Ranking Members Markey, Velázquez, American Small Businesses Fight Back Against Trump SBA’s Discriminatory Anti-Immigrant Lending Policies
More than 120 small businesses and organizations pen letter of support for Ranking Member Markey’s resolution striking down Trump’s ban on awarding SBA loans to green card holders Letter (PDF) (Washington, September 15) – Ranking Member Edward J. Markey (D-Mass.) today garnered additional support from Main Street small businesses for his Congressional Review Act (CRA) resolution to rescind the Trump administration’s discriminatory policy that bans green card holders from accessing essential Small Business Administration (SBA) loans. In a letter of support, more than 120 American small businesses and community organizations, led by Small Business Majority, applauded Ranking Member Markey’s efforts to overturn the Trump administration’s anti-immigrant lending ban and advocated for the passage of Ranking Member Markey’s CRA resolution in the Senate. House Small Business Committee Ranking Member Nydia M. Velázquez (D-NY-7) is leading the resolution in the House of Representatives. The Trump administration’s green card holder ban is the most recent escalation of SBA’s draconian citizenship restrictions that are killing jobs and putting the American Dream further out of reach for entrepreneurs. In Fiscal Year 2025, Trump’s SBA made an estimated $5.5 billion in loans to green card holders, which supported more than 80,000 jobs nationwide. “The Trump administration’s continued attacks on American small businesses and jobs are anti-American, they’re discriminatory, and they’re dragging down our communities and our economy. Thanks to partners like Small Business Majority, countless small businesses, and community organizations, we are fighting back and holding them accountable,” said Ranking Member Markey. “I will not stop fighting to rescind this hateful policy that attacks American entrepreneurs and prevents them from pursuing the American Dream.” “Small businesses and organizations across the country are sending a clear message that the Trump administration's discriminatory lending rules are bad for business,” said Ranking Member Velázquez. “I want to thank Small Business Majority for leading this effort and amplifying the voices of the entrepreneurs who create jobs and strengthen our local economies. As Ranking Member of the House Small Business Committee, I will keep pushing to stop these attacks on the American Dream and ensure that every eligible entrepreneur can access the capital they need to succeed.” In the letter, the small businesses write, “Congress must reaffirm its commitment to serving those who are rightfully and legally entitled to accessing key government guaranteed loan programs in pursuit of the American Dream. Restoring access to responsible, government-guaranteed loans for such a critical segment of our economy will allow thousands of small businesses to access the capital they require to grow and invest in American communities. If Congress does not act to protect access to the very ideals that our country was founded upon by rewarding those who adhere strictly to legal immigration pathways, local economies, communities and Main Street will pay the price.” Ranking Member Markey’s CRA resolution follows his introduction of the Investing in the American Dream Act alongside Ranking Member Velázquez earlier this year. The Investing in the American Dream Act would roll back the SBA’s draconian lending restrictions and restore previous SBA lending policies for immigrant entrepreneurs lawfully in the U.S., including green card holders, refugees, and asylees. More than 100 organizations have called for the passage of the legislation and more than 60 Massachusetts state legislators have raised concerns about the impact of the citizenship restrictions in their local communities. Ranking Member Markey is fighting for small business owners and immigrants that rely on SBA loans to start and run their businesses, create jobs, and contribute to their communities. In July, Ranking Member Markey and Ranking Member Velázquez introduced a bicameral resolution to rescind the Trump administration’s policy that bans green card holders from accessing essential SBA loans to start and grow their businesses and invest in Main Streets nationwide. In May, Ranking Member Markey highlighted the significant contributions of immigrant entrepreneurs in Massachusetts and across the country and condemned the Trump administration’s repeated attacks on immigrant communities at a Small Business Committee hearing. MIRA’s Elizabeth Sweet, who participated in Ranking Member Markey’s listening session earlier in May, provided testimony at the hearing. Also in May, Ranking Member Markey hosted a listening session at the Urban College of Boston to hear directly from several Massachusetts immigrant small business owners, lenders, and chambers of commerce how President Trump’s cruel and callous anti-immigrant policies are hurting Main Streets in the Bay State. Earlier in May, Ranking Member Markey hosted a press conference alongside Ranking Member Velázquez, Democratic lawmakers, and stakeholders to condemn the Trump administration’s harmful anti-immigrant lending policies and to introduce the Investing in the American Dream Act. In March, Ranking Member Markey released a comprehensive report detailing the harms to small business owners, workers, and consumers caused by the Trump administration’s ICE raids in communities across the country. In February, Ranking Member Markey introduced the Small Business ICE Disruption Fund Act, which would provide grants to small businesses that have been impacted by the Trump administration’s violent immigration enforcement actions on Main Streets across the United States. Earlier in February, Ranking Member Markey, Ranking Member Velázquez, Congressional Black Caucus Chair Yvette Clarke (D-N.Y.), Congressional Hispanic Caucus Chair Adriano Espaillat (D-N.Y.), and Congressional Asian Pacific American Caucus Chair Grace Meng (D-N.Y.) sent a letter urging the SBA to rescind their lending rule change that bars legal permanent residents from receiving SBA loans. Previously, Ranking Members Markey and Velázquez released a statement condemning the actions of the SBA after it announced that small businesses with legal permanent residents will be barred from receiving SBA loans. In December 2025, Ranking Member Markey and all Democratic members of the Senate Small Business Committee sent a letter to the SBA reiterating concerns with the SBA’s citizenship requirements and highlighting a drop in SBA lending volume. In September 2025, Ranking Member Markey heard directly from SBA lenders about the issues with the citizenship verification requirements. In July 2025, Ranking Members Markey and Velázquez sent a letter to the SBA expressing serious concerns with the agency’s new, draconian citizenship verification requirements that require small businesses seeking SBA loans to be 100% owned by U.S. citizens, nationals, and legal permanent residents. ###

Political debate over AI intensifies amid warnings about ‘catastrophic risk’
(CNN) — The debate around artificial intelligence is ramping up in Washington, with Democratic lawmakers sounding alarms on the dangers they say the technology poses and Republican leaders suggesting those concerns are inflated and secondary to winning the AI race with China. Some Democratic lawmakers last week pressured House Speaker Mike Johnson to reconvene the chamber immediately to work on AI regulation, citing what they describe as the “catastrophic risk posed by advanced artificial intelligence.” But the Louisiana Republican on Sunday resisted those calls, instead saying industry leaders should meet with lawmakers to find “balance” in any potential guardrails.“If Congress just races in and does some sort of emergency session to try to regulate AI, we will lose the race to China, and that is a threat to every single American,” Johnson said on CNN’s “State of the Union.”Meanwhile, former President Barack Obama told Democrats to make artificial intelligence regulation a central part of their agenda during a private fundraiser Thursday, warning that the technology could be dangerous “if we don’t get on top of it.”In a fireside chat with House Democratic Leader Hakeem Jeffries, Obama said whoever runs in the 2028 presidential election should have a “very clear plan” on AI, adding that he saw the need for a “blueprint” on AI guardrails even at the end of his presidency a decade ago.“Certainly, if I were running for president next year, this would be one of my central agendas, and I would have a very clear plan, and I would talk about this, and I would say, ‘Here’s our plan for safety, here’s our plan for making sure our kids are not corrupted by this,’” he said, per excerpts of the remarks provided to CNN by his office. Obama’s remarks were first reported by the New York Times.Concerns over the rapid acceleration of AI reached a fever pitch after Anthropic CEO Dario Amodei wrote in a 3,800-word essay Saturday that the race to develop artificial intelligence is in dire need of a slowdown. The call to action came after an OpenAI test model breached the Hugging Face online platform, deepening concerns about cybersecurity. In an exclusive interview with CNN’s Anderson Cooper on Saturday, Amodei called on industry leaders to work together to avoid “the wrong paths” and the possibility of AI harming humanity. One Anthropic researcher, Jacob Coxon, resigned from the firm over worries that the industry wasn’t doing enough to prevent AI from destroying humanity by the end of the decade.Obama said Democrats need a plan to get their agenda on AI underway should they win the House majority in this year’s midterms.Speaking to Jeffries, who is presumed to be speaker of the House should Democrats prevail in November, Obama said, “Once you are speaker, I would strongly urge that the Democrats put together a framework for a very public conversation, and you can break it out into three or four or five issues.”Obama stressed that the framework should be centered on the reality that the technology can’t be stuffed “back into a box.”“This is something that is moving very fast in private hands, and if we don’t get on top of it, I think can be dangerous. If we do get on top of it, I do think it’s beneficial,” Obama said, laying out examples of AI’s potential use in drug development and finding pathways to a clean energy future.“We don’t want to shut off those opportunities, but we have to understand that this is a tool,” he said.Jeffries agreed with the former president in a statement provided to CNN on Sunday.“President Obama is correct that decisive action must be taken on Artificial Intelligence,” he said, adding, “In the majority, we will move urgently on this issue with a legislative response that recognizes the importance of American companies continuing to lead in the Artificial Intelligence area, while putting in place meaningful guardrails that protect the American people from bad actors and the very real damage that can be done to humanity.”Jeffries also accused Republicans of having “abdicated their responsibility to govern” and said Democrats “will not repeat their error.”A source familiar with Obama’s thinking said the former president sees Amodei’s letter and similar reaction from other tech moguls as an encouraging development. But President Donald Trump waved off their concerns, saying he is not worried about any existential threat posed by AI, focusing instead on the US winning in its development of the technology over China.“We’re leading China in AI. We’re the most sophisticated country in the world, and frankly, I want to keep it that way,” Trump said to reporters at the Amgen Irish Open on Sunday.About the concerns expressed by Democrats and others over the technology, the president said, “I think you have a lot of negative forces that are bringing it up that shouldn’t be bringing it up, and they’re bringing up things that won’t happen.”One of Trump’s top economic advisers, Kevin Hassett, also rejected the calls for slowing the technology down, saying on Sunday the bigger concern is a scenario in which a “malevolent actor has access to an AI that’s better than the one we have that can protect us.”Hassett, the National Economic Council director, said on “State of the Union” the White House may hold meetings this week about addressing Amodei’s concerns, but he did not specify whether Trump had floated greater safeguards.“I have concerns that if we don’t win AI, we’re going to be put in a very bad position,” Hassett said. “We are leading China right now.”CNN’s Alison Main and Molly English contributed to this report.The-CNN-Wire™ & © 2026 Cable News Network, Inc., a Warner Bros. The Not-So-Secret Winner in Netflix and YouTube’s Streaming Wars Battle
(Welcome to the “Most Important Story of the Week”, my bi-weekly strategy column analyzing the most important (but often not buzziest) news story of the last two weeks. I’m the Entertainment Strategy Guy, a former streaming executive who now analyzes business strategy in the entertainment industry. Please subscribe.) Here’s a good piece of advice: when someone tells you a company has “won” the streaming wars, just assume they haven’t. Remember the narratives about the streaming media over the last few years: 2024 - Netflix has won the streaming wars! 2025 - YouTube has won the streaming wars! Yet…in 2026, I’d categorize it as… 2026 - Netflix and YouTube are battling for talent! Netflix and YouTube are aggressively fighting for top creators, marking a fierce new battle in the streaming wars. For two companies that “won”, that certainly doesn’t seem like winning behavior. If you win, you don’t have to fight for talent, because talent has to come to you. This is a good reminder that, if the streaming wars are a war—and I think they are—we should know what type of war they are. So it’s worth revisiting one of my big theories of the streaming wars, that the war these battles most represent is… The Thirty Years’ War1 I prefer this war to other, simpler wars, because, while it featured two “sides”—based on religion—and the current war has two main sides—tech versus entertainment—it also featured a lot of smaller players battling it out, sometimes switching sides. And that’s still the case for entertainment and media, despite the above headlines. I’d recommend this truism: if someone has to tell you they won the streaming wars, they probably haven’t. To wit, if someone told you they were fighting in the Thirty Years’ War—and no, they didn’t call it that at the time—and in year five, they told you they won, well, obviously they had 25 more years to go. That’s a lot of preamble to say, the story of the week is the latest battles between YouTube and Netflix. Their battle for talent says a lot about how hard this war will be to win. All that, plus The Curse of the Mogul in action, Netflix providing more (theatrical) data, whether Apple TV is in trouble, AMC getting in on distribution, and a whole lot more. Subscribe Today’s article is sponsored by… Substack is hosting a live Emmys watch party, starting at 5PM on the East Coast (2PM on the West Coast) on Monday, 14-Sep. Check it out! Tune In Most Important Story of the Week - Who’s the Big Winner in the Netflix vs YouTube Showdown? Netflix spent a lot in 2025, and then even more in 2026 adding a host of “creators”—both podcasters and YouTube stars—to their TV lineup. Frankly, for years, I’ve thought that more major studios/streamers/channels should look to YouTube as the launching pad for future stars and IP. Either by poaching proven talent—albeit at good prices—or by treating YouTube as an arena for your “A&R” reps to scout new talent and emerging voices. Netflix started executing the former strategy—which I thought was smart—while Focus Features did the latter with Obsession. So what changed? YouTube finally responded! Yikes. That’s a strong response, and stronger than I’d argue most narratives about YouTube suggest. People often describe YouTube as a self-reinforcing flywheel of success. Get on YouTube or perish. So why did YouTube have to respond? Because other folks poaching their top talent could really damage their business, implying their flywheel is a pinch more rickety than most analysis suggests. Clearly, creators can envision a life off YouTube and potentially a much more lucrative one. The Curse of the Media Mogul is Playing Out In Real Time We’re just getting started with this issue, but the rest is for paid subscribers of the Entertainment Strategy Guy, so if you’d like to find out… Who is the big winner in the Netflix versus YouTube battle… The biggest question about YouTube… Plus why YouTube’s saber rattling should worry talent… Why I’m skeptical that a U.S. federal tax credit for film will happen… What key change could pull Apple from the streaming business. AMC getting in on distribution… Some great reads on the Warner Bros.-Paramount merger... And a whole lot more... ...please subscribe! We can only keep doing this great work with your support.

Health Ministers of WHO South-East Asia Region adopt Dili Declaration to advance equity in specialized care
Health Ministers of the WHO South-East Asia Region today adopted the Dili Declaration on Human Resources for Health: Equity in Specialized Care, committing to strengthen the health workforce and ensure that all people, including those living in rural, remote and underserved areas, have access to quality specialized health care. The Declaration, adopted at the Seventy-ninth Session of the WHO Regional Committee for South-East Asia, recognizes that while access to quality specialized care is critical to achieving universal health coverage, it is far too often limited for those most in need. While the Region has made major gains in expanding its health workforce, significant challenges remain in ensuring equitable access to specialists. Shortages persist across many specialties. Moreover, specialists are often concentrated in urban centers, tertiary and private-sector facilities, leaving rural, remote, poor and underserved populations with limited access to essential specialized services.

3 Steps to Support Mental Health for Rural Youth
(Feature Impact) Young people face a growing number of pressures, including academic expectations, social responsibilities, complex family situations and uncertainty about their own futures. Mental health support is important for all – but in many rural areas, those pressures are even greater.According to the Centers for Disease Control and Prevention, the suicide rate for rural youth ages 15-19 is 74% higher than their urban counterparts. Barriers like limited insurance coverage, unreliable internet for telehealth, scarce providers, long drive times and lack of public transportation make it harder to get mental healthcare when it’s needed. Plus, asking for help can feel like opening oneself up to judgment and stigmatization. That’s why Rural Minds, the only nonprofit focused on mental health for rural communities, created the Rural Youth Mental Wellness pilot program supported by Boehringer Ingelheim. It was developed by an advisory committee made up of rural youth to provide their peers with practical, free, accessible mental health resources. Incorporating feedback on the pilot, the updated program sponsored by the Sompo Foundation is now launching its national rollout.“A young person’s ZIP code should never determine whether they can access meaningful mental health support where and when they need it,” said Jessica L. Schleider, Ph.D., director, Lab for Scalable Mental Health, Northwestern University. “Our lab is thrilled to partner with Rural Minds as they champion evidence-based, anonymous, freely available support tools designed to overcome barriers to help-seeking faced by rural youth across the country.”If the rural mental health crisis affects you or a loved one, consider these ways to help.Break the Stigma Surrounding Mental HealthIn communities where self-reliance is valued, asking for help can sometimes be viewed as a sign of weakness. Young people who feel unheard and unsupported often struggle with being vulnerable, so they continue carrying their increasingly heavy burdens alone.Parents, educators, healthcare providers, community leaders and peers can work to change that culture by normalizing mental health conversations. This includes helping teenagers feel seen and accepted by educating them on mental health issues and coping strategies, listening to their experiences without judgment, sharing your own stories and reminding them it’s courageous to seek support.Consider Single-Session InterventionsThe first step is always the hardest when it comes to seeking mental health support, and not every struggling young person is ready or able to see a therapist. With access to free, confidential, self-guided materials to begin building mental wellness skills, the first step may be less scary.Single-Session Interventions (SSIs) are brief, structured online courses designed to teach youth practical skills for handling stress, low mood, self-image and more. The Rural Youth Mental Wellness Program offers SSIs in partnership with Project YES (Youth Empowerment and Support), a free digital resource developed with Northwestern University’s Lab for Scalable Mental Health at the Feinberg School of Medicine.Anonymous access to SSIs through the partnership provides strategies for:Improving moodRethinking body imageReframing negative thoughtsKnowing your power to changeTaking steps toward goalsProtecting LGBTQ+ prideHandling self-harm urgesStaying safe amid dark thoughtsEach SSI typically takes 5-10 minutes. Although SSIs are not a replacement for therapy, they provide a research-backed source of support for young people experiencing bouts of stress or low-to-moderate distress.Know When to Seek Professional HelpSelf-guided resources and supportive conversations are a valuable starting point, but sometimes young people need qualified professional help. Look for symptoms like worsening mood or behavior, substance use, self-harm or difficulty managing everyday tasks, and take teens seriously when they express dark feelings.Doctors and counselors can provide personalized support for youth in crisis, and the 988 Suicide and Crisis Lifeline offers free, confidential 24/7 support for mental health by dialing 9-8-8.“I grew up in a small town where mental health was almost taboo,” said committee member Asheton Medlin. “Being part of the committee that built this program let me help make sure rural youth today have the support I didn’t.
