Closing health workforce gaps for emergency response: the Western Pacific steps up

Over 100 health emergency experts from 56 institutions across 21 countries in the World Health Organization (WHO) Western Pacific Region who are part of the Global Outbreak Alert and Response Network (GOARN) concluded their annual regional partners’ meeting with a commitment to bridge gaps in emergency workforce capacities and advance regional emergency readiness and resilience.Co-hosted by WHO and the Korea Disease Control and Prevention Agency in the Republic of Korea, the two-day event aimed to strengthen the Region’s collective ability to detect, prepare for and respond to health emergencies.Partners mapped capacities and priority technical gaps across the Region — including cybersecurity and critical infrastructure resilience; water, sanitation and hygiene (WASH) and environmental health; biological emergencies, nuclear emergencies, and nuclear and radiological security. The result: a renewed commitment to close these gaps by working together through shared expertise and coordinated action. Advancing the Global Health Emergency CorpsReflective of regional solidarity and partnerships in action, GOARN – which is coordinated globally by WHO - enables a stronger, better-connected emergency health workforce that is ready to surge wherever and whenever requested by WHO Member States. This year alone, GOARN partners across the Western Pacific have supported nine experts on six missions - from measles outbreaks in Viet Nam to HIV outbreak response in Fiji - providing surge support in epidemiology, surveillance and clinical case management.Photo: Participants at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung“GOARN partners across the Western Pacific and globally have repeatedly demonstrated the power of what we can do collectively, when we join forces, share expertise and build on each other’s strengths,” noted Dr Gina Samaan, WHO Regional Emergency Director for the Western Pacific, in her opening remarks at the gathering. “Let us continue to forge long-term partnerships grounded in mutual respect that will protect the Region for generations to come. We are smarter, faster and infinitely stronger when we work together,” she added.Reiterating Dr Samaan's call, Dr Seung-kwan Lim, Commissioner of the Korea Disease Control and Prevention Agency, emphasized the value of GOARN: “The Republic of Korea is pleased to stand alongside our regional partners in building an emergency workforce that is ready and resilient. GOARN turns national expertise into regional readiness - catalysing national strengths into collective resilience.”GOARN advances the Global Health Security Action Framework (GHEC) initiative by “convening, connecting and capacitating” regional leaders and surge workforce – “the three Cs”. Years of GOARN leadership and outbreak response training programmes have cultivated a deep bench of fit-for-purpose, seasoned outbreak response experts and forged an alumni network of emergency leaders worldwide. The Western Pacific network alone has now grown to 94 partner institutions across 19 countries. Photo: Participants at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung Putting partnerships into practiceDuring the Regional Partners’ Meeting, health experts identified and catalogued the technical expertise currently available across the Western Pacific Region, so that the right skills could be better matched quickly to needs wherever emergencies occur.Three priority areas emerged for further strengthening:Cybersecurity and critical infrastructure resilience - protecting essential systems, including healthcare networks, from digital disruptions.Water, sanitation and hygiene (WASH) and environmental health - reflecting the ongoing nexus between climate change and health.Biological emergencies, nuclear emergencies, and nuclear and radiological security - requiring specialized technical capability that remains limited across many national response systems.Meeting participants reaffirmed their commitment to strengthening workforce capacities in the Region, with a particular focus on these three areas, and to working collectively to better prepare the Western Pacific for the next health emergency.Photo: Dr Gina Samaan, WHO Regional Emergency Director for the Western Pacific, delivers opening remarks at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung“GOARN is truly turning preparedness into action - giving our Region the surge capacity it needs for fast, coordinated response when it matters most - and building more resilient health systems along the way,” said Dr Samaan. “As health emergencies mount in this age of permacrisis, emergency preparedness and response must be woven into the fabric of health. This is not an option, but an imperative as we seek to achieve health for all.”____ About GOARNThe Global Outbreak Alert and Response Network (GOARN), coordinated by the World Health Organization since 2000, strengthens global health security by advancing preparedness for and response to public health emergencies. The network brings together more than 390 institutions, including national public health agencies, technical organizations and nongovernmental partners, to support coordinated international action during outbreaks and other health emergencies. There are 94 GOARN partners in the Western Pacific Region (as of August 2026), accounting for approximately 25% of global partners. LZ Sees Surprising Result in Search for Dark Matter

Key Takeaways Dark matter is the mysterious substance that accounts for the vast majority of matter in our universe. LUX-ZEPLIN (LZ) is a world-leading dark matter detector and specializes in searching for WIMPs, or weakly interacting massive particles. A new LZ study found one particle interaction that is difficult to explain with known background processes and could potentially have been caused by a WIMP. LZ continues to run to see if additional data strengthens or weakens the hint of a dark matter interaction. For the better part of a century, people have been trying to understand dark matter. This invisible substance makes up roughly 85% of the mass in the universe but has never been directly detected. Determining exactly what it is remains one of the biggest questions about our world. Now, a new analysis from the LUX-ZEPLIN (LZ) experiment has recorded a single particle interaction that researchers have great difficulty explaining with known background signals from normal matter. The result does not yet meet the statistical threshold required to claim a discovery, but is the most compelling hint of dark matter reported by the experiment to date. LZ is an international collaboration of 250 scientists and engineers from 39 institutions. The detector is managed by the U.S. Department of Energy’s Lawrence Berkeley National Laboratory (Berkeley Lab) and operates nearly one mile below ground at the Sanford Underground Research Facility (SURF) in South Dakota. The experiment uses 10 tonnes of ultrapure liquid xenon to search for dark matter and is optimized to look for WIMPs, or weakly interacting massive particles. The results were presented in a scientific talk at the 2026 TeV Particle Astrophysics conference in Japan. The paper will be released on the online repository arXiv and submitted to the journal Physical Review Letters. “We’re very intrigued to see this event in the data, in the region where we expect dark matter to show up and the competing backgrounds are very low,” said Rick Gaitskell, a professor at Brown University and the spokesperson for LZ. “With only one event, we don’t want to get ahead of ourselves. We are not claiming to have seen dark matter. But we have seen something interesting that we want to share with the scientific community for their input.” The LZ collaboration studies experimental data in batches. In the new result, researchers analyzed 220 live days of data collected between March 2023 and April 2024. The collaboration had previously searched this dataset for faint signals from the simplest kinds of WIMP interactions. The new analysis searched for a broader range of possible WIMP interactions that could deposit more energy in the detector. LZ is particularly sensitive to such signals while also minimizing false positives. “This was a detailed study in a region we hadn’t explored within this dataset, and we spent months of additional effort to understand all the possible causes of background events,” said Sam Eriksen, a senior research associate at the University of Bristol in the U.K. and lead author of the study. “We understand our detector and the backgrounds so well that even a single outstanding event, like the one we found, is important. We expect dark matter events to be extremely rare, so only a handful could mark the first detection of WIMP dark matter.” If the anomalous event was caused by dark matter, the WIMP that generated it would likely have a mass of at least 200 GeV/c2 (gigaelectronvolts), or more than 200 times the mass of a proton. It would also suggest a specific type of interaction between WIMPs and ordinary matter beyond the simplest model. The LZ results have not reached “5-sigma” significance, the statistical threshold considered a discovery in physics. The new analysis is 2.6 sigma, meaning there is approximately a 0.5% chance that the event could be explained by known backgrounds. With additional data, researchers can test whether the finding continues to grow in significance or fades away. LZ has already accumulated the world’s largest dark matter dataset and will continue to accrue WIMP search data at SURF, substantially improving their search statistics. LZ searches for dark matter by looking for signature flashes of light from energy deposited in the detector. The collaboration leverages multiple methods to prevent or account for particle interactions caused by normal matter. This includes the mile of rock that shields the detector from cosmic rays from space, a water tank and outer detectors that protect the central detector from background neutrons, and a suite of computational tools that disentangle particle interactions and reject dark matter mimics. “Outlier events in the data are not unexpected, but they usually stand out as a background of some kind when you look at them deeper,” said Aaron Manalaysay, a physicist at Berkeley Lab and the chair of LZ’s Institutional Board. “This is the first example in any experiment I’ve worked on of an outlier that appears valid in every way. Of course, we’re still twisting our brains trying to think if there’s a rare background mechanism we could’ve missed, but it’s thrilling to wonder if this could be the first hint of a dark-matter observation.” LZ is supported by the U.S. Department of Energy, Office of Science, Office of High Energy and Nuclear Physics, and the National Energy Research Scientific Computing Center, a DOE Office of Science user facility. LZ is also supported by the Science & Technology Facilities Council of the United Kingdom; the Portuguese Foundation for Science and Technology; the Swiss National Science Foundation; the Australian Research Council Centre of Excellence for Dark Matter Particle Physics; and the Institute for Basic Science, Korea. Thirty-nine institutions of higher education and advanced research provided support to LZ. The LZ collaboration acknowledges the assistance of the Sanford Underground Research Facility. ### Lawrence Berkeley National Laboratory (Berkeley Lab) is committed to groundbreaking research focused on discovery science and solutions for abundant and reliable energy supplies. North Carolina: Rabid baby goats at a mobile petting zoo prompts health warning

On Friday, the North Carolina Department of Health and Human Services reported confirmed multiple rabies cases in baby goats at a mobile petting zoo located in Iredell County. They were first notified of a potential rabies exposure among four baby goats at Farm Adventures in Harmony, North Carolina on August 27. The goats were most likely exposed to rabies by a skunk that had entered the pen where they were kept in late July. The NC State Laboratory of Public Health confirmed rabies viruses in three of the baby goats on August 28; a fourth goat was not tested but is also assumed to have been infected. Based on information gathered on August 28, it was determined that no other animals on the farm pose a risk of rabies exposure to people. Learn about rabies Anyone who had contact with baby goats from the Farm Adventures mobile petting zoo either at their location in Harmony, North Carolina, or at an off-site event, between July 28 and Aug. 27, 2026, may have been exposed while the animals were infectious. Impacted individuals should contact their local health department to determine whether medications are needed to prevent infection. Individuals are encouraged to call before visiting an emergency department or urgent care clinic to determine if treatment is needed and where it can be accessed. Known potential exposure dates and locations include: July 28: Jurney’s Assisted Living, 1942 Van Haven Drive, Statesville in Iredell County July 30: Private event in Mecklenburg County Aug. 1: Community Connections Back-to-School Bash, Breeden Amphitheater, 333 S. Human rabies infections are extremely rare in the United States. No human cases have been reported in North Carolina since 2011. Rabies is almost always fatal in mammals, including people, unless medications to prevent infections are given before symptoms develop. Symptoms can begin weeks to months after someone is exposed. Early symptoms are flu-like illness including weakness, fever or headache as well as a prickling or itching sensation where someone was bitten or exposed. In 2025, over 4,000 animals were submitted to the NC State Laboratory of Public Health for rabies testing, and of these, approximately 6% tested positive. In North Carolina the disease most often occurs in wild animals especially skunks, raccoons, bats and foxes. Outbreak News Today is a reader-supported publication. The Apophis encounter in 2029: A rare opportunity for planetary science and defense

The near-Earth asteroid Apophis will make an extremely close flyby of Earth on April 13, 2029, at a distance of approximately 38,000 km—an event that occurs on average only once every 7,500 years, offering an unprecedented opportunity for planetary science and planetary defense. However, significant uncertainties remain regarding the physical parameters of Apophis, such as its shape, spin state, internal structure, and material composition, and predictions of tidal effects—including potential orbital changes, spin acceleration, surface material displacement, and dust ejection during the flyby—are highly dependent on model assumptions. Although multiple nations have planned exploration missions, how to coordinate global observational resources within the limited time window, optimize rapid-response mission architectures, and translate scientific understanding into effective planetary defense strategies remain critical challenges to be addressed.

Saber's newest game trailer takes a shot at Gearbox's CEO, if you look closely

The first hint that something might be up with the recent debut trailer for Saber Interactive’s Rideshare Stimulator is an unusual choice of words—aside from that second one in the game’s title. “Don’t take your passengers too seriously,” the trailer’s narrator says, as he describes this upcoming game. It a car game about the gig work of driving eccentric people to their destinations, a riff on Crazy Taxi. And then, he says: “When I think I’ve met the randiest of passengers, someone even stranger gets in.” “Randiest”? That suggests “randy,” which usually means having strong sexual desire. Yet none of the oddball backseat occupants featured in the trailer seem particularly lustful. One is an old man who considers his grandson a failure, another shares the theory that birds might control traffic lights, another says he’s banned from an aquarium. A little later, there’s a license plate, shown 63 seconds into the trailer, on the front of an SUV: USB DRV It’s a Texas plate. The symbol between those letters is a cog wheel. If you know, you know. That’s a reference to Texas-based Borderlands game development studio Gearbox Software (their logo features a cog wheel). More specifically, it’s a reference to Gearbox’s CEO Randy Pitchford, who in 2018 found himself explaining the nature of video he’d saved on a USB drive that was found at a Medieval Times restaurant before being returned to the studio: “It was ‘barely legal’ porn. This girl’s handle was ‘Only 18.’” The “girl” in the video had committed a solo sex act that Pitchford, an avid practitioner of magic, found remarkable. “I realized, this is not a sex worker…This is a fucking magician.” Back then, the USB drive was central to competing lawsuits against Gearbox by the studio’s former lawyer and by Gearbox against him. A settlement in late 2019 “exonerated” Pitchford, per the Hollywood Reporter. The USB story has resurfaced at times, now in a trailer from a company that not long ago was corporate brethren with Gearbox. Saber vs. Gearbox The head of Saber told Game File that the reference is payback. “The dig is because Randy took shots at Embracer in Borderlands 4,” Saber CEO Matt Karch told me when I asked him about the license plate. “Without Embracer, Randy is performing magic tricks at birthday parties for a living.” Having interviewed Karch during a cross-country flight in late 2024, I can confirm that Karch was unimpressed with Pitchford during their time both working in the Embracer group. I’d approached him not out of surprise that there was animosity but that it was manifesting publicly now. Gearbox was founded in 1999, worked on a port of Halo early on, and developed hit series such as the loot-based sci-fi shooter Borderlands before it was purchased by The Embracer Group in early 2021 for $363 million (with a possible earn-out of over $1 billion, if certain targets were hit by 2027). Saber was founded in 2001, worked on a remaster of Halo early on, had a big hit with zombie shooter World War Z and was purchased by Embracer in early 2020 for $150 million, with a potential earn-out of up to $375 million. For a few years, the Embracer group was a voracious acquirer of game studios. Then, as investment dried up, it choked. In March 2024, Embracer sold Saber to an investment company controlled by Saber CEO Matt Karch, and it sold Gearbox in an all-stock deal to long-time Borderlands publisher Take Two Interactive. Other studios were shut down. Hundreds of developers were laid off. Gearbox didn’t say much about their Embracer experience, nothing too direct, at least. In the summer 2024, Pitchford told reporter and occasional Game File contributor Nicole Carpenter that Borderlands 4’s story was in some way thematically connected to Gearbox’s experience at Embracer: “There’s this cultural and emotional shift in me, personally, and at the studio. What does it mean to trade some autonomy for organization?” When Borderlands 4 came out, there was something stranger: the matter of “Embracer’s Bluff,” a location in the game featuring an AI-powered toilet and a large trash dump, according to a detailed Kotaku account of the place. Gearbox never commented on it; Take Two never got back to me about it when I asked them last year. By contrast, since Saber exited Embracer, Karch has been one of Embracer’s biggest defenders, casting their management as well-meaning and supportive despite the layoffs and studio closures that resulted from their excessive expansion. Like others, Saber’s Karch saw Embracer’s as a shot. With Rideshare Stimulator’s trailer, he’s returned fire. “It’s amazing to me how fast people forget those who went above and beyond for them,” Karch told Game File. A rep for Gearbox did not comment by press time. Game File is a reader-supported publication. Your backing makes my reporting—including any coverage of trailer-based beefs—possible. Good news! I’m currently running Game File’s first big sale of 2026. You can get a one-year subscription for 23% off. Click here to take advantage of the limited-time offer. And thank you for your support! Item 2: In brief… 🚫 Wal-Mart has laid off the staff of Restart, a games media outlet launched in 2024, Aftermath reports. 🟥 A GTA VI preview is on the way, at last, via an “extended look” that will premiere, unusually, on Netflix at 3pm ET on August 27, then officially go live elsewhere six hours later. Last week, Game File noted that Take Two label Rockstar Games is overdue for showing off GTA VI, based on the timing of the initial hands-off previews of GTA V and Red Dead Redemption 2. During a call with investors, Take Two CEO Strauss Zelnick said pre-orders for GTA VI were “unprecedented and astonishing,” but added the company can’t predict how many of those pre-orders represent bonus sales vs. sales that otherwise would have been made at launch. During the same call, Zelnick was noticeably bullish on the future of playing games over streaming cloud connections (predicting wider adoption in three or so years). He sounded unbothered by Sony’s plans to stop making discs for new games (he said the business is 90% digital already and predicted that there could still be limited edition physical editions of games “in the same way there’s still vinyl in the recorded music business.”) 👀 Take Two wrote off $43 million in their spring quarter after deciding “not to proceed with further development of an unannounced title in its pipeline from a third-party developer.” 🤔 Some rare age-demographics from a big publisher: Capcom recently told investors that “users in their 20s account for approximately half of the users of both Pragamata and Resident Evil Requiem.” Item 3: The week ahead Tuesday, August 11 Game releases: The Elder Scrolls IV: Oblivion Remastered (Switch 2; already out for PC, PS5, Xbox) continues the Bethesda strategy of putting Elder Scrolls games on everything; Royalty Free-For-All is a Smash Bros.-style fighting game featuring public domain characters such as Mother Goose brawling with Oliver Twist in a stage based on the original Little Shop of Horrors movie. Wednesday, August 12 Game release: Pro Jank Footy (PC, console) is an arcade-style Australian Rules Football game with increasingly ridiculous rules, the more you play (I enjoyed the Steam demo) Thursday, August 13 Game release: Super Mario Sunshine (Switch 2, originally released in 2002 on the GameCube) is released for Switch 2’s Nintendo Switch Online service. This game is the black sheep of 3D Mario games. It’s the successor to the breakthrough Super Mario 64 and the rare Mario game built around a single (vacation resort) theme. Mario’s got a water-spraying backpack, a Yoshi pal and a lot of blue coins to collect.

Good Communication Is Good Business by Geoffrey Losee

The following column was contributed by J.D. Fisher. Mixed-use communities are increasingly common. Restaurants, breweries, retail stores, entertainment venues, and professional offices often operate within walking distance of established neighborhoods. That proximity creates tremendous opportunity, but it also means that a business's decisions may affect more than just its customers. Many business owners understandably focus on obtaining the permits necessary to open their doors. However, municipal approval is rarely the end of the conversation. As a business evolves, whether by adding outdoor seating, live entertainment, extended operating hours, or other new amenities, the applicable zoning ordinance may require additional approvals or impose operational standards designed to balance commercial activity with nearby residential uses. From a business perspective, the question should not simply be, "Can we do this?" It should also be, "Have we communicated with everyone who may be affected?" Recent local news coverage highlighted how differing interpretations of a municipal ordinance can quickly become the subject of public hearings, legal arguments, and significant uncertainty for a business. While every situation turns on its own facts, one common theme emerged: practical solutions are more difficult to achieve if communication breaks down. Businesses can often reduce that risk by engaging early with the relevant stakeholders. That begins with municipal staff. Planning departments are oftentimes willing to discuss how an ordinance applies before substantial investments are made. Seeking clarification in advance may identify permitting requirements or operational limitations that can be addressed proactively rather than after enforcement action. Communication should not stop with local government. Nearby property owners and neighborhood representatives frequently appreciate being informed about proposed changes before they occur. A brief meeting, an informational email, or an invitation to discuss concerns can foster goodwill and reveal potential issues while there is still flexibility to adjust operations. That’s why such meetings often required for substantial projects and may be a good idea even if not required. Perhaps most importantly, businesses should view compliance as an ongoing process rather than a one-time event. Operational changes that seem minor from a business standpoint may have regulatory implications under local development ordinances. Periodically reviewing proposed changes with experienced land-use counsel or planning professionals can help identify issues before they become disputes. No ordinance can eliminate every conflict between commercial activity and residential expectations. Nor should every disagreement become a legal controversy. But businesses that invest in transparent, proactive communication place themselves in the strongest position to protect both their operations and their relationships within the community. In today's regulatory environment, good communication is more than good public relations, it is good risk management. If your business is planning to expand its operations, introduce a new use, or simply wants to better understand how local land development regulations apply, the attorneys at Rountree Losee LLP are available to help. Our land use and local government practice works with businesses throughout southeastern North Carolina to navigate municipal approval processes, identify potential issues before they become disputes, and keep projects moving forward with confidence.
