Advancing epidemic and pandemic preparedness through research readiness: SEAR Unity Studies Network Sites chart the way forward in 2026
On 25 March 2026, WHO Regional Office for the South‑East Asia Region (SEARO) convened the first meeting of the SEAR Chapter of the Unity Studies Network Meeting in 2026 to take stock of progress and plan next steps for strengthening epidemic and pandemic preparedness across the Region. The meeting focused on reviewing the ongoing adaptation of selected, standard Unity Study methodologies, sharing field implementation experiences from 2025, and identifying key priorities to guide collaborative work in 2026.Held virtually, the meeting brought together representatives from six Unity Studies network sites across five countries (Bangladesh, India, Nepal, Sri Lanka, and Thailand) as well as participants from all three levels of WHO.The meeting took place against the backdrop of ongoing regional efforts in South‑East Asia to strengthen early investigations and studies for epidemic and pandemic preparedness, with a focus on pandemic influenza and other emerging respiratory pathogens with epidemic and pandemic potential. In this context, and as part of preparedness for the rapid generation of evidence, the WHO Health Emergencies Programme in SEAR (WHE/SEAR) encourages Unity Studies sites to adapt prioritized, standardized Unity Study protocols to their national contexts. This approach supports the generation of timely and reliable evidence to inform public health decision‑making during epidemics and pandemics. These efforts are supported through a combination of experience sharing, participation in the global Unity Studies network webinars, capacity‑building of the national public health workforce, and regional collaboration that promotes inter‑country, inter‑agency, and inter‑ministerial action. In parallel, sites are encouraged to explore diversified funding sources to help sustain research preparedness over the long term.Discussions highlighted the importance of WHO’s catalytic financial support through the Pandemic Influenza Preparedness (PIP) Partnership Contributions (PIP‑PC). When combined with national and institutional resources, this support enables countries and sites to maintain continuity of activities at a core level and remain prepared to respond rapidly and effectively to future epidemics and pandemics.Regional and Global Updates: Opening the session, Dr Pushpa Ranjan Wijesinghe, Programme Area Manager, Pandemic and Epidemic Management (PEM) Unit, WHO Health Emergencies Programme, highlighted the progress made in operationalizing the Unity Studies Network across the Region and acknowledged the collaborative efforts of WHO at all three levels, together with country unity studies sites. He emphasized the availability of limited but catalytic funding through the Pandemic Influenza Preparedness (PIP) Partnership Contribution (PIP‑PC) workplan at SEARO to sustain network activities in 2026, while encouraging sites to leverage additional funding sources to expand implementation.Representing SEARO, Dr Ashok Basnet, consultant, Pandemic Influenza Preparedness reported that, at the regional level, the Unity Studies Network currently includes six sites across five countries: Bangladesh, India, Nepal, Sri Lanka, and Thailand. He noted that in 2025, catalytic funding supported protocol adaptation, training, and pilot implementation. In addition, a regional Unity Studies symposium held during the Global Public Health Summit in Sri Lanka strengthened and advocated collaboration between the Unity Studies site, national decision‑making forum, relevant technical units of the ministry of health, WHO and other partners. The symposium also highlighted the role of early investigations and studies as a key component of a multi‑source surveillance system needed at country level to generate a broad range of evidence. It underscored the critical role of country Unity Studies sites and similar research entities in generating evidence to support public health decision‑making during epidemics and pandemics.Participants of the WHO GISRS Unity Studies Sites Network- SEAR Chapter Meeting 2026 (Photo credit- PEM/WHE/SEARO). SEARO also updated participants on ongoing efforts to develop a regional Unity Studies webpage and to promote participation in global knowledge‑sharing platforms, including webinars and the WHO Community of Practice. Priorities for 2026 include supporting the implementation of Unity protocols, strengthening collaboration and experience sharing across sites, documenting and publishing findings, integrating Unity Studies activities as a component of multi-source national surveillance systems, and building workforce capacity.Dr Nickle Boddington of the Global Influenza Programme (GIP) at WHO Headquarters, which coordinates the Unity Studies Network globally, provided updates on global Unity Studies activities, noting that the network has expanded to 16 sites worldwide. New and updated protocols, including rapid clinical severity assessment tools and standardized data platforms, are being developed to support implementation. The global Community of Practice has also been launched to facilitate technical exchange, and continued support will be provided to sites for protocol adaptation, ethical approvals, and readiness for early investigation during outbreaks. Updates from Unity Studies sites in SEAR in 2025Unity Studies sites shared progress and experiences in implementing protocols across diverse country contexts. Sites initiated activities in 2025 using catalytic funding from SEARO, complemented by the mobilization of internal national resources. The Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh, reported the adoption and piloting of investigation protocols on non‑seasonal influenza and emerging respiratory diseases during recent avian influenza outbreaks, demonstrating a multi‑source funding approach involving government, WHO and One Health partners. The Hamdard Institute of Medical Sciences and Research (HIMSR), New Delhi, India, highlighted the piloting of household transmission investigation studies, the expansion of the national Unity Studies network, and the contribution of study findings to global evidence through published outputs. The All-India Institute of Medical Sciences (AIIMS), New Delhi, India, shared experiences from large‑scale seroprevalence studies conducted during the COVID‑19 pandemic, recent efforts to strengthen national Unity network sites through training activities, and plans to initiate multi‑centre studies on respiratory viruses.Similarly, Prince of Songkla University, Thailand, highlighted its experience in developing integrated surveillance and diagnostic protocols for multiple respiratory pathogens, enhancing readiness for targeted investigations of emerging threats. The University of Sri Jayewardenepura, Sri Lanka, reported ongoing engagement with the Ministry of Health and exploration of additional funding sources to initiate studies. Meanwhile, the National Public Health Laboratory, Nepal, provided updates on continued coordination with national stakeholders to initiate implementation, despite delays related to the country context.Across sites, shared experiences underscored the importance of protocol adaptation, multisectoral collaboration, and sustainable funding to operationalize Unity Studies and generate evidence for public health action.Discussions and Way ForwardThe meeting reinforced key priorities for 2026, including strengthening unity studies protocol implementation, enhancing collaboration, knowledge sharing, integrating research as a component of national multi-source surveillance systems, and ensuring that generated evidence informs public health decision‑making. Participants also emphasized the importance of documentation, visibility, and leveraging multiple funding sources, and agreed on the following action points.Unity Studies Sites and WHO Country Offices:Advance adoption and implementation of at least one Unity protocol, continuing activities initiated in 2025 with catalytic funding, supplemented with other sources of funding where feasible.Document site-specific experiences, outcomes, and lessons learned; participate in regional and global knowledge-sharing platforms including WHO webinars and the Community of Practice.Work closely with ministries of health to establish unified national platforms for translating generated evidence into national public health decision-making. WHO Country Offices may facilitate technical support and complementary, synergistic funding opportunities where feasible. WHO Regional OfficeCoordinate with WHO Country Offices to support implementation of core unity studies activities by network sites through catalytic funding and provide technical guidance and virtual engagement opportunities throughout 2026.Facilitate the participation of all Unity Studies sites in the regional meeting on Unity Studies implementation in October 2026, to be held back‑to‑back with the Annual SEAR Regional PIP‑PC Meeting; develop and host a SEAR Unity Studies website; and mobilize support from academic institutions within the SEAR Unity Studies Network to support the development of regional manuscripts that showcase Unity Studies activities to scientific audiences and promote knowledge‑sharing.Explore complementary funding opportunities and partnerships to sustain and expand network activities across the Region.WHO HeadquartersProvide global technical guidance, updated protocols, and toolkits to support the implementation of Unity Studies in SEAR.Facilitate engagement of SEAR sites in global webinars, the Community of Practice, and opportunities to showcase their work.Support joint publications, inclusion of SEAR experiences in global outputs, and identification of additional funding and collaborative opportunities to strengthen Unity Studies activities.

We disagreed on politics. We agreed on wine. That was enough.
At the Virginia Governor’s Cup Gala in Richmond earlier this month, a very dapper gentleman approached me and introduced himself. In his light-colored suit and bowtie, he looked very Southern in a classical sense, the sort of Virginia Gentleman you used to see south of the Rappahannock as recently as my college days. “I’m a longtime reader and fan of your writing, if not your politics,” he said. His comment was the proverbial iron fist in a velvet glove, simultaneously conveying praise and disapproval while establishing boundaries. Man, I wish we still discoursed like this instead of shouting bromides and insults to try and “own” our opponents with a funny meme and a furrowed brow. Subscribe “Well, we’ll always have wine to share together,” I said, and thanked him for his kind words. We clinked glasses, exchanged pleasantries about the delicious gold medal-winning wines being poured that evening, and went our separate ways. Our exchange reminded me that more unites us than divides us. Wine brings people together to share a meal and a few hours of joy despite our differences.1 That’s why I refer to the wine community — including readers and consumers — rather than the wine industry. Together, we are so much more than production, distribution and sales statistics. A few minutes later the evening’s awards ceremony began. Applause grew as the 12 winemakers who made the top-scoring wines for the Governor’s Case took the stage, including a loud cheer for Jonathan Wheeler of Trump Winery and his 2018 Blanc de Noir sparkling wine. All the winemakers on stage had reason to be proud, Wheeler perhaps more so. Trump Winery was the only winery to win six gold medals in the competition this year. (Wineries are limited to six entries.) Two of Wheeler’s ciders also won gold medals in a separate competition. When you cover the labels and take the sour taste of politics off your palate, the wines are pretty darn good.2 Then Gov. Abigail Spanberger, newly elected Democrat and Virginia’s first female governor, was introduced to great applause to announce which of the 12 wines had won the Governor’s Cup. She spoke for a few minutes about the importance of wine to Virginia’s economy and tourism and the international acclaim Virginia wine has received. Just two weeks earlier, she gave the Democrats’ response to Trump’s State of the Union speech, but this night wasn’t about politics. That didn’t stop several people in the crowd from speculating on the irony should she have to present the trophy to Trump Winery. In the end, Valley Road Vineyards was displayed on the screen behind Spanberger as the winning winery. Blue Bee Cidery in Richmond took top honors for that category. The crowd cheered a female governor presenting the state’s highest trophy to a female winemaker and then resumed the evening’s festivities, united by their mutual love of wine. A whiff of politics couldn’t dim the cheer of celebration and a community united by its love of wine. In Memoriam: Michel Rolland The global wine community lost a giant March 20, with the passing of Michel Rolland. He was 78. Rolland was the original “flying winemaker,” a globe-trotting consultant who helped Bordeaux regain its mojo in the 1970s and then shaped the rise of Napa Valley cult Cabernet as consultant to Simi, Harlan, Newton, Screaming Eagle, Araujo, Dalle Valle and other wineries. He was instrumental in Argentina’s rise to prominence and even had his own winery, Clos de los Siete, in a partnership with other wine families. Rolland’s career arc paralleled that of Robert Parker, the world’s most influential critic. Parker championed many of the wines Rolland consulted on, helping build his reputation and demand for his services. It also made him a target for Parker’s critics. As W. Blake Gray wrote on Wine-Searcher in his excellent tribute to Rolland: Rolland created the type of wines Parker loved: rich body, plenty of fruit, soft tannins. He sometimes faced the accusation of creating a generic international style of red wine, where the great wines he made in Argentina were indistinguishable from the great wines he made in France. Rolland chafed at that critique, as did many of his fans. He was credited with championing green harvesting and leaf pulling, as well as careful selection of grapes in the winery, practices we nearly universally think of today for high-quality winemaking. “Michel was an incredible innovator who changed how wine was made and how grapes were grown,” Napa Valley winemaker Aaron Pott wrote on Facebook. “His work has transformed the wine trade. He created new ways of looking at wine, tasting wine, evaluating ripeness and quality. … This was not just a man with a ‘style’ that he imposed on vineyards but a man that understood how to make great wine from great sites.” Rolland started his consulting company in 1973 in Libourne, in Bordeaux, with his wife, Dany. Both had graduated the year before from Bordeaux’s Institute d’Oenologie. The couple sold their majority share in the business in 2020, according to Wine Spectator. Over his career, Rolland reportedly worked with more than 100 wineries in 20 countries. He even made it to Virginia, where he consulted for Kluge Estate in the mid-2000s. (Kluge Estate is now Trump Winery.) Reader feedback, please! Last week, I did my first WineLine Live! with Dr. Laura Catena of Catena Zapata winery in Argentina. We enjoyed a fascinating discussion about her efforts to preserve the genetic heritage of old vineyards in Mendoza. I conceived of WineLine Live! for paid subscribers, as a thank you for your financial support. And while only a few people joined live, the video now has more views than I have paid subscribers, so I guess that’s pretty good. Even so, I’m considering opening future installments to anyone on Substack to reach a broader audience. So my questions to you: Should these be public? And what format do you prefer? Live gives a chat feature with the potential for viewers to interact with me and the guest, while a video post would just be that. Another alternative is a podcast, which would just be audio, without video of my chins. Please let me know in the comments. Leave a comment In the Glass A few wines I’ve enjoyed recently: Bonny Doon Vineyard Take Me to Your Liter, Le Cigare Volant, Red Wine of the Earth. 2023, Central Coast, CA. Blend of Grenache, Syrah Cinsaut and Petite Sirah. Delightful wine with expressive red fruit flavors, casual drinking. Doon lovers of a certain age will remember Randall Grahm’s Big House Red; this is more in that style than his original Le Cigare Volant, modeled after Chateauneuf du Pape. The liter bottle makes it an even better value. I see this online at about $15. Great value. Albert Bichot Bourgogne Pinot Noir Origines 2023. 13% - Textbook pinot noir and an excellent, affordable entry (regional) Burgundy. Wine Enthusiast Top 100 Wines of 2025. $24 at Total Wine & More. Loma Larga Pinot Noir 2021 “Coastal Cool Climate Wine”, Valle de Casablanca, Chile. An older sample, showing beautifully. Spicy and fruit forward. I’m seeing widely varied pricing online, from $18-$32. At the lower end, it’s a terrific value. 13.5% Dr. Loosen Riesling Dry 2016, Mosel, Germany. Found this “in the stack.” And it stacked up well, shedding some of its youthful acidity for opulent Riesling character, including a hint of the mineral oil older Riesling often features. A great value, as I’m seeing it as low as $14 online. 12% abv. Red Tail Ridge Blau Franc Blend 2024, Sans Oak, Finger Lakes. 13.4% abv. The name is a neat portmanteau of Blaufrankisch and Cabernet Franc, thus Blau Franc. The blend is 50-50, no oak involved. The Blau dominates on the palate, with the spicy caraway seed (think New York deli rye bread). The Franc adds body. The result is juicy, energetic and joyful. Sokol Blosser Estate Rosé of Pinot Noir 2025, Dundee Hills, Willamette Valley, Oregon. This first rosé of 2025 was a welcome respite to our cold, snowy winter here in the Mid-Atlantic. Oh man, I needed this! Bright and energetic, exuberant even, it perks up the mood and goes down fast. 13%. Certified B Corp. Ingredient and nutrition labeling, and in a modest way that doesn’t occupy a lot of label space. (Since it’s not required, presumably there are no minimum font size requirements.) More wineries should follow this example. Dave McIntyre's WineLine is a reader-supported publication. To receive new posts and support my work, consider becoming a free or paid subscriber. Strengthening One Health Field Epidemiology Capacity in the WHO South-East Asia Region
Recent public health emergencies—including the COVID-19 pandemic, recurrent zoonotic disease outbreaks, and the high level of antimicrobial resistance—have underscored the urgent need for strong, multisectoral field epidemiology capacities. This reinforces the importance of a workforce equipped with One Health field epidemiology competencies. To address this need, WHO works with the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), and the World Organisation for Animal Health (WOAH), as part of Quadripartite Alliance for One Health, to strengthen field epidemiology training programmes using a One Health approach. These efforts are aligned with WHO SEARO’s Strategic Framework for Action for Strengthening Surveillance, Risk Assessment and Field Epidemiology and the Regional Roadmap to Advance Field Epidemiology Capacities 2025–2029 emphasize workforce development, multisectoral collaboration, and enhanced preparedness for health emergencies. With funding from the Pandemic Fund, The Competency for One Health Field Epidemiology (COHFE) integration within Field Epidemiology Training Programmes (FETPs) or similar initiatives has been initiated in Bangladesh and India and is planned in Sri Lanka.BangladeshIn Bangladesh, COHFE is being adapted to strengthen the Field Epidemiology Training Programme, Bangladesh (FETP-B) Advanced programme. Initiated in July 2025 and led by the Institute of Epidemiology, Disease Control and Research (IEDCR), the process brought together stakeholders from human, animal, and environmental health sectors, academia, and laboratories.A Multisectoral Working Group (MWG) was established to guide implementation, conduct readiness assessments, and identify opportunities to institutionalize One Health collaboration. Through national multisectoral consultations and a competency prioritization workshop held in Dhaka in November 2025, stakeholders identified priority technical competencies for surveillance, outbreak investigation, data analysis, and risk assessment, alongside functional competencies related to leadership, coordination, and the laboratory–epidemiology interface. The process also surfaced systemic barriers—such as challenges in data sharing and limited joint investigations—enabling targeted recommendations. These outcomes are guiding curriculum revision, the introduction of One Health simulations and joint field exercises, and the development of a national multisectoral mentorship pool, with updated training materials expected to be implemented in the upcoming cohort.Figure 1. Competency prioritization involving multisectoral stakeholders“COHFE represents a significant step forward in operationalizing the One Health approach. The collaboration between national institutions and the Quadripartite partners is critical for building resilient systems to address complex health challenges in the region.”, Prof. (Dr) Tahmina Sirin, Director, Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh.Aligning India’s One Health Training with COHFEIn India, the National Centre for Disease Control (NCDC) has strengthened One Health workforce development through its SectorConnect initiative. WHO supported a comprehensive competency mapping and curriculum review to align the Field Epidemiology Programme in One Health (FEP-OH) with all 14 COHFE domains. The review identified strong foundations while generating actionable recommendations to strengthen One Health learning outcomes, expand joint field-based learning, and enhance competency-based assessment. These improvements are informing programme refinement and phased scale-up across additional states.Figure 2. Strengthening learning outcomes for the SectorConnect FEP OH CurriculumThrough these efforts, WHO SEARO will continue to support countries to move from separate sector-based training toward an integrated, impact-driven One Health field epidemiology workforce capable of addressing complex health threats at human-animal-environment interface.ReferencesFood and Agriculture Organization of the United Nations, World Health Organization, & World Organisation for Animal Health. PRET for impact: Advancing pandemic preparedness in the Democratic People’s Republic of Korea
IN THE SPOTLIGHT PRET for impact: Advancing pandemic preparedness in the Democratic People’s Republic of KoreaThe Democratic People’s Republic of Korea (DPR Korea) is making significant progress in strengthening pandemic preparedness, with dedicated support from the WHO South‑East Asia Regional Office (SEARO) and the Pandemic Influenza Preparedness (PIP) Partnership Contribution (PC).Aligned with the WHO Global Influenza Strategy and the Pandemic Influenza Preparedness (PIP) Framework Partnership Contribution High‑Level Implementation Plan III (2024–2030), the country is strengthening its capacity to prepare for and respond to influenza and other respiratory threats. In early 2025, a core team from the Ministry of Public Health of the Democratic People’s Republic of Korea (DPRK) participated in a two‑day virtual workshop, which included a mini‑simulation exercise. The workshop was organized by WHO SEARO in collaboration with the Preparedness and Resilience for Emerging Threats (PRET) Secretariat at WHO headquarters and the WHO Country Office for the DPRK. This strategy not only saves lives but also supports local pharmaceutical production, contributing to a reliable supply of antivirals for both seasonal outbreaks and future pandemics.Read moreBHUTAN BOOSTS PANDEMIC INFLUENZA READINESS WITH PANDEMIC INFLUENZA PREPAREDNESS FRAMEWORK PARTNERSHIP CONTRIBUTION SUPPORTED TRAINING AND SIMULATIONSOriginally developed in 2012, the National Influenza Pandemic Preparedness and Response Plan (NIPPRP) has long served as Bhutan’s central framework for managing influenza threats. In 2024, the plan underwent a comprehensive update to reflect evolving global and regional guidance, lessons learned from the COVID‑19 pandemic, and new capacities developed under the PIP Framework. The revised NIPPRP is now more clearly aligned with Bhutan’s broader emergency and disaster risk management structures, ensuring a coordinated, whole‑of‑government approach to pandemic response. As part of efforts to strengthen national pandemic preparedness, Bhutan conducted three national‑level training sessions followed by simulation exercises on influenza pandemic preparedness and response at five sentinel hospitals between April and May 2025, with support from the PIP Partnership Contribution (PC). These activities brought together more than 140 health professionals and key partners from across the country, with a focus on operationalizing the updated NIPPRP and enhancing readiness at key frontline facilities. Originally developed for influenza and adapted during COVID-19, Unity Studies enable countries to conduct rapid, nationally led investigations and studies to assess transmissibility, severity, susceptibility, and intervention effectiveness. To better prepare for future influenza pandemics, WHO has recently launched a network of sites which will be ready to conduct these investigations and studies rapidly in the event of a pandemic, or epidemic of an emerging or re-emerging respiratory pathogen. The WHO South-East Asia Region now hosts six sites of WHO GISRS Unity Studies across the five countries including Sri Lanka, strengthening regional capacity for early pandemic investigations. From 13–16 July 2025 in Colombo, the Global Public Health Summit offered an opportunity to advance this agenda.
