Downtown Chico business owner voices concerns over street closures for events
A DOWNTOWN CHICO MERCHANT IS EXPRESSING CONCERN OVER THE IMPACT OF STREET CLOSURES FOR EVENTS -- ON THEIR BUSINESS. ACTION NEWS NOW REPORTER BELLA BARBOSA REPORTS FROM DOWNTOWN CHICO { "@context": "https://schema.org", "@type": "VideoObject", "name": "Downtown Road Closure Dilemma", "description": "A DOWNTOWN CHICO MERCHANT IS EXPRESSING CONCERN OVER THE IMPACT OF STREET CLOSURES FOR EVENTS -- ON THEIR BUSINESS. Leann Powell, owner of The Peddler’s Closet, expressed concern about events closing down streets downtown and bringing in food trucks and other shops’ products that directly compete with the brick-and-mortar stores in downtown Chico.Powell said an upcoming event held on a Saturday has brought up concerns for her and other business owners downtown, due to it being a busy day for businesses. "We're already struggling, and then to bring in more businesses on top of our businesses and shut our streets down is absolutely devastating," said Powell.Powell noted a decline in business during events like the Thursday Night Market, where street closures allow outside vendors to set up shop. She shared that while organizers for these types of events often offer booths to local businesses, it does not alleviate the burden."I don't really feel like that's a solution because you're bringing in other businesses, you're shutting the streets down. Yes, we can go down and set up a space, but then you've gotta pay somebody to run that space, plus run your own business for the day, and it's really not, it's really not helpful for us," said Powell.Applying for a street closure permit in Chico involves approval from the Public Works Department, the Chief of Police, and the Fire Chief. Permits can be denied only under a handful of circumstances, such as interference with first responders, previously scheduled construction, or existing permits for the same space.Mayor Kasey Reynolds addressed the issue, saying the city council has tasked staff with reviewing the municipal code for street closure permits with the goal of finding ways to minimize negative impacts on local businesses during events.Reynolds mentioned that any recommended changes might require further direction from the city council, depending on the extent of any changes recommended. googletag.cmd.push(function() { googletag.display('ad-1514992'); });

Global webinar on core public health capacities to conduct ship inspections and issue ship sanitation certificates
Ships cross borders every day, connecting countries and serving as a backbone of the global economy. However, outbreaks onboard can disrupt maritime traffic, leading to significant economic and operational negative consequences. Without strong public health capacities to detect, prevent, and respond to public health risks on board ships, maritime travel can also become a pathway for the spread of infectious diseases. To support countries in strengthening these capacities, the World Health Organization (WHO) convened a two-day webinar on 11–12 February, bringing together more than 700 ship inspectors, port health officers, and public health authorities, primarily from the African, Eastern Mediterranean, and European Regions. The webinar came at a pivotal time. With the amended International Health Regulations entering into force on 19 September 2025, the need to focus on public health preparedness has never been greater. Strengthening public health capacities at borders, including onboard conveyances, is a cornerstone of global health security and central to the amended IHR.“The high level of attendance and active participation throughout the two days of the webinar highlighted the growing demand for technical guidance and capacity-building support in ship inspection and issuance of ship sanitation certificates”, said Dr Ninglan Wang, Head of the Borders, Mass Gatherings and Health Protection Measures (BMM) Unit at the Health Emergency Preparedness Department at WHO headquarters. “The dynamic interactions among experts and countries underscored the value of continued cross-border collaboration in the maritime sector and knowledge exchange in this area”. Conducting regular public health inspections on board ships for the issuance of ship sanitation certificates (SSCs) in accordance with the IHR requirements is crucial for ensuring that ships meet specific health standards, thereby minimizing the risk of the international spread of diseases via maritime traffic. These certificates, mandated by the IHR, require ports to have trained personnel who can identify and control public health risks on board vessels and apply recommended control measures. This standardized global procedure not only ensures compliance with the IHR but also promotes consistency in health practices across ports worldwide. SSCs are the globally-recognized tool used to prevent and control known public health risks on ships, providing a common way to register and communicate public health events and measures taken on board between all stakeholders involved in this process, including public health authorities in ports and ship operators. Only SSCs issued by ports authorized by national authorities to issue such certificates are considered valid. As per the IHR, all States Parties are required to send to WHO their list of authorized ports (available here) and to keep it updated. However, many Member States continue to face practical challenges, such as limited resources, high staff turnover, and competing priorities. These realities underscore the value of platforms such as this webinar, which foster collective learning, peer-to-peer exchange, and practical solutions to help countries build and sustain the capacities required under the IHR.Over the two days, participants engaged in presentations and discussions covering a wide range of technical and operational topics, such as the overarching international legal framework governing ship sanitation; considerations for pre-inspection planning; risk assessment factors by type of vessel; the completion and issuance of SSCs and evidence report forms; or practical insights on the inspection of various technical areas, such as food safety, medical facilities, water systems, or vector control, among others. In addition, public health authorities from the Netherlands, Morocco, and Tanzania shared case studies to showcase their practical application of these IHR requirements in their respective countries. Given its success, WHO plans to replicate similar sessions in the future to reach additional time zones and regions and cover other pressing border health-related topics, ensuring that Member States can continue benefiting from these opportunities to share knowledge and expertise.

Vanderbilt Health remembers C. Leon Partain, former chair of Radiology
Clarence Leon Partain, MD, PhD, professor emeritus of Radiology and Radiological Sciences, whose work in nuclear medicine and magnetic resonance imaging helped shape the field of academic radiology, died Jan. 28 in Brentwood, Tennessee. He was 85. After beginning his career as a nuclear engineer at Oak Ridge National Laboratory and as faculty at the University of Missouri and the University of North Carolina, Dr. Partain joined the ranks at Vanderbilt Radiology in 1980 and was promoted to professor in 1984. He later became the first Carol D. and Henry P. Pendergrass Professor of Radiology and Radiological Sciences and chair of the department (1992-2000), and subsequently the director of the Center for Imaging Research. Shortly after arriving in Nashville, Dr. Partain began to lead Vanderbilt Radiology’s nuclear medicine division. He remained in this role until he was named the department chair. Dr. Partain specialized in multiple fields, including nuclear medicine, magnetic resonance imaging and positron emission tomography. Following his time as chair, Dr. Partain shifted his focus to research and spent time working clinically with radiology’s chest imaging section. In 2015, he retired and was honored for his years of service and named as emeritus faculty. Dr. Partain also held an appointment as professor of Biomedical Engineering. A Tennessee native, Dr. Partain was born in Memphis and later graduated from high school in Clarksville. He then received his BS in nuclear engineering from the University of Tennessee, his MS and PhD in nuclear engineering from Purdue University and his MD from Washington University. He completed his residency training in diagnostic radiology and nuclear medicine at the University of North Carolina. Dr. Partain was clinically trained and certified in diagnostic radiology and nuclear radiology by the American Board of Radiology (ABR) and the American Board of Nuclear Medicine. Throughout his career, Dr. Partain contributed to the growth of Vanderbilt Radiology and received many academic and research accolades across the specialty through various associations. During his time leading the department, clinical studies increased from 180,000 to 260,000 cases per year, emerging technological imaging equipment expanded the department’s capabilities, and units for angiography and fluoroscopy were added to the tool kit. The department also expanded its footprint with outpatient imaging in Nashville, Bedford County and more. Research continued to expand with continued growth in scientific findings and millions in grant funding for radiopharmaceuticals, functional MRI, nuclear medicine, X-ray, ultrasound and more. Dr. Partain is celebrated for being instrumental in bringing the first MRI and PET/CT machines to the Medical Center. His efforts helped build Vanderbilt Radiology’s prestige in the world of academics and research both nationally and internationally. His society affiliations included the American College of Radiology, the American College of Nuclear Medicine, and the International Society of Magnetic Resonance in Medicine (ISMRM). He served as president of the Radiological Research Alliance of the Association of Academic Radiologists and has held executive roles as a member of many radiological society boards. Dr. Partain was editor-in-chief of the Journal of Magnetic Resonance Imaging from 2000 to 2013 and a member of the editorial boards of Magnetic Resonance in Medicine, Magnetic Resonance Imaging, the American Journal of Roentgenology, Academic Radiology, the Journal of Nuclear Medicine and Investigative Radiology. He has authored/co-authored/edited six textbooks, including one of the first comprehensive textbooks on MRI, “Nuclear Magnetic Resonance (NMR) Imaging.” Dr. Partain has also authored/co-authored/edited approximately 100-plus book chapters and 200-plus journal articles.
