Leann Powell, owner of The Peddler’s Closet, expressed concern about events closing down streets downtown and bringing in food trucks and other shops’ products that directly compete with the brick-and-mortar stores in downtown Chico.Powell said an upcoming event held on a Saturday has brought up concerns for her and other business owners downtown, due to it being a busy day for businesses. "We're already struggling, and then to bring in more businesses on top of our businesses and shut our streets down is absolutely devastating," said Powell.Powell noted a decline in business during events like the Thursday Night Market, where street closures allow outside vendors to set up shop. She shared that while organizers for these types of events often offer booths to local businesses, it does not alleviate the burden."I don't really feel like that's a solution because you're bringing in other businesses, you're shutting the streets down. Yes, we can go down and set up a space, but then you've gotta pay somebody to run that space, plus run your own business for the day, and it's really not, it's really not helpful for us," said Powell.Applying for a street closure permit in Chico involves approval from the Public Works Department, the Chief of Police, and the Fire Chief. Permits can be denied only under a handful of circumstances, such as interference with first responders, previously scheduled construction, or existing permits for the same space.Mayor Kasey Reynolds addressed the issue, saying the city council has tasked staff with reviewing the municipal code for street closure permits with the goal of finding ways to minimize negative impacts on local businesses during events.Reynolds mentioned that any recommended changes might require further direction from the city council, depending on the extent of any changes recommended. googletag.cmd.push(function() { googletag.display('ad-1514992'); });
Forum on harnessing Artificial Intelligence for health equity
Register to this forumOver the past decade, artificial intelligence (AI) has significantly evolved in complexity, performance, and utility. Its integration across a wide range of industrial sectors has accelerated, with healthcare emerging as one of the most transformative sectors. In this sector, AI has enabled high-impact applications – from enhancing the speed and accuracy of disease diagnosis and supporting clinical decision-making, to strengthening public health initiatives such as disease surveillance and workforce optimization. Moreover, AI holds immense potential to empower individuals, enabling them to take greater control of their personal health and well-being. Yet the central question remains: Who benefits, who is at risk, and do these innovations close or widen health inequities? While the potential of AI-enabled applications is substantial, many countries have approached their adoption with caution. This hesitancy stems from concerns about risks and benefits, including model bias, data breaches, privacy violations, and the erosion of professional skills due to over-reliance on AI. Additional barriers include inadequate data infrastructure and a lack of robust evidence on the most effective forms and interfaces of AI to enhance service delivery and system performance. Moreover, the rapid rise of Generative AI has introduced a heightened urgency for the development of comprehensive governance and ethical frameworks. The Asian Development Bank (ADB) Health Practice Team and Digital Sector, in collaboration with the World Health Organization (WHO) Regional Office for the Western Pacific, are convening the Forum on Harnessing AI for Health Equity on 25–26 March at ADB Headquarters. Senior health officials from 16 developing member countries (DMCs), alongside leading researchers, innovators, and policymakers from across Asia and the Pacific, will engage in discussions on how AI can be governed, financed, and scaled to deliver healthier lives for all. The forum is funded through the High-Level Technology Fund with support from the Government of Japan. Objectives The two-day forum aims to:Identify high-impact, evidence-based health AI use cases suitable for resource-constrained settings and map out a pipeline for potential supportIntroduce and validate the WHO's policy guidance on minimum necessary ecosystem for countries and institutions to self-assess readiness for AI adoptionObtain initial commitment from participating stakeholders to join a pilot regional initiative focused on data/model sharing for a priority health challengeEndorse a prioritized set of actionable policy recommendations focusing on governance, regulation, and sustainable financing necessary to scale high-impact health AI use cases in resource-constrained settings Target participants The forum will convene participants from 16 ADB DMCs including Bangladesh, Bhutan, Cambodia, Cook Islands, Fiji, Indonesia, Lao People's Democratic Republic, Mongolia, Nepal, Palau, Papua New Guinea, Philippines, Sri Lanka, Thailand, Uzbekistan, and Viet Nam. In addition, health system leaders and practitioners, private sector technologists, academic experts, representatives from civil society organizations, development partners, and philanthropic institutions engaged in AI for Health from Australia, the People’s Republic of China, Japan, Malaysia, New Zealand, Singapore, and the Republic of Korea will also be invited. Teen’s video a ‘Breakthrough’ in science communication
Seventeen-year-old Grace Lee from Chula Vista is gaining national attention as a finalist in the global Breakthrough Junior Challenge, an annual competition that invites students to create original videos explaining complex scientific ideas in creative and engaging ways. Founded in 2015, the contest encourages young people to break down advanced scientific theories using imagination and storytelling— “Steven Spielberg meets Albert Einstein,” as organizers describe it. Lee’s submission centers on the principle of least time in physics, a concept that explains why light always travels the path that takes the least amount of time. To bring the idea to life, she used intricate origami characters and stop-motion animation, along with simple at-home experiments, she said. “The fact that light always travels via the path that takes the least amount of time sounds simple at first, but nature is full of surprises,” she said. “This principle is actually very profound and underlies many different fields in physics that seem completely unrelated, from optics to Newton’s laws to Einstein’s theory of relativity.” Also, origami has long been one of her passions and integrating it into her project felt natural. She often makes origami gifts for friends and teaches origami in her school clubs. “A single 10-second scene would take hours to craft,” she said, noting the mixture of stop-motion and post-production editing required to animate expressions and movement. To ensure the science remained accurate and accessible, she spent time reading books and online resources, writing a script, creating a storyboard, and filming and editing repeatedly until the visuals worked.The experiments were among the biggest challenges. To demonstrate water waves, she used everyday household items — “a spatula and an electric toothbrush to vibrate the waves, glass in a baking pan for different depths, and an iPhone flashlight so the waves would be visible.” She also put careful thought into explaining the principle through analogies, including a gingerbread man and a fox. “Analogies and visuals are incredibly important,” she said. “Visual demonstrations allow viewers to see how the science actually works.” Beyond the competition, Lee is deeply involved in science leadership and advocacy. She serves as International President of miRcore, the world’s largest student computational biology organization, with 136 chapters across five countries. She leads a 20-member executive board, organizes outreach connecting schools worldwide, and has helped run workshops at locations including Scripps Research Institute and the University of Michigan. “I used to be intimidated,” she said, but she gradually grew her skills and confidence. “Now I am no longer afraid to use my voice and enthusiasm to bring out the best in others.” Her research experience includes two peer-reviewed papers on asthma and vaping. Misconceptions around vaping, she said, show why clear science communication matters. “Our research shows that there is long-term harm to your lungs on the cellular level that isn’t obvious unless you come down with an illness like the flu,” she said. Lee also founded Full Hearts at Eastlake High School, transforming the small club into one of the school’s largest, with hands-on service projects in partnership with local nonprofits. She continues mentoring younger students to sustain the mission. If she wins the Breakthrough Junior Challenge, Grace hopes the $100,000 science lab prize for her school will expand opportunities for students who have limited access to equipment and hands-on science outside the classroom.
