Advancing epidemic and pandemic preparedness through research readiness: SEAR Unity Studies Network Sites chart the way forward in 2026

On 25 March 2026, WHO Regional Office for the South‑East Asia Region (SEARO) convened the first meeting of the SEAR Chapter of the Unity Studies Network Meeting in 2026 to take stock of progress and plan next steps for strengthening epidemic and pandemic preparedness across the Region. The meeting focused on reviewing the ongoing adaptation of selected, standard Unity Study methodologies, sharing field implementation experiences from 2025, and identifying key priorities to guide collaborative work in 2026.Held virtually, the meeting brought together representatives from six Unity Studies network sites across five countries (Bangladesh, India, Nepal, Sri Lanka, and Thailand) as well as participants from all three levels of WHO.The meeting took place against the backdrop of ongoing regional efforts in South‑East Asia to strengthen early investigations and studies for epidemic and pandemic preparedness, with a focus on pandemic influenza and other emerging respiratory pathogens with epidemic and pandemic potential. In this context, and as part of preparedness for the rapid generation of evidence, the WHO Health Emergencies Programme in SEAR (WHE/SEAR) encourages Unity Studies sites to adapt prioritized, standardized Unity Study protocols to their national contexts. This approach supports the generation of timely and reliable evidence to inform public health decision‑making during epidemics and pandemics. These efforts are supported through a combination of experience sharing, participation in the global Unity Studies network webinars, capacity‑building of the national public health workforce, and regional collaboration that promotes inter‑country, inter‑agency, and inter‑ministerial action. In parallel, sites are encouraged to explore diversified funding sources to help sustain research preparedness over the long term.Discussions highlighted the importance of WHO’s catalytic financial support through the Pandemic Influenza Preparedness (PIP) Partnership Contributions (PIP‑PC). When combined with national and institutional resources, this support enables countries and sites to maintain continuity of activities at a core level and remain prepared to respond rapidly and effectively to future epidemics and pandemics.Regional and Global Updates: Opening the session, Dr Pushpa Ranjan Wijesinghe, Programme Area Manager, Pandemic and Epidemic Management (PEM) Unit, WHO Health Emergencies Programme, highlighted the progress made in operationalizing the Unity Studies Network across the Region and acknowledged the collaborative efforts of WHO at all three levels, together with country unity studies sites. He emphasized the availability of limited but catalytic funding through the Pandemic Influenza Preparedness (PIP) Partnership Contribution (PIP‑PC) workplan at SEARO to sustain network activities in 2026, while encouraging sites to leverage additional funding sources to expand implementation.Representing SEARO, Dr Ashok Basnet, consultant, Pandemic Influenza Preparedness reported that, at the regional level, the Unity Studies Network currently includes six sites across five countries: Bangladesh, India, Nepal, Sri Lanka, and Thailand. He noted that in 2025, catalytic funding supported protocol adaptation, training, and pilot implementation. In addition, a regional Unity Studies symposium held during the Global Public Health Summit in Sri Lanka strengthened and advocated collaboration between the Unity Studies site, national decision‑making forum, relevant technical units of the ministry of health, WHO and other partners. The symposium also highlighted the role of early investigations and studies as a key component of a multi‑source surveillance system needed at country level to generate a broad range of evidence. It underscored the critical role of country Unity Studies sites and similar research entities in generating evidence to support public health decision‑making during epidemics and pandemics.Participants of the WHO GISRS Unity Studies Sites Network- SEAR Chapter Meeting 2026 (Photo credit- PEM/WHE/SEARO). SEARO also updated participants on ongoing efforts to develop a regional Unity Studies webpage and to promote participation in global knowledge‑sharing platforms, including webinars and the WHO Community of Practice. Priorities for 2026 include supporting the implementation of Unity protocols, strengthening collaboration and experience sharing across sites, documenting and publishing findings, integrating Unity Studies activities as a component of multi-source national surveillance systems, and building workforce capacity.Dr Nickle Boddington of the Global Influenza Programme (GIP) at WHO Headquarters, which coordinates the Unity Studies Network globally, provided updates on global Unity Studies activities, noting that the network has expanded to 16 sites worldwide. New and updated protocols, including rapid clinical severity assessment tools and standardized data platforms, are being developed to support implementation. The global Community of Practice has also been launched to facilitate technical exchange, and continued support will be provided to sites for protocol adaptation, ethical approvals, and readiness for early investigation during outbreaks. Updates from Unity Studies sites in SEAR in 2025Unity Studies sites shared progress and experiences in implementing protocols across diverse country contexts. Sites initiated activities in 2025 using catalytic funding from SEARO, complemented by the mobilization of internal national resources. The Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh, reported the adoption and piloting of investigation protocols on non‑seasonal influenza and emerging respiratory diseases during recent avian influenza outbreaks, demonstrating a multi‑source funding approach involving government, WHO and One Health partners. The Hamdard Institute of Medical Sciences and Research (HIMSR), New Delhi, India, highlighted the piloting of household transmission investigation studies, the expansion of the national Unity Studies network, and the contribution of study findings to global evidence through published outputs. The All-India Institute of Medical Sciences (AIIMS), New Delhi, India, shared experiences from large‑scale seroprevalence studies conducted during the COVID‑19 pandemic, recent efforts to strengthen national Unity network sites through training activities, and plans to initiate multi‑centre studies on respiratory viruses.Similarly, Prince of Songkla University, Thailand, highlighted its experience in developing integrated surveillance and diagnostic protocols for multiple respiratory pathogens, enhancing readiness for targeted investigations of emerging threats. The University of Sri Jayewardenepura, Sri Lanka, reported ongoing engagement with the Ministry of Health and exploration of additional funding sources to initiate studies. Meanwhile, the National Public Health Laboratory, Nepal, provided updates on continued coordination with national stakeholders to initiate implementation, despite delays related to the country context.Across sites, shared experiences underscored the importance of protocol adaptation, multisectoral collaboration, and sustainable funding to operationalize Unity Studies and generate evidence for public health action.Discussions and Way ForwardThe meeting reinforced key priorities for 2026, including strengthening unity studies protocol implementation, enhancing collaboration, knowledge sharing, integrating research as a component of national multi-source surveillance systems, and ensuring that generated evidence informs public health decision‑making. Participants also emphasized the importance of documentation, visibility, and leveraging multiple funding sources, and agreed on the following action points.Unity Studies Sites and WHO Country Offices:Advance adoption and implementation of at least one Unity protocol, continuing activities initiated in 2025 with catalytic funding, supplemented with other sources of funding where feasible.Document site-specific experiences, outcomes, and lessons learned; participate in regional and global knowledge-sharing platforms including WHO webinars and the Community of Practice.Work closely with ministries of health to establish unified national platforms for translating generated evidence into national public health decision-making. WHO Country Offices may facilitate technical support and complementary, synergistic funding opportunities where feasible. WHO Regional OfficeCoordinate with WHO Country Offices to support implementation of core unity studies activities by network sites through catalytic funding and provide technical guidance and virtual engagement opportunities throughout 2026.Facilitate the participation of all Unity Studies sites in the regional meeting on Unity Studies implementation in October 2026, to be held back‑to‑back with the Annual SEAR Regional PIP‑PC Meeting; develop and host a SEAR Unity Studies website; and mobilize support from academic institutions within the SEAR Unity Studies Network to support the development of regional manuscripts that showcase Unity Studies activities to scientific audiences and promote knowledge‑sharing.Explore complementary funding opportunities and partnerships to sustain and expand network activities across the Region.WHO HeadquartersProvide global technical guidance, updated protocols, and toolkits to support the implementation of Unity Studies in SEAR.Facilitate engagement of SEAR sites in global webinars, the Community of Practice, and opportunities to showcase their work.Support joint publications, inclusion of SEAR experiences in global outputs, and identification of additional funding and collaborative opportunities to strengthen Unity Studies activities.

Chargé Arnold Speech - Implementation Plan of Five-Year Health MOU - U.S. Embassy in Madagascar

Chargée d’Affaires Stephanie Arnold's Speech Discussion on the implementation plan for the five-year health Memorandum of Understanding (…) Colleagues, and honored guests, Good morning, and welcome to the United States Embassy. It is a pleasure to host you today for the second day of this important workshop to discuss the implementation of our bilateral health Memorandum of Understanding on U.S. Government health activities in Madagascar, made possible through the Trump Administration’s America First Global Health Strategy. Today’s focus— discussing a shared vision and developing a preliminary draft for the health MOU Implementation Plan and the terms of reference for the two committees that will steer its implementation—is a decisive step in moving from commitments on paper to concrete action over the next five years. On December 22, 2025, the Governments of Madagascar and the United States signed a five-year bilateral health MOU, with a financial intention of approximately 554 billion Ariary from the United States and This jointly decided MOU intends to strengthen Madagascar’s health system, support lifesaving services, and improve disease prevention and response that matter to both our countries’ health security. For the United States, this means detecting and containing infectious disease outbreaks including malaria, polio, and emerging health threats before they can reach American shores through international travel and trade, protecting American families while reducing the need for costly domestic emergency responses Yesterday, technical experts from the Ministry of Public Health and the U.S. Government worked in thematic groups to draft a preliminary Implementation Plan. Today, your task is to review the shared vision and preliminary draft MOU implementation plan, and the proposed terms of reference for the Joint Steering Committee and the Operational Committee that will guide its implementation. These committees are not just administrative structures. They are the mechanisms that will ensure clear roles and responsibilities, regular dialogue between our two governments, consistent monitoring of progress, and real accountability for the results that will directly benefit the lives of Malagasy citizens. They will also track performance against the benchmarks we have jointly established, which will guide the continuation of U.S. support over the five-year period . Continued U.S. support will be contingent on meeting these performance benchmarks. This ensures accountability to both American and Malagasy taxpayers and guarantees that our partnership delivers measurable results. America First Foreign Assistance means that U.S. support must be strategic, results-driven, and accountable to our taxpayers. It also means we aim to support greater self-reliance and reduced long-term dependence on foreign assistance, with systems that are increasingly financed and led by Madagascar itself. This approach benefits both our nations: Madagascar gains sustainable health capacity, while the United States advances our health security interests and creates opportunities for American health innovations and companies to support Madagascar’s development. In that spirit, I want to recognize the presence of the Ministry’s leadership and the technical directors and program heads responsible for surveillance, basic health services, family health, immunization, countering malaria, laboratories, medicines, and health information systems. Your leadership and technical expertise are essential if this bilateral health MOU is to translate into real and lasting improvements for people in need across the country. Let me emphasize how important collaboration is to the United States in this effort. We can bring American resources, technical expertise, and tools. But this bilateral health MOU can only succeed if it reflects Madagascar’s priorities and if Malagasy institutions lead and maintain its implementation. We see this not as a U.S. project, but as a joint framework under Malagasy leadership, with U.S. support. That is why we are genuinely pleased to host this event here at the Embassy. Opening our doors to you today symbolizes our commitment to work side by side and to remain transparent about how we use U.S. resources in support of Madagascar’s health system. In closing, thank you for your time and your partnership. We are very happy to welcome you here and proud to accompany Madagascar in this next step of implementation planning for our bilateral health MOU. I wish you a productive and focused session. The work you do today will shape how our two governments cooperate on health in the years ahead; it will influence the quality and reliability of health services that Malagasy communities receive; and, most importantly, it will help protect both our nations from infectious disease threats while building Madagascar’s capacity for long-term health system sustainability. Thank you.

United States and Madagascar Discuss Five-Year Health MOU Implementation Plan  - U.S. Embassy in Madagascar

United States and Madagascar Discuss Five-Year Health MOU Implementation Plan The United States and Madagascar’s Ministry of Public Health are in the process of developing a plan for implementing the U.S.-Madagascar five-year Memorandum of Understanding (MOU) on health cooperation, signed under the Trump Administration’s America First Global Health Strategy. The two-day workshop, at the U.S. Embassy in Antananarivo, brought together technical experts and senior leadership from the Malagasy and U.S. governments to discuss a shared vision through a preliminary draft MOU Implementation Plan and to establish the joint governance structures that will guide U.S. foreign assistance in health over the next five years. The jointly decided bilateral health MOU, signed on December 22, 2025, builds on decades of U.S. global health assistance to Madagascar. The health MOU involves the U.S.’s plans, working with Congress, to provide approximately $134 million (over 554 billion Ariary) and a Malagasy commitment of $41 million (over 169 billion Ariary). It aims to strengthen Madagascar’s health system, improve disease prevention and response, and support services that address health security concerns for both countries, including malaria, maternal and child health, polio, and global health security issues that could reach U.S. shores if not contained at their source. During the recent workshop, technical staff from the Ministry of Public Health and the U.S. Government health team worked in thematic groups to draft detailed implementation plans for the five-year MOU period. On the second day, U.S. Chargé d’Affaires Stephanie Arnold and Ministry of Public Health and Economic and Finance Ministry leadership joined the technical teams to discuss plans and proposed terms of reference for two committees: a Joint Steering Committee and an Operational Committee. These structures will ensure clear roles and responsibilities, regular dialogue between the two governments, consistent monitoring of progress, and accountability for results. The framework includes performance benchmarks that will guide continued U.S. support and track Madagascar’s progress toward self-reliance. “We see this not as a U.S. project, but as a joint framework under Malagasy leadership, with U.S. support,” said U.S. Chargé d’Affaires Stephanie Arnold during the workshop’s opening session. The approach reflects U.S. foreign assistance principles that emphasize strategic, results-driven support that advances American interests while helping recipient countries build sustainable health systems. The framework is designed to build systems that Madagascar will increasingly finance and lead itself, reducing long-term dependence on foreign assistance.

"By partnering with Iterative Health, we are strengthening our ability to bring innovative therapies directly into the communities we serve. This collaboration ensures our physicians and patients have access to leading-edge trials while allowing US Heart & Vascular to remain focused on delivering exceptional, physician-led care." "By expanding community-based research across USHV, we're ensuring more patients have access to clinical trials and breakthrough therapies close to home, where trusted relationships with their physicians already exist." Strengthening One Health Field Epidemiology Capacity in the WHO South-East Asia Region

Recent public health emergencies—including the COVID-19 pandemic, recurrent zoonotic disease outbreaks, and the high level of antimicrobial resistance—have underscored the urgent need for strong, multisectoral field epidemiology capacities. This reinforces the importance of a workforce equipped with One Health field epidemiology competencies. To address this need, WHO works with the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), and the World Organisation for Animal Health (WOAH), as part of Quadripartite Alliance for One Health, to strengthen field epidemiology training programmes using a One Health approach. These efforts are aligned with WHO SEARO’s Strategic Framework for Action for Strengthening Surveillance, Risk Assessment and Field Epidemiology and the Regional Roadmap to Advance Field Epidemiology Capacities 2025–2029 emphasize workforce development, multisectoral collaboration, and enhanced preparedness for health emergencies. With funding from the Pandemic Fund, The Competency for One Health Field Epidemiology (COHFE) integration within Field Epidemiology Training Programmes (FETPs) or similar initiatives has been initiated in Bangladesh and India and is planned in Sri Lanka.BangladeshIn Bangladesh, COHFE is being adapted to strengthen the Field Epidemiology Training Programme, Bangladesh (FETP-B) Advanced programme. Initiated in July 2025 and led by the Institute of Epidemiology, Disease Control and Research (IEDCR), the process brought together stakeholders from human, animal, and environmental health sectors, academia, and laboratories.A Multisectoral Working Group (MWG) was established to guide implementation, conduct readiness assessments, and identify opportunities to institutionalize One Health collaboration. Through national multisectoral consultations and a competency prioritization workshop held in Dhaka in November 2025, stakeholders identified priority technical competencies for surveillance, outbreak investigation, data analysis, and risk assessment, alongside functional competencies related to leadership, coordination, and the laboratory–epidemiology interface. The process also surfaced systemic barriers—such as challenges in data sharing and limited joint investigations—enabling targeted recommendations. These outcomes are guiding curriculum revision, the introduction of One Health simulations and joint field exercises, and the development of a national multisectoral mentorship pool, with updated training materials expected to be implemented in the upcoming cohort.Figure 1. Competency prioritization involving multisectoral stakeholders“COHFE represents a significant step forward in operationalizing the One Health approach. The collaboration between national institutions and the Quadripartite partners is critical for building resilient systems to address complex health challenges in the region.”, Prof. (Dr) Tahmina Sirin, Director, Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh.Aligning India’s One Health Training with COHFEIn India, the National Centre for Disease Control (NCDC) has strengthened One Health workforce development through its SectorConnect initiative. WHO supported a comprehensive competency mapping and curriculum review to align the Field Epidemiology Programme in One Health (FEP-OH) with all 14 COHFE domains. The review identified strong foundations while generating actionable recommendations to strengthen One Health learning outcomes, expand joint field-based learning, and enhance competency-based assessment. These improvements are informing programme refinement and phased scale-up across additional states.Figure 2. Strengthening learning outcomes for the SectorConnect FEP OH CurriculumThrough these efforts, WHO SEARO will continue to support countries to move from separate sector-based training toward an integrated, impact-driven One Health field epidemiology workforce capable of addressing complex health threats at human-animal-environment interface.ReferencesFood and Agriculture Organization of the United Nations, World Health Organization, & World Organisation for Animal Health. 3L Kevin Afiesh Learns to Translate Legal Risk Into Business Strategy as FinTech Extern  - UC Law San Francisco (Formerly UC Hastings)

3L Kevin Afiesh strengthened his corporate and fintech skillset through an externship at Plaid, gaining real-world experience at the intersection of technology and financial services. 3L student Kevin Afiesh shares how UC Law San Francisco’s Corporate Counsel Externship provided immersive, practice-ready training inside Plaid’s in-house legal department. Reviewed and analyzed technology-focused agreements, including emerging AI provisions and liability terms Explored financial services regulation and data governance within a growth-stage company Learned how internal legal teams shape product, partnership, and compliance planning 3L student Kevin Afiesh: During my externship at Plaid, I worked with the in-house legal team supporting a rapidly growing company at the intersection of technology and financial services. My work focused primarily on corporate, commercial, and intellectual property matters. I helped review and analyze vendor and partnership agreements, paying close attention to emerging artificial intelligence-related provisions and risk allocation terms. I also investigated regulatory and compliance issues involving financial services and data governance, and I researched intellectual property litigation relevant to fintech companies. This work supported legal risk assessment to guide strategic decision making. I learned firsthand how an in-house legal team operates in a highly regulated, innovation-driven environment, where legal analysis is closely integrated with business decision making. I saw how attorneys balance legal risk with commercial priorities and how their advice shapes contracting, compliance, and intellectual property strategy. It reinforced that effective in-house lawyers need to understand both the law and the operational realities of the business. The experience also strengthened my ability to communicate complex legal concepts clearly to non-lawyers and to provide advice that is precise, practical, and commercially aware. Throughout my academic and professional journey, I’ve worked with technology companies at different stages. Plaid added a distinct perspective within the tech ecosystem, showing me how a growth-stage fintech company approaches regulatory complexity, innovation, and risk tolerance. This sharpened my ability to adapt to clients with different structures, priorities, and compliance needs. As I prepare to practice corporate law in the technology industry, this exposure has strengthened my ability to align legal advice with a company’s stage of growth, strategic objectives, and internal dynamics. I would absolutely recommend the Corporate Counsel Externship Program. Working directly with an in-house legal team provided a meaningful sense of day-to-day practice inside a technology company, and the attorneys at Plaid were generous with their time and mentorship. The classroom component was equally valuable. Professors Nira Geevargis and Scott Darling created a thoughtful environment where we reflected on our experiences, discussed real-world challenges, and developed practical skills that complemented our fieldwork. More broadly, UC Law San Francisco’s location offers a clear advantage for students interested in technology, corporate practice, and public-interest work. Proximity to courts, law firms, and innovative companies — combined with programs like the Corporate Counsel Externship and an extensive Bay Area alumni network — make it a strong option for students who want to build their careers in the region. The Evidence of Success series highlights UC Law SF students as they share how the college’s opportunities equip them with the experience, skills, and confidence to excel in the legal profession.

Global webinar on core public health capacities to conduct ship inspections and issue ship sanitation certificates

Ships cross borders every day, connecting countries and serving as a backbone of the global economy. However, outbreaks onboard can disrupt maritime traffic, leading to significant economic and operational negative consequences. Without strong public health capacities to detect, prevent, and respond to public health risks on board ships, maritime travel can also become a pathway for the spread of infectious diseases. To support countries in strengthening these capacities, the World Health Organization (WHO) convened a two-day webinar on 11–12 February, bringing together more than 700 ship inspectors, port health officers, and public health authorities, primarily from the African, Eastern Mediterranean, and European Regions. The webinar came at a pivotal time. With the amended International Health Regulations entering into force on 19 September 2025, the need to focus on public health preparedness has never been greater. Strengthening public health capacities at borders, including onboard conveyances, is a cornerstone of global health security and central to the amended IHR.“The high level of attendance and active participation throughout the two days of the webinar highlighted the growing demand for technical guidance and capacity-building support in ship inspection and issuance of ship sanitation certificates”, said Dr Ninglan Wang, Head of the Borders, Mass Gatherings and Health Protection Measures (BMM) Unit at the Health Emergency Preparedness Department at WHO headquarters. “The dynamic interactions among experts and countries underscored the value of continued cross-border collaboration in the maritime sector and knowledge exchange in this area”. Conducting regular public health inspections on board ships for the issuance of ship sanitation certificates (SSCs) in accordance with the IHR requirements is crucial for ensuring that ships meet specific health standards, thereby minimizing the risk of the international spread of diseases via maritime traffic. These certificates, mandated by the IHR, require ports to have trained personnel who can identify and control public health risks on board vessels and apply recommended control measures. This standardized global procedure not only ensures compliance with the IHR but also promotes consistency in health practices across ports worldwide. SSCs are the globally-recognized tool used to prevent and control known public health risks on ships, providing a common way to register and communicate public health events and measures taken on board between all stakeholders involved in this process, including public health authorities in ports and ship operators. Only SSCs issued by ports authorized by national authorities to issue such certificates are considered valid. As per the IHR, all States Parties are required to send to WHO their list of authorized ports (available here) and to keep it updated. However, many Member States continue to face practical challenges, such as limited resources, high staff turnover, and competing priorities. These realities underscore the value of platforms such as this webinar, which foster collective learning, peer-to-peer exchange, and practical solutions to help countries build and sustain the capacities required under the IHR.Over the two days, participants engaged in presentations and discussions covering a wide range of technical and operational topics, such as the overarching international legal framework governing ship sanitation; considerations for pre-inspection planning; risk assessment factors by type of vessel; the completion and issuance of SSCs and evidence report forms; or practical insights on the inspection of various technical areas, such as food safety, medical facilities, water systems, or vector control, among others. In addition, public health authorities from the Netherlands, Morocco, and Tanzania shared case studies to showcase their practical application of these IHR requirements in their respective countries. Given its success, WHO plans to replicate similar sessions in the future to reach additional time zones and regions and cover other pressing border health-related topics, ensuring that Member States can continue benefiting from these opportunities to share knowledge and expertise.

WellSpan Health Announces Comprehensive Migration of Technology Portfolio to AWS

Add to FavoritesWellSpan Health, the leading health care system serving Central Pennsylvania and Northern Maryland, today announced plans for a comprehensive cloud migration of its full technology infrastructure. Together with Amazon Web Services (AWS) as its preferred cloud provider, WellSpan will transition its applications, data and environments from traditional data centers to AWS. This migration will establish the foundation for delivering next-generation, AI-enabled health care solutions that reduce administrative burden and improve outcomes for patients across the region and beyond. Supercharging Innovation, Efficiency and Patient Outcomes WellSpan's migration of systems and clinical applications, which serve 1.2 million patients across nine hospitals and 250+ facilities, is expected to be complete by April 2026, one of the fastest full-scale migrations in the health care industry. This transformation enables WellSpan to unify disparate data systems for care teams and patients alike, achieving operational efficiencies and care improvements that fragmented systems are unable to deliver. “Our comprehensive migration to the cloud accelerates our ability to deploy new clinical capabilities that transform patient care while advancing our overall innovation strategy,” said Roxanna Gapstur, Ph.D., R.N., president and CEO, WellSpan Health. “When a physician can access complete patient imaging in seconds instead of hours, we're not just modernizing technology—we're improving patient outcomes. Our new cloud infrastructure also enables us to quickly implement solutions that will free our clinicians from thousands of hours of administrative work annually so they can focus on what they do best: caring for our communities.” The transition allows WellSpan to move away from a data center-based model and enables the rapid deployment and scale of AI technology. WellSpan’s strategic partner, General Catalyst’s Health Assurance Transformation Company (HATCo), facilitated the collaboration with AWS to support the migration. WellSpan’s transformation journey benefits from HATCo’s specialized technology solutions, as well as General Catalyst and AWS’s significant partnership to improve patient outcomes, which was announced in January 2025. “Our decision to go all-in on AWS will enable insights and innovations impossible in traditional siloed environments,” said Kasey Paulus, executive vice president and chief operating officer, WellSpan Health. “This is the largest health care technology transformation in our region's history, and it positions WellSpan to be a premier partner for technology leaders across the country.” “WellSpan is building a foundation with AWS that will improve care and outcomes for patients across their health system by bringing data together into standardized formats that are optimized for AI applications,” said Dan Sheeran, vice president and general manager, Healthcare and Life Science, AWS. “To do this, it is essential to have the most secure and compliant cloud when handling patient data, along with AWS’s built-in AI governance and responsible AI frameworks that follow the industry’s highest standards to protect patient information. We look forward to continuing to work alongside WellSpan as they unlock the cloud and AI’s full potential to deliver exceptional care to their patients.” Key Benefits of the AWS Collaboration Full Portfolio Migration: WellSpan will transition its applications and data from on-premises data centers to AWS, including full IT environments and specialized applications for functions such as nursing, cardiology, pharmacy and the company’s supply chain systems. This represents approximately 7.5 petabytes of clinical and non-clinical data and more than 300 applications—the most comprehensive health system cloud migration in the Mid-Atlantic region. Approved Architectures: AWS will deliver secure, WellSpan-specific architectures tailored to each build, ensuring compliance and reliability across the health system. Unified, AI-Ready Data: Migrating to AWS enables WellSpan to harmonize data across separate systems, transforming unstructured clinical notes and multi-modal datasets into standardized, AI-ready formats. Accelerated Results and Improved Outcomes: Automated data normalization and processing will enable the deployment of applications that reduce turnaround times for items such as analyzing medical imaging or patient records from days to minutes, helping clinicians get patient results faster and improving overall health outcomes. Reduced Administrative Burden: The transition to AWS will enable swift deployment of AI-powered solutions that reclaim thousands of hours for WellSpan’s clinical and corporate teams, allowing them to focus on patient care rather than paperwork. Elastic Infrastructure: Cloud architecture will enable WellSpan to scale computing resources dynamically, supporting seasonal demand fluctuations without infrastructure investments, as well as the rapid deployment of new services across multiple locations simultaneously. Most Secure, Compliant Cloud: AWS offers the highest network availability of any cloud provider, with more than 166 HIPAA-eligible services and certifications for global compliance standards, including HITRUST CSF. Built-in AI governance and responsible AI frameworks ensure that WellSpan’s data is protected under the industry’s most rigorous standards. Tags:News releaseInnovation and partnerships

The New WHO Pandemic Treaty and Global Health Governance: Incorporating Common but Differentiated Responsibilities into PABS  - Georgetown Journal of International Affairs

On May 20, 2025, the World Health Assembly unanimously adopted the World Health Organization (WHO) Pandemic Agreement, an international treaty designed to strengthen pandemic prevention, preparedness, and response. The product of three years of arduous negotiations, the treaty marks a new era of global cooperation in public health. However, core aspects of the agreement remain unresolved—notably the Pathogen Access and Benefit-Sharing (PABS) System, which is intended to ensure equitable access to pandemic-related materials and benefits. To support the successful implementation of the WHO Pandemic Agreement, the principle of “common but differentiated responsibilities” should be formally incorporated into the negotiating agenda of the PABS annex. Introduction For the first time, an international treaty has enshrined the principle of “One Health,” the compelling idea that the health of animals, humans, and the environment all contribute to pandemic risks. SARS (2003), H1N1 (2009–10), Ebola (2014–16), and COVID-19 all emerged through zoonotic spillover from animal hosts—respectively, civets, hogs, and bats. Together, they underscore the need for a coordinated, cross-sectoral approach. The Pandemic Agreement responds to this call, requiring state parties to acknowledge the ecological interplay and commit to a comprehensive “One Health” strategy. Specifically, Article 5 charges governments to address “the drivers of pandemics and the emergence and re-emergence of infectious disease at the human-animal-environment interface,” including wild animal markets, deforestation, and antibiotic overuse. Yet the effectiveness of this “One Health” vision depends equally on the free flow of scientific information and data among countries and institutions. Just as environmental and animal health factors have been neglected in past global frameworks, so too has data sharing been marginalized, despite its centrality to timely detection and response. The Pandemic Agreement takes an important step by requiring governments to enhance data collection and cooperate with the World Health Organization (WHO). However, these provisions will remain aspirational without a robust Pathogen Access and Benefit-Sharing (PABS) annex. The PABS system will determine whether countries and researchers can rapidly exchange pathogen samples and genetic data while ensuring equitable access to resulting research and development, including diagnostics, therapeutics, and vaccines. Without such mechanisms, the treaty’s promise to operationalize “One Health” and strengthen global preparedness will risk becoming largely symbolic, echoing earlier failures to translate shared principles into coordinated action. Equity Concerns When the 2025 Health Assembly adopted the Pandemic Agreement, it left the difficult question of access to pathogens and the sharing of resulting benefits to be addressed in a separate agreement. Negotiations on this separate agreement, PABS, are now underway in Geneva. Yet governments remain divided over fundamental questions of equity between the countries that primarily contribute to the system and those that primarily draw from it—and consequently benefit. For example, wildlife in countries bordering the equator is likely to produce PABS materials, but companies in Europe are likely to use them to develop lucrative products. The most likely contributor countries are likely to be those biodiverse countries around the equator, such as Brazil, the Democratic Republic of the Congo, and Indonesia, where the number of human-mammalian viral host interactions is large. Conversely, countries most likely to benefit from this material are those with the technology, investors, and infrastructure to capitalize on genomic data, such as the United States, EU member states, and Japan. This imbalance reflects a broader pattern seen in prior international frameworks. Now, as in the past, the wealthiest countries in the world (a useful heuristic is membership of the Organisation for Economic Co-operation and Development (OECD)) disproportionately benefit from systems in which pathogens and genomic sequencing data are contributed to a common source. Under the International Agreement on Plant Genetic Resources for Food and Agriculture (the “Plant Treaty” or “Seed Treaty”) and the Pandemic Influenza Preparedness (PIP) Framework, companies from Europe and North America disproportionately withdraw biological samples and data for development into lucrative medical products. Their governments and companies have both statutory and contractual claims to the products that those companies correspondingly produce. PABS appears poised to follow the same pattern. The text calls for strong language on access to pathogens and associated data, but the corresponding benefits that should flow to poorer countries are couched in equivocal or non-binding language. Common but Differentiated Responsibilities To address these inequities, the principle of “common but differentiated responsibilities” should be formally incorporated into the negotiating agenda of the PABS annex. Common but differentiated responsibilities are often a feature of climate change negotiations. The basic principle is that, even though all countries should reduce carbon emissions, governments that became rich and powerful through massive carbon emissions (e.g., France, the United Kingdom, the United States) should have a greater obligation to address the resulting crises. Applied to PABS, it would require that governments hosting and supporting companies developing lucrative products carry greater obligations toward the cost of running the PABS system; share benefits or final medical products; and transfer technology to help countries worldwide develop their own capacities to innovate and manufacture vaccines during an emergency. For example, an annex could mandate that any company based in an OECD country that withdraws PABS material would be obligated to donate the resulting diagnostics, therapeutics, or vaccines to the WHO during a public health emergency or pandemic. Questions remain about how robust those donations would be, but the principle is that they should deliver highly significant lifesaving benefits to be equitably shared. Theoretically, this approach mirrors the PIP Framework, in which companies withdrawing influenza samples are required to pay half of the operating costs. In practice, however, the framework has fallen short. The PIP Framework Secretariat has struggled to secure payments from companies, with companies often disagreeing over how much is owed. Additionally, without another pandemic influenza to test the strength of the agreement during a public health emergency, corporate compliance with sharing mechanisms remains unknown. Even if these limitations did not characterize the PIP Framework, partially paying for operating expenses does not address the inequity in access to genetic data and pathogen samples that left less developed countries last in line for COVID-19 vaccines (and, before them, H1N1). Common but differentiated responsibilities would go further, addressing governments’ legitimate grievances regarding information sharing. It would make withdrawals of PABS material and resulting products more transparent, building trust across the board. Enforcement and Enduring Success A key implication of this approach is that the governing mechanism of the PABS must have real enforcement authority. The WHO Pandemic Agreement delegates its core governance responsibilities to a Conference of the Parties (COP)—a governing body composed of one representative from each participating government, similar to those established under the UN Framework Convention on Climate Change and the WHO Framework Convention on Tobacco Control. The proposed WHO Pandemic Agreement COP is charged with oversight functions but ultimately possesses no real authority to compel a government to take any action it does not wish to take. The text does not give the COP the ability to, for example, sanction a party that does not comply with either textual obligations or PABS provisions. In other words, there are no effective mechanisms in place to ensure compliance. Perhaps just as significant, establishing a meaningful enforcement mechanism within the PABS system would strengthen the WHO’s credibility and its ability to ensure compliance across global health governance. By setting a precedent for accountability, such a mechanism could enhance the organization’s authority not only within the Pandemic Agreement but also in enforcing the revised International Health Regulations and other frameworks for public health emergencies. Conclusion The PABS annex can—and should—be different. It should establish clear responsibilities for funding as well as for sharing the diagnostics, therapeutics, and vaccines that result from contributions to the system. The system, in turn, must include a dedicated body empowered to hold governments and the corporations they sponsor accountable for their responsibilities before, during, and after pandemics. Doing so would restore trust in the broader agreement, which was eroded as commitments were repeatedly diluted while parties scrambled to meet their own self-imposed deadlines during the Pandemic Agreement negotiations. A robust PABS Annex would cement a grand social bargain. Wealthier countries and their corporations would gain unimpeded access to scientific information essential for developing and manufacturing lifesaving medical products. As such, they would stand to gain considerable economic benefit. Yet that privilege must be matched with responsibility. The grand bargain must include not only the right to innovate, but also the duty to ensure that innovation serves all. As medical products are developed and produced through collective contributions, every person must have equal access. All human beings deserve an equitable chance to survive—to save their own life, the lives of their families, and the well-being of their communities. … Sam Halabi, JD, MPhil, is the Bette Jacobs Endowed Professor at Georgetown University’s School of Health and the Director of the Center for Transformational Health Law at Georgetown Law.
