Viewpoint: Unlocking Europe’s wildfire data

Europe is already investing in the science, technology and infrastructure needed to understand, prevent and fight wildfires. Copernicus provides satellite-based Earth observation and environmental information, while the European Forest Fire Information System provides information on fire danger and forest fires across Europe. Weather and climate systems add forecasts of heat, drought, wind and humidity; historical fire databases show where fires have occurred; and researchers generate increasingly detailed knowledge about fuels, fire behaviour, forecasting, modelling and risk management. Meanwhile, new European research projects are adding digital twins and other tools to this growing ecosystem. However, these data do not necessarily sit together, nor are they necessarily described, structured or governed in ways that allow them to be used together. Much of the information is public, but some is commercially held. Some is sensitive. Some is subject to legal, security or operational restrictions. Even when data can be legally accessed, different systems may use different formats, terminology and rules.Europe therefore faces an unusual paradox: we have vast amounts of relevant information to respond to the wildfire challenge, but not the means to bring it together. For example, a wildfire researcher or emergency service might need to ask whether a particular combination of vegetation, drought, wind and topography has historically been associated with rapid fire spread. The relevant information may exist in several institutions, using different systems and subject to different conditions of access. The challenge is to conduct an authorised analysis that interacts with these sources, combines the results and respects the rules imposed by each data custodian. An important part of the answer can be found in the Fair principles, the idea that data should be findable, accessible, interoperable and reusable. Developed more than a decade ago, these principles have become a central reference point for modern data stewardship, making it easier for people and machines to find data, understand what it means and determine whether it can be reused.Readability by machines is essential, since AI systems will be key to meeting the data challenge. Bring analysis to the dataThe proposition is not to give an AI system unrestricted access to sensitive databases. Quite the opposite. The goal is to make it possible for approved algorithms to go to the data, rather than requiring sensitive data or large datasets to be copied to wherever the analysis happens.Imagine an analysis asking a series of questions of different data stations. At one station it might examine weather and climate data; at another, historical fire records; at another, experimental measurements of fire behaviour. The algorithm does not need to download everything. It can operate within the environment permitted by each data custodian and return only the results that the rules allow to leave. This is sometimes described as data visiting, and related approaches already exist in areas such as federated analysis and federated learning.Sensitive data should therefore not be treated as a free-for-all for machines. This requires appropriate governance at multiple levels. Access needs to be authenticated and authorised. The purpose of an analysis should be defined. The code or model being run should be controlled. Data custodians should be able to specify what can be queried and what results can leave their environment. Activities should be auditable and human oversight should remain where the consequences require it.In other words, the objective is not to trust AI with the data. It is to design systems in which AI never has more access than it needs. As open as possible, as closed as necessaryFair data should also not be confused with open data. Some wildfire data should be openly available. Other information may legitimately need to remain restricted because it concerns critical infrastructure, security, commercial interests, privacy or operational capabilities. The principle should be: as open as possible, as closed as necessary. The important point is that restricted data should not automatically become unusable data. If machines can discover what information exists, understand its meaning, establish where it came from and determine the conditions under which it can be used, authorised analyses can potentially be carried out without the underlying data ever leaving the environment in which it is protected.Restricted data can still be Fair and machine-actionable.This is also an important question of data sovereignty. European institutions should not have to surrender control of their data to a handful of technology platforms in order to benefit from AI. Nor does Europe need to start again by building one giant repository for every piece of wildfire information. The better approach is to connect what already exists. This is the principle behind emerging approaches such as Tryangle, developed through the Leiden Initiative for Fair and Equitable Science. Rather than creating another centralised data warehouse, the approach seeks to provide an interoperable layer through which approved algorithms can visit distributed data sources while respecting the rules of their custodians. In this way, a data station can remain where it is. Its custodians can retain control. Existing databases and applications do not have to be abandoned. What changes is their ability to communicate with other systems through common, machine-readable descriptions, access rules and interoperability mechanisms. But approaches like this need data that meets the Fair principles. Only then can an interoperable ecosystem safely begin to turn fragmented information into collective intelligence.Data infrastructure is wildfire infrastructureThe implications of this approach are entirely practical. Firefighters could gain better intelligence about local and evolving risks. Land managers could test prevention strategies using more comprehensive information about fuels, weather and past fires. Researchers could compare evidence across ecosystems without repeatedly moving huge datasets between institutions. Smaller regions and resource-constrained teams could access analytical capabilities without having to build large data infrastructures themselves.Europe is already investing heavily in satellites, databases, research programmes, forecasting systems and scientific expertise. The question is whether we will connect those investments well enough to turn them into actionable intelligence. That requires policymakers and funders to treat data infrastructure as seriously as physical infrastructure. Data generated or supported through European public funding should be Fair, verifiable and machine actionable by design, wherever legally and ethically possible.Related articlesData Corner: Europe’s burning need for wildfire mitigation researchClimate monitoring must remain a global enterprise, experts sayIn practice, that means funding not only the production of data, but also the infrastructure that makes data usable across systems: metadata, provenance, interoperability, access mechanisms and governance. Where data must remain restricted, we should ensure that it can still be securely discovered, verified and used for authorised analysis.Initiatives such as the European Open Science Cloud offer an existing framework through which these principles can be put into practice. What is needed now is to accelerate implementation and make them a standard part of how Europe funds and builds research and innovation systems. We do not need another generation of disconnected databases. The data is already there. The opportunity is to make it work together, securely, responsibly and quickly enough to help prevent the next fire, rather than simply document the last one.Jean-Claude Burgelman is professor emeritus at the Free University of Brussels (VUB) and editor-in-chief at Frontiers Policy Lab. For more than 20 years he held leading roles in research and innovation policy at the European Commission.

Closing health workforce gaps for emergency response: the Western Pacific steps up

Over 100 health emergency experts from 56 institutions across 21 countries in the World Health Organization (WHO) Western Pacific Region who are part of the Global Outbreak Alert and Response Network (GOARN) concluded their annual regional partners’ meeting with a commitment to bridge gaps in emergency workforce capacities and advance regional emergency readiness and resilience.Co-hosted by WHO and the Korea Disease Control and Prevention Agency in the Republic of Korea, the two-day event aimed to strengthen the Region’s collective ability to detect, prepare for and respond to health emergencies.Partners mapped capacities and priority technical gaps across the Region — including cybersecurity and critical infrastructure resilience; water, sanitation and hygiene (WASH) and environmental health; biological emergencies, nuclear emergencies, and nuclear and radiological security. The result: a renewed commitment to close these gaps by working together through shared expertise and coordinated action. Advancing the Global Health Emergency CorpsReflective of regional solidarity and partnerships in action, GOARN – which is coordinated globally by WHO - enables a stronger, better-connected emergency health workforce that is ready to surge wherever and whenever requested by WHO Member States. This year alone, GOARN partners across the Western Pacific have supported nine experts on six missions - from measles outbreaks in Viet Nam to HIV outbreak response in Fiji - providing surge support in epidemiology, surveillance and clinical case management.Photo: Participants at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung“GOARN partners across the Western Pacific and globally have repeatedly demonstrated the power of what we can do collectively, when we join forces, share expertise and build on each other’s strengths,” noted Dr Gina Samaan, WHO Regional Emergency Director for the Western Pacific, in her opening remarks at the gathering. “Let us continue to forge long-term partnerships grounded in mutual respect that will protect the Region for generations to come. We are smarter, faster and infinitely stronger when we work together,” she added.Reiterating Dr Samaan's call, Dr Seung-kwan Lim, Commissioner of the Korea Disease Control and Prevention Agency, emphasized the value of GOARN: “The Republic of Korea is pleased to stand alongside our regional partners in building an emergency workforce that is ready and resilient. GOARN turns national expertise into regional readiness - catalysing national strengths into collective resilience.”GOARN advances the Global Health Security Action Framework (GHEC) initiative by “convening, connecting and capacitating” regional leaders and surge workforce – “the three Cs”. Years of GOARN leadership and outbreak response training programmes have cultivated a deep bench of fit-for-purpose, seasoned outbreak response experts and forged an alumni network of emergency leaders worldwide. The Western Pacific network alone has now grown to 94 partner institutions across 19 countries. Photo: Participants at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung Putting partnerships into practiceDuring the Regional Partners’ Meeting, health experts identified and catalogued the technical expertise currently available across the Western Pacific Region, so that the right skills could be better matched quickly to needs wherever emergencies occur.Three priority areas emerged for further strengthening:Cybersecurity and critical infrastructure resilience - protecting essential systems, including healthcare networks, from digital disruptions.Water, sanitation and hygiene (WASH) and environmental health - reflecting the ongoing nexus between climate change and health.Biological emergencies, nuclear emergencies, and nuclear and radiological security - requiring specialized technical capability that remains limited across many national response systems.Meeting participants reaffirmed their commitment to strengthening workforce capacities in the Region, with a particular focus on these three areas, and to working collectively to better prepare the Western Pacific for the next health emergency.Photo: Dr Gina Samaan, WHO Regional Emergency Director for the Western Pacific, delivers opening remarks at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung“GOARN is truly turning preparedness into action - giving our Region the surge capacity it needs for fast, coordinated response when it matters most - and building more resilient health systems along the way,” said Dr Samaan. “As health emergencies mount in this age of permacrisis, emergency preparedness and response must be woven into the fabric of health. This is not an option, but an imperative as we seek to achieve health for all.”____ About GOARNThe Global Outbreak Alert and Response Network (GOARN), coordinated by the World Health Organization since 2000, strengthens global health security by advancing preparedness for and response to public health emergencies. The network brings together more than 390 institutions, including national public health agencies, technical organizations and nongovernmental partners, to support coordinated international action during outbreaks and other health emergencies. There are 94 GOARN partners in the Western Pacific Region (as of August 2026), accounting for approximately 25% of global partners. 2004-05 deja-vu - Can Moyes inspire another fine finish?

Deadline day may have left Everton fans feeling disillusioned, but the side is four games into the season and remains unbeaten, nine goals scored, including two in added time to secure a point. After what was a chaotic close to the transfer window, even by the Toffees' own standards, the performance against Manchester United ironically saw the summer signings playing a key role in the fight. Jack Grealish and Hayden Hackney came on from the bench to turn the game on its head, Tyrique George scored to equalise before the visitors went back in front, and it was Ainsley Maitland-Niles with a stunning strike to secure the draw in the final few seconds.

Phnom Penh recognised with WHO Healthy Cities Award for safer, healthier urban mobility

Phnom Penh City Hall has been awarded the World Health Organization (WHO) Healthy Cities Recognition Awards 2026 in the Safe, Active and Health-enabling Transport category, recognising its commitment to improving road safety and creating healthier urban mobility for residents. The award was presented during the 11th Global Conference of the Alliance for Healthy Cities held in Sydney, Australia, from 1-3 September 2026. Phnom Penh was recognised for the project “Safe, Active and Health-enabling Transport: Advancing Health and Reducing Inequities in Urban Mobility”, supported through the Partnership for Healthy Cities. The initiative has focused on creating safer and more accessible environments for vulnerable road users, particularly around schools. The project combines road safety data, infrastructure improvements, 30 km/h speed management, enforcement, education and community engagement to address risks around high-risk schools. Improvements have included the installation of traffic signs and road markings, smart speed limit signs, safety camera systems and strengthened monitoring in school zones. At the two intervention schools, infrastructure conditions improved from 1.0-star rating to 4.2 and 3.5 stars using the Star Rating for Schools tool. The project also contributed to lower vehicle speeds, provided road safety training for 500 students and achieved a reported 58% reduction in self-reported crashes. iRAP was proud to serve as the technical advisor to the project, supporting evidence-based approaches to infrastructure safety and helping to guide interventions that protect people walking, cycling and travelling to and from school. The WHO recognition is particularly significant given the strong level of regional participation. More than 150 cities from across the Asia-Pacific region applied for the awards, with only eight cities ultimately selected for recognition. The award demonstrates how targeted investment in safer roads and sustainable transport can contribute to healthier, more equitable cities while supporting broader goals for urban development and quality of life. iRAP congratulates the Phnom Penh City Hall and all project partners on this important achievement and looks forward to continuing to support initiatives that deliver safer roads and safer journeys for everyone. Sony and Microsoft say they’re not obligated to pass U.S. tariff refunds to consumers, echoing Nintendo

Back in July, Sony executives told investors that the company expected to receive $508 million in refunds from the U.S. government, after tariffs that the PlayStation-maker paid were ruled mostly in 2025 were found to be illegal. “Most” of the refund would by recouped by Sony’s gaming division, its chief financial officer said. This week, Sony’s lawyers are arguing that the company is not legally obligated to pass those proceeds on to consumers who paid for recently price-hiked PlayStation consoles. That’s in the face of a lawsuit from gamers calling on them to do exactly that. “Paying fair market price for voluntarily purchased consumer goods is not a legally cognizable injury in fact,” the lawyers wrote in a legal motion filed on Monday, as they asked a judge in California’s Northern District to dismiss a potential class action lawsuit over the tariff refunds. Microsoft made a similar argument two weeks ahead of Sony’s lawyers, in a similar lawsuit brought by a gamer in federal court in Washington State. As Microsoft’s legal team put it on August 21, in their request for a dismissal of that lawsuit: “There is nothing unjust about Plaintiff purchasing an Xbox at an advertised price and getting exactly what he paid for—regardless of whatever theory he devised months later about Microsoft’s cost structure.” Both legal fights are set to go on for some time. How things got to this point U.S. tariffs impacting a wide range of imported goods, including game consoles, had kicked off in early 2025. In May 2025, Microsoft raised the price of its Xbox consoles, citing “market conditions and the rising cost of development.” They raised them again that September. In August of that year, Sony raised the price of PlayStation 5 consoles, citing “a challenging economic environment.” Sony later told investors that its tariff fees for the fall quarter were nearly $200 million. in February of this year, the U.S. Supreme Court ruled the 2025 tariffs illegal, prompting impacted companies to begin to request refunds. In turn, consumers began suing the likes of Sony and Microsoft to get what they said was their share. The gamers in the Microsoft and Sony lawsuits argue that the 2025 price hikes of PlayStation and Xbox consoles, which added $50 or more to their sticker price, were due to illegal tariffs and should now be returned to consumers. The Sony suit started in May, when a group of gamers sued in federal court in California, saying Sony Interactive Entertainment (PlayStation) would be unjustly enriching itself if it did not pass tariff refunds to its PS5 buyers. “Sony is poised to be paid twice for the same unlawful tariff burden: once by its customers (through elevated prices) and once by the U.S. government (through tariff refunds),” the gamers’ lawyers wrote at the time. They called for Sony to partially reimburse anyone who bought a PlayStation in the U.S. since August 1, 2025. The Microsoft suit, filed by gamer Trevor Hastings against the Xbox giant in July, made similar claims. The console makers push back In late July, Nintendo’s lawyers, facing a similar suit accusing them of double-dipping on tariffs and refunds, replied with arguments that previewed Microsoft’s and Sony’s: “Nintendo or one of its retailers set a price for each product, and consumers decided whether that price was worth paying,” they wrote. Sony has buttressed that Nintendo-style argument this week by saying that the gamers have failed to prove that tariffs were the reason for its August 2025 PS5 price hike. They call thatclaim “speculative and illogical.” Other factors, including “inflation, currency fluctuations, component costs, logistics, competitive dynamics, or demand,” could have played a role. (No, the Sony lawyers do not break down the costs and factors that officially triggered the price increases). Microsoft has also argued that there’s no proof in these lawsuits that tariffs drove all or some of the price increase, as it seeks to dismiss the tariff refund suit it’s facing: “Plaintiff provides no specific allegations that would establish any pricing differential attributable to tariffs or suggest any possibility that Microsoft applied then or could recreate now any dollar-for-dollar calculation of tariff-related pricing—any more than it could any other market factor that affects pricing.” To further skewer the gamer side’s argument in its case, Sony’s lawyers have pointed to what might be a surprising defense: yet another PlayStation 5 price hike from this past spring, after the tariffs were ruled illegal. “If the original price increase were attributable to tariffs, SIE [Sony Interactive Entertainment, aka PlayStation] would have had no reason to raise prices again after the Supreme Court invalidated the IEEPA tariffs.” … “If tariffs were the cause of the price increases, one would expect SIE to lower prices once the tariffs were eliminated—not raise them again. Instead, the timeline confirms that the pricing of PlayStation consoles includes a diverse and dynamic set of input costs.” Judges have not yet ruled on the arguments made by Sony, Microsoft or Nintendo. Last week, Panic, the company behind the small, yellow Playdate handheld said it would be passing its tariff refunds on to consumers. It is the only gaming hardware maker to have made such a pledge. Game File is a reader-supported publication. To receive new posts and support my reporting, please consider becoming a free or paid subscriber. Subscribe Item 2: A reporter’s second Second Life Wagner James Au, who from 2003-2006 was paid by San Francisco-based tech company Linden Lab to be a full-time journalist embedded in their virtual world Second Life, is returning to the company. This time, he’ll be an editorial advisor and business development specialist, he tells Game File. The new role will involve trying to share the stories of people inhabiting Second Life’s ongoing online world with reporters and by extension the public. Au plans to continue to also chronicle some of that through his long-running blog New World Notes. I’ve known Au since the mid-2000s and featured him in a 2007 article for the Columbia Journalism Review about reporters like him opening up virtual news outlets within Second Life. As I wrote at the time: On April 22, 2003, writing as Hamlet Linden for the New World Notes blog on Second Life’s Web site, Au introduced himself. “For the next few months, Linden Lab has invited me to set aside my journalist cap, and instead, don the digital beanie of their in-house virtual correspondent.” He wasn’t paid to keep it positive. He wrote about builders and eccentrics, but then in August of that year, he reported on a tax revolt against Linden Lab (a complaint about the fees it charges users who build stuff) led by a resident whose avatar was a big cat. Second Life has always been less of a video game and more of a virtual world where people can live, hang out, make art, sell virtual items and flirt. Back in 2007, Au described touring it as “sort of like underwater lucid dreaming.” For the past two decades, Au has maintained New World Notes as an independent publication. But he said he’s been drawn back to Second Life and Linden Lab as a place to directly work. The virtual world has around 650,000 monthly active users, he said, “which is actually about what it was during the hype wave.” Au says he’s still finding rich stories in Second Life, the kind that keep him interested 20 years into the beat: “Over the last few months for instance, I wrote about an SL creator in Venezuela whose apartment was destroyed by the earthquakes, so the global SL community rallied to get him back on his feet,” he told me. “Then there’s the woman from a Middle Eastern country who explored her lesbian sexuality in SL, then earned enough from her virtual jewelry to escape her abusive family situation and country.” Au wants to beckon more reporters to give Second Life another look. He argues that it is often ahead of internet trends, noting, for example, an early backlash in the community against AI-made art. Now the platform is drawing curiosity from more of the user-generated content community who’ve grown up with the likes of Roblox, according to Au. “Second Life was too early during its hype wave in 2005-2010, but it now feels right for a new wave of interest,” he told me.
