREATS (PRET) INITIATIVE BASED RESPIRATORY PATHOGEN PANDEMIC PREPAREDNESSInfluenza and other respiratory pathogens with pandemic potential continue to pose major public health risks globally. To strengthen regional preparedness and response, Member States of the WHO South‑East Asia Region (SEAR) convened in Colombo, Sri Lanka, to review and provide input on the draft Roadmap and Action Framework for Broad Respiratory Pathogen Pandemic Planning (2026–2031). Supported through the Pandemic Influenza Preparedness (PIP) Partnership Contribution (PC) funds, the proposed roadmap aims to advance robust, integrated preparedness and response capacities for influenza and other respiratory threats across SEAR. This work is aligned with the Preparedness and Resilience for Emerging Threats (PRET) initiative and the SEAR Strategic Roadmap on Health Security and Health System Resilience for Emergencies Read moreSRI LANKA’S USE OF ANTIVIRALS TO REDUCE THE SEASONAL INFLUENZA BURDEN Sri Lanka is strengthening its influenza response by placing greater emphasis on rapid testing, timely treatment, and integration with maternal health services. With support from WHO, the country is building a stronger evidence base on the burden of influenza and the value of vaccination, advancing a holistic approach to protect vulnerable populations and enhance pandemic preparedness. To reduce hospitalizations and deaths from seasonal influenza, Sri Lanka is taking proactive steps to expand access to rapid diagnostic testing and ensure prompt initiation of treatment. National clinical guidelines recommend the use of oseltamivir for individuals at high risk of complications, helping prevent severe illness and shorten the duration of infection. This strategy not only saves lives but also supports local pharmaceutical production, contributing to a reliable supply of antivirals for both seasonal outbreaks and future pandemics.Read moreBHUTAN BOOSTS PANDEMIC INFLUENZA READINESS WITH PANDEMIC INFLUENZA PREPAREDNESS FRAMEWORK PARTNERSHIP CONTRIBUTION SUPPORTED TRAINING AND SIMULATIONSOriginally developed in 2012, the National Influenza Pandemic Preparedness and Response Plan (NIPPRP) has long served as Bhutan’s central framework for managing influenza threats. In 2024, the plan underwent a comprehensive update to reflect evolving global and regional guidance, lessons learned from the COVID‑19 pandemic, and new capacities developed under the PIP Framework. The revised NIPPRP is now more clearly aligned with Bhutan’s broader emergency and disaster risk management structures, ensuring a coordinated, whole‑of‑government approach to pandemic response. As part of efforts to strengthen national pandemic preparedness, Bhutan conducted three national‑level training sessions followed by simulation exercises on influenza pandemic preparedness and response at five sentinel hospitals between April and May 2025, with support from the PIP Partnership Contribution (PC). These activities brought together more than 140 health professionals and key partners from across the country, with a focus on operationalizing the updated NIPPRP and enhancing readiness at key frontline facilities. Read moreSTRENGTHENING INFLUENZA SURVEILLANCE: WHO BRINGS TOGETHER INFLUENZA EXPERTS FROM SOUTH-EAST ASIA AND WESTERN PACIFIC REGIONSThe World Health Organization (WHO) convened the 18th Bi‑regional Meeting of National Influenza Centres (NICs) and Influenza Surveillance for the WHO South‑East Asia and Western Pacific Regions from 9–11 September 2025. Hosted by the WHO South‑East Asia Regional Office (SEARO), the meeting brought together representatives from Member States, Territories, and Areas across both regions, alongside experts from the WHO Collaborating Centres for Reference and Research on Influenza in Australia and Japan, the WHO Collaborating Centre for Studies on the Ecology of Influenza in Animals in the United States, quadripartite partners (WOAH and FAO), and other technical counterparts. The consultation provided a platform to review progress, share experiences, and outline priorities for strengthening influenza and respiratory pathogen surveillance across the two WHO regions.Read moreNETWORKS AND TECHNICAL PARTNERSHIPSSTRENGTHENING PANDEMIC READINES: SOUTH-EAST ASIA ADVANCES UNITY STUDIES UNDER THE PANDEMIC INFLUENZA PREPAREDNESS INITIATIVEThe WHO Global Influenza Surveillance and Response System (GISRS) Investigations & Studies initiative, also known as Unity Studies, provides a standardized, globally coordinated framework to support these efforts. Originally developed for influenza and adapted during COVID-19, Unity Studies enable countries to conduct rapid, nationally led investigations and studies to assess transmissibility, severity, susceptibility, and intervention effectiveness. To better prepare for future influenza pandemics, WHO has recently launched a network of sites which will be ready to conduct these investigations and studies rapidly in the event of a pandemic, or epidemic of an emerging or re-emerging respiratory pathogen. The WHO South-East Asia Region now hosts six sites of WHO GISRS Unity Studies across the five countries including Sri Lanka, strengthening regional capacity for early pandemic investigations. From 13–16 July 2025 in Colombo, the Global Public Health Summit offered an opportunity to advance this agenda. Read moreSTRENGTHENING PANDEMIC PREPAREDNESS THROUGH UNITY STUDIES: REAL-WORLD APPLICATIONS FROM INDIA IN WHO’S SOUTH-EAST ASIA REGION As countries continue to strengthen their pandemic preparedness through investments in resilient health systems during the interpandemic period, the World Health Organization’s (WHO) Global Influenza Surveillance and Response System (GISRS) Investigations & Studies Global Initiative, Global Initiative, commonly known as Unity Studies, remains a vital framework for respiratory pathogen pandemic preparedness. These standardized epidemiological protocols enable countries to rapidly generate high‑quality data on transmissibility, infection severity, population immunity, and the effectiveness of public health interventions. To highlight how Unity Studies protocols are being adapted and applied in national settings, WHO Headquarters, together with WHO Regional Offices, including the WHO South‑East Asia Regional Office (SEARO), hosted a global webinar. The session showcased case studies from India and the United Kingdom (UK), demonstrating innovative approaches to respiratory virus surveillance and pandemic readiness.
