Advancing epidemic and pandemic preparedness through research readiness: SEAR Unity Studies Network Sites chart the way forward in 2026
On 25 March 2026, WHO Regional Office for the South‑East Asia Region (SEARO) convened the first meeting of the SEAR Chapter of the Unity Studies Network Meeting in 2026 to take stock of progress and plan next steps for strengthening epidemic and pandemic preparedness across the Region. The meeting focused on reviewing the ongoing adaptation of selected, standard Unity Study methodologies, sharing field implementation experiences from 2025, and identifying key priorities to guide collaborative work in 2026.Held virtually, the meeting brought together representatives from six Unity Studies network sites across five countries (Bangladesh, India, Nepal, Sri Lanka, and Thailand) as well as participants from all three levels of WHO.The meeting took place against the backdrop of ongoing regional efforts in South‑East Asia to strengthen early investigations and studies for epidemic and pandemic preparedness, with a focus on pandemic influenza and other emerging respiratory pathogens with epidemic and pandemic potential. In this context, and as part of preparedness for the rapid generation of evidence, the WHO Health Emergencies Programme in SEAR (WHE/SEAR) encourages Unity Studies sites to adapt prioritized, standardized Unity Study protocols to their national contexts. This approach supports the generation of timely and reliable evidence to inform public health decision‑making during epidemics and pandemics. These efforts are supported through a combination of experience sharing, participation in the global Unity Studies network webinars, capacity‑building of the national public health workforce, and regional collaboration that promotes inter‑country, inter‑agency, and inter‑ministerial action. In parallel, sites are encouraged to explore diversified funding sources to help sustain research preparedness over the long term.Discussions highlighted the importance of WHO’s catalytic financial support through the Pandemic Influenza Preparedness (PIP) Partnership Contributions (PIP‑PC). When combined with national and institutional resources, this support enables countries and sites to maintain continuity of activities at a core level and remain prepared to respond rapidly and effectively to future epidemics and pandemics.Regional and Global Updates: Opening the session, Dr Pushpa Ranjan Wijesinghe, Programme Area Manager, Pandemic and Epidemic Management (PEM) Unit, WHO Health Emergencies Programme, highlighted the progress made in operationalizing the Unity Studies Network across the Region and acknowledged the collaborative efforts of WHO at all three levels, together with country unity studies sites. He emphasized the availability of limited but catalytic funding through the Pandemic Influenza Preparedness (PIP) Partnership Contribution (PIP‑PC) workplan at SEARO to sustain network activities in 2026, while encouraging sites to leverage additional funding sources to expand implementation.Representing SEARO, Dr Ashok Basnet, consultant, Pandemic Influenza Preparedness reported that, at the regional level, the Unity Studies Network currently includes six sites across five countries: Bangladesh, India, Nepal, Sri Lanka, and Thailand. He noted that in 2025, catalytic funding supported protocol adaptation, training, and pilot implementation. In addition, a regional Unity Studies symposium held during the Global Public Health Summit in Sri Lanka strengthened and advocated collaboration between the Unity Studies site, national decision‑making forum, relevant technical units of the ministry of health, WHO and other partners. The symposium also highlighted the role of early investigations and studies as a key component of a multi‑source surveillance system needed at country level to generate a broad range of evidence. It underscored the critical role of country Unity Studies sites and similar research entities in generating evidence to support public health decision‑making during epidemics and pandemics.Participants of the WHO GISRS Unity Studies Sites Network- SEAR Chapter Meeting 2026 (Photo credit- PEM/WHE/SEARO). SEARO also updated participants on ongoing efforts to develop a regional Unity Studies webpage and to promote participation in global knowledge‑sharing platforms, including webinars and the WHO Community of Practice. Priorities for 2026 include supporting the implementation of Unity protocols, strengthening collaboration and experience sharing across sites, documenting and publishing findings, integrating Unity Studies activities as a component of multi-source national surveillance systems, and building workforce capacity.Dr Nickle Boddington of the Global Influenza Programme (GIP) at WHO Headquarters, which coordinates the Unity Studies Network globally, provided updates on global Unity Studies activities, noting that the network has expanded to 16 sites worldwide. New and updated protocols, including rapid clinical severity assessment tools and standardized data platforms, are being developed to support implementation. The global Community of Practice has also been launched to facilitate technical exchange, and continued support will be provided to sites for protocol adaptation, ethical approvals, and readiness for early investigation during outbreaks. Updates from Unity Studies sites in SEAR in 2025Unity Studies sites shared progress and experiences in implementing protocols across diverse country contexts. Sites initiated activities in 2025 using catalytic funding from SEARO, complemented by the mobilization of internal national resources. The Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh, reported the adoption and piloting of investigation protocols on non‑seasonal influenza and emerging respiratory diseases during recent avian influenza outbreaks, demonstrating a multi‑source funding approach involving government, WHO and One Health partners. The Hamdard Institute of Medical Sciences and Research (HIMSR), New Delhi, India, highlighted the piloting of household transmission investigation studies, the expansion of the national Unity Studies network, and the contribution of study findings to global evidence through published outputs. The All-India Institute of Medical Sciences (AIIMS), New Delhi, India, shared experiences from large‑scale seroprevalence studies conducted during the COVID‑19 pandemic, recent efforts to strengthen national Unity network sites through training activities, and plans to initiate multi‑centre studies on respiratory viruses.Similarly, Prince of Songkla University, Thailand, highlighted its experience in developing integrated surveillance and diagnostic protocols for multiple respiratory pathogens, enhancing readiness for targeted investigations of emerging threats. The University of Sri Jayewardenepura, Sri Lanka, reported ongoing engagement with the Ministry of Health and exploration of additional funding sources to initiate studies. Meanwhile, the National Public Health Laboratory, Nepal, provided updates on continued coordination with national stakeholders to initiate implementation, despite delays related to the country context.Across sites, shared experiences underscored the importance of protocol adaptation, multisectoral collaboration, and sustainable funding to operationalize Unity Studies and generate evidence for public health action.Discussions and Way ForwardThe meeting reinforced key priorities for 2026, including strengthening unity studies protocol implementation, enhancing collaboration, knowledge sharing, integrating research as a component of national multi-source surveillance systems, and ensuring that generated evidence informs public health decision‑making. Participants also emphasized the importance of documentation, visibility, and leveraging multiple funding sources, and agreed on the following action points.Unity Studies Sites and WHO Country Offices:Advance adoption and implementation of at least one Unity protocol, continuing activities initiated in 2025 with catalytic funding, supplemented with other sources of funding where feasible.Document site-specific experiences, outcomes, and lessons learned; participate in regional and global knowledge-sharing platforms including WHO webinars and the Community of Practice.Work closely with ministries of health to establish unified national platforms for translating generated evidence into national public health decision-making. WHO Country Offices may facilitate technical support and complementary, synergistic funding opportunities where feasible. WHO Regional OfficeCoordinate with WHO Country Offices to support implementation of core unity studies activities by network sites through catalytic funding and provide technical guidance and virtual engagement opportunities throughout 2026.Facilitate the participation of all Unity Studies sites in the regional meeting on Unity Studies implementation in October 2026, to be held back‑to‑back with the Annual SEAR Regional PIP‑PC Meeting; develop and host a SEAR Unity Studies website; and mobilize support from academic institutions within the SEAR Unity Studies Network to support the development of regional manuscripts that showcase Unity Studies activities to scientific audiences and promote knowledge‑sharing.Explore complementary funding opportunities and partnerships to sustain and expand network activities across the Region.WHO HeadquartersProvide global technical guidance, updated protocols, and toolkits to support the implementation of Unity Studies in SEAR.Facilitate engagement of SEAR sites in global webinars, the Community of Practice, and opportunities to showcase their work.Support joint publications, inclusion of SEAR experiences in global outputs, and identification of additional funding and collaborative opportunities to strengthen Unity Studies activities.

On plant health and embracing new plant-breeding techniques in South Africa
The major challenge currently confronting South Africa’s agriculture is the spread of foot-and-mouth disease. For many farmers across the country, the most urgent tasks are both securing sufficient vaccines and rolling them out quickly in the coming months, particularly as the beef and dairy industries continue to suffer big losses. There is also pressure on sheep, goats, and other livestock to prevent the disease from spreading. As efforts to get the country through this monumental challenge continue, I believe it is important to sharpen our focus on the broader task at hand: strengthening biosecurity. This covers both animal and plant health. In recent years, we haven’t focused much on plant health, except a few times, such as when we had a goss’s wilt scare in the maize industry, a few cases of citrus black spot, or cases of sclerotinia in sunflower seeds. But the fact that South Africa managed to control the outbreaks of these particular diseases when they occurred a few years ago was due to organized agricultural and government scientific capabilities, and, most importantly, the availability of crop protection or agrochemicals necessary to address some of them. Therefore, as the animal health division in the Department of Agriculture focuses on the pressing challenge of the day, the foot-and-mouth disease, there is an opportunity for the plant health division to assess if they have all the requirements to tackle any outbreak that may occur on fruits, vegetables or crops in future. The challenge with crop diseases is that they can spread quickly and cause much more rapid damage in the field than we typically see with livestock. Therefore, speed is everything in ensuring the appropriate controls are available. I raise this as an important area, particularly given the drastic climate variation we observe across the country. The production conditions in some areas have changed noticeably over time, which may introduce new risks. The other essential part is ensuring that South Africa has access to the best crop protection technology available in the market. Many technology developers worldwide have operations in South Africa. Therefore, the Department of Agriculture, along with the Agricultural Research Council, must continuously interact with technology developers to assess the various crop protection technologies they are releasing globally and determine their suitability and need in South Africa. This will require a proactive approach from the government, unlike the current approach, in which technology developers typically approach regulators with new technologies. The government, recognising the food security risks, must take a proactive approach to ensure that South African farmers have access to the latest crop protection technologies, thereby safeguarding the country’s food security. Beyond crop protection, we must never forget that South Africa’s agriculture is key to ensuring that the country is the most food-secure country at the national level in sub-Saharan Africa. South Africa is also the only African country in the top-40 global agricultural exporters, having more than doubled since 1994 on the back of the adoption of high-yielding seed cultivars. South Africa has been the only African country to adopt a bold approach to embracing science and adopting genetically engineered seeds for grains and oilseeds in the early 2000s. Since then, we have seen crop yields improve noticeably, contributing to the gains we mentioned above. But ensuring that South Africa improves further is not a given. The key lies in South African regulators’ attitudes towards new technologies. We have to maintain a progressive approach and not give in to the politics of non-food and non-scientific voices that shout on the sidelines. Food security is national security, and the government must ensure we progress, leaning on science. Therefore, the registration of high-yielding new genomic techniques is required. South Africa cannot afford to fall behind the EU, the USA, South America, and many of its competitors in global agriculture. The Department of Agriculture’s crop science division must adopt a progress-and-science-embracing approach for the good of the country. Thanks for reading AgriView! The “Last Mile” Problem Slowing AI Transformation
Few companies have been able to fundamentally change their operating and business models around AI. The primary obstacle to progress is rarely model quality or data availability, but rather the “last mile” of transformation where technical capability must meet organizational design. There are seven frictions that contribute to this problem: proliferation of pilots, the productivity gap, process debt, the identity problem of tribal knowledge, agentic governance, architectural complexity, and the efficiency trap. To overcome these, companies need to focus on clean-sheet process redesign, strategically capturing knowledge, and managing their new digital workforce.

The Business of Butterworths, the Hottest New Restaurant in Washington DC
When the Odd Lots team was down in Washington DC earlier this year, we had a phenomenal meal at a restaurant called Butterworths. As it turns out, the restaurant is one of the hottest hangouts for the MAGA crowd, with Steve Bannon and others frequently seen in its dining room. Of course, restaurants are difficult businesses in normal conditions, but in DC, you have the added factor that political cycles are changing all the time, and different bars and restaurants become associated with specific parties who go in and out of power. On this episode, we speak with Bart Hutchins, the chef-owner at the restaurant. We talk about everything from sourcing ingredients from small Amish farms, to acquiring beef tallow, and dining room logistics. We also talk about food costs, labor availability, and how the intense worker shortages and price inflation of the post-2020 period still affects how the restaurant is run today. Western Pacific Region achieves milestone: 19 countries complete comprehensive health information system assessments
The Health Information and Digital Health (HID) unit in the WHO Regional Office for the Western Pacific has successfully supported 19 countries, covering 99% of the Region’s population, to conduct comprehensive health information system (HIS) assessments, surpassing the regional target of 15 set for 2025 and advancing efforts toward universal health coverage. Using SCORE, a technical package of essential interventions, recommended actions, tool and resources developed by WHO and partners to address challenges in meeting HIS needs, these assessments systematically assess health data availability and quality, enabling countries to monitor trends, identify and respond to emerging health challenges, and improve policies and programmes for healthier families, communities and societies. The first round of SCORE assessments were conducted between 2019-2021 in 14 countries in the Region and over 130 countries globally. The second round of SCORE assessments were conducted between 2024-2025.SCORE assessments are a key priority identified by Member States and WHO at all levels, including within WHO-Country/Multi-Country Cooperation Strategies, the Regional Vision Weaving Health for Families, Communities and Societies in the Western Pacific Region (2025–2029), and the WHO Fourteenth General Programme of Work (GPW 14, 2025–2028). Within the Regional Vision, implementing SCORE assessments is a key action for technology and innovation to advance health equity (strand 5).The SCORE for Health Data technical package is based on five key interventions, represented by the acronym SCORE. Interventions S, C and O focus on strengthening core data sources. Survey (S) covers population-based health surveys, surveillance systems and censuses, including their capacity to monitor health-related SDGs. Count (C) focuses on birth, death and cause of death registration as parts of a functional CRVS system. Optimize (O) addresses routine health service data and key health service inputs such as health financing and health workforce.Interventions R and E focus on data use for action. Review (R) examines regular analytical reviews of health sector progress and performance, together with national analytical capacity. Enable (E) looks at the policy, governance, and digital foundations needed to support effective data use.The Western Pacific Region shows relatively strong performance in the Review (R) and Count (C) interventions. Most countries in the Region demonstrate good analytical reporting and institutional capacity for analysis and learning. More than two-thirds of countries show more mature CRVS systems, driven by improvements in birth and death registration. However, medical certification of cause-of-death remains a key gap, with limited or low coverage in over half of countries in the Region.Performance under the Survey (S) intervention is mixed. While surveillance systems are generally strong, several countries in the Region continue to face challenges in implementing their surveys and censuses. Monitoring health-related SDGs is still a challenge for more than a third of countries in the Region. The greatest challenges are observed in the Optimize (O) and Enable (E) interventions. More than half of countries have lower maturity levels in routine health service and resource systems. Two-thirds of countries also face challenges with effective use of data and evidence for policy and action, largely due to gaps in digital infrastructure, governance and legislation for health data systems, and especially in data and sharing.  As part of the SCORE methodology, multi-stakeholder consultations and validation workshops were conducted in many countries to review findings and plan strategies for HIS strengthening. The HID unit continues to provide targeted support to facilitate dialogue and assist countries in developing HIS improvement plans. These plans guide governments and partners to align investments and coordinate efforts for maximum impact.WHO also assists countries with tailored technical support to address key gaps as requested by countries/national health authorities. SCORE assessments should be conducted periodically to monitor progress in HIS strengthening, although progress across addressing gaps identified in SCORE should be continually tracked as countries implement improvements.Additional countries will be supported to implement SCORE in 2026. The Regional Vision delivery-for-impact target, endorsed by Member States, is for all countries and areas to have implemented SCORE assessments and have an increased SCORE index by 2029 while WHO is aiming for 80% of Member States in the Region to conduct round two assessments. Countries yet to complete assessments are therefore encouraged to contact the HID unit at the WHO Regional Office for the Western Pacific for tailored support. The implementation of SCORE HIS assessments in the Western Pacific Region was supported by The Gates Family Foundation.

WellSpan Health Announces Comprehensive Migration of Technology Portfolio to AWS
Add to FavoritesWellSpan Health, the leading health care system serving Central Pennsylvania and Northern Maryland, today announced plans for a comprehensive cloud migration of its full technology infrastructure. Together with Amazon Web Services (AWS) as its preferred cloud provider, WellSpan will transition its applications, data and environments from traditional data centers to AWS. This migration will establish the foundation for delivering next-generation, AI-enabled health care solutions that reduce administrative burden and improve outcomes for patients across the region and beyond. Supercharging Innovation, Efficiency and Patient Outcomes WellSpan's migration of systems and clinical applications, which serve 1.2 million patients across nine hospitals and 250+ facilities, is expected to be complete by April 2026, one of the fastest full-scale migrations in the health care industry. This transformation enables WellSpan to unify disparate data systems for care teams and patients alike, achieving operational efficiencies and care improvements that fragmented systems are unable to deliver. “Our comprehensive migration to the cloud accelerates our ability to deploy new clinical capabilities that transform patient care while advancing our overall innovation strategy,” said Roxanna Gapstur, Ph.D., R.N., president and CEO, WellSpan Health. “When a physician can access complete patient imaging in seconds instead of hours, we're not just modernizing technology—we're improving patient outcomes. Our new cloud infrastructure also enables us to quickly implement solutions that will free our clinicians from thousands of hours of administrative work annually so they can focus on what they do best: caring for our communities.” The transition allows WellSpan to move away from a data center-based model and enables the rapid deployment and scale of AI technology. WellSpan’s strategic partner, General Catalyst’s Health Assurance Transformation Company (HATCo), facilitated the collaboration with AWS to support the migration. WellSpan’s transformation journey benefits from HATCo’s specialized technology solutions, as well as General Catalyst and AWS’s significant partnership to improve patient outcomes, which was announced in January 2025. “Our decision to go all-in on AWS will enable insights and innovations impossible in traditional siloed environments,” said Kasey Paulus, executive vice president and chief operating officer, WellSpan Health. “This is the largest health care technology transformation in our region's history, and it positions WellSpan to be a premier partner for technology leaders across the country.” “WellSpan is building a foundation with AWS that will improve care and outcomes for patients across their health system by bringing data together into standardized formats that are optimized for AI applications,” said Dan Sheeran, vice president and general manager, Healthcare and Life Science, AWS. “To do this, it is essential to have the most secure and compliant cloud when handling patient data, along with AWS’s built-in AI governance and responsible AI frameworks that follow the industry’s highest standards to protect patient information. We look forward to continuing to work alongside WellSpan as they unlock the cloud and AI’s full potential to deliver exceptional care to their patients.” Key Benefits of the AWS Collaboration Full Portfolio Migration: WellSpan will transition its applications and data from on-premises data centers to AWS, including full IT environments and specialized applications for functions such as nursing, cardiology, pharmacy and the company’s supply chain systems. This represents approximately 7.5 petabytes of clinical and non-clinical data and more than 300 applications—the most comprehensive health system cloud migration in the Mid-Atlantic region. Approved Architectures: AWS will deliver secure, WellSpan-specific architectures tailored to each build, ensuring compliance and reliability across the health system. Unified, AI-Ready Data: Migrating to AWS enables WellSpan to harmonize data across separate systems, transforming unstructured clinical notes and multi-modal datasets into standardized, AI-ready formats. Accelerated Results and Improved Outcomes: Automated data normalization and processing will enable the deployment of applications that reduce turnaround times for items such as analyzing medical imaging or patient records from days to minutes, helping clinicians get patient results faster and improving overall health outcomes. Reduced Administrative Burden: The transition to AWS will enable swift deployment of AI-powered solutions that reclaim thousands of hours for WellSpan’s clinical and corporate teams, allowing them to focus on patient care rather than paperwork. Elastic Infrastructure: Cloud architecture will enable WellSpan to scale computing resources dynamically, supporting seasonal demand fluctuations without infrastructure investments, as well as the rapid deployment of new services across multiple locations simultaneously. Most Secure, Compliant Cloud: AWS offers the highest network availability of any cloud provider, with more than 166 HIPAA-eligible services and certifications for global compliance standards, including HITRUST CSF. Built-in AI governance and responsible AI frameworks ensure that WellSpan’s data is protected under the industry’s most rigorous standards. Tags:News releaseInnovation and partnerships
