Novant Health drives $4.33B in regional economic impact, study says
Novant Health Coastal Region generates an annual overall economic impact of $4.33 billion in the Wilmington Metropolitan Statistical Area (MSA), according to a new report. Commissioned by Novant Health and conducted by Mouhcine Guettabi, associate professor of economics at the University of North Carolina Wilmington and the area’s regional economist, the report evaluates population growth in New Hanover, Brunswick and Pender counties and whether the area’s healthcare infrastructure is positioned to meet the region’s demand. According to the study, while healthcare employment has kept pace with population growth in New Hanover and Pender counties, it has not kept up with the rapid population growth in Brunswick County, which is skewed toward an older population. “It points very clearly to Brunswick County being the bottleneck, or being the place where investment is most needed,” Guettabi said to the Business Journal Friday, “because the growth is the fastest, the composition of the growth is older (adults) and demand for healthcare is much higher for the subpopulation.” The Novant Health Coastal Region employs 8,295 full-time equivalent workers, according to the report, and is the region’s largest employer. Overall, through direct, indirect and induced impacts, the Novant Health Coastal Region supports 19,573 jobs, the report said. Using data collected from internal payroll, financial and capital reports, the report estimates that Novant Health Coastal Region pays approximately $1.15 billion in total compensation to its employees. According to the study, the provider’s annual operating expenditures, or direct economic impact, total $2.36 billion. That direct impact ripples through the regional economy through spending at its suppliers, or indirect impact, and household spending by staff and its suppliers’ workers, or induced impact. The report estimates the Novant Health Coastal Region’s indirect economic impact is $786 million, reflecting the multiplying effect of the provider’s operating expenses on expenditures like medical supplies, facilities, food, IT and professional services. Because 86.9% of Novant Health Coastal Region employees live within the tri-county region, the report estimates that wages paid by Novant circulate into the regional economy, creating an induced economic impact of $1.17 billion. “That money just doesn’t go into thin air,” Guettabi said of the wages paid to Novant Health Coastal Region employees. “Some of that money is being re-spent, and therefore it’s supporting grocery stores, hiring, restaurants and bars, and there are a lot of other companies or organizations whose employment, whose activity partially depends on that.” The combination of direct ($2.36 billion), indirect ($786 million), and induced ($1.17 billion) impacts totals an estimated $4.33 billion, according to the report. A study commissioned by Novant Health in 2024 and conducted by FTI Consulting’s Center for Healthcare Economics and Policy found that Novant Health generated nearly $2 billion of direct impact, with $628 million in indirect impact and $857 million in induced impact. Healthcare investments in the pipeline for Brunswick County Additionally, the study found that while healthcare employment has kept pace with population growth in New Hanover and Pender counties, it lags in Brunswick County. “Once you go below the metro level and you decompose the three counties that make up the Wilmington Metro,” Guettabi said, “it becomes fairly clear that Brunswick is the standout. And not only that, but clearly the growth there is fully domestic migration and largely retiree-driven migrants.” Using data from the Centers for Medicare and Medicaid Services on per-capita healthcare spending among age groups, Guettabi estimates that adults aged 65 and older demand 2.44 times the healthcare of working-age adults. “The share of the population in Brunswick County that’s over the age of 65 is 33%,” Guettabi said, “which is so much higher than the average share of people over the age of 65 within the state or within the country.” The report emphasizes that Brunswick County is the “strongest candidate” for new healthcare investment, adding that patient discharge records show Brunswick residents rely heavily on facilities in New Hanover County for inpatient care. “Investments in Brunswick County would not only meet the demand for those residents, but it would also relieve pressure for New Hanover County residents,” Guettabi said. Laurie Whalin, president of the Novant Health Coastal Region, told the Business Journal Friday that the provider plans to expand services at Novant Health Brunswick Medical Center, in addition to other investments in the area. In April, the state granted conditional approval to both Novant Health and Columbus Regional Healthcare System to build new hospitals, just miles apart, on either side of the Columbus County and Brunswick County borders. Columbus Regional’s $214 million 30-bed hospital would be located at the former Acme-Delco Middle School in Delco, according to the application. The project’s approved timetable has construction slated to finish in May 2029, with the hospital open for service by October 2029. The Whiteville-based provider, which Atrium Health manages, broke ground on an Advanced Care facility in December 2025 and operates four specialty clinics in Leland. Meanwhile, Novant Health’s proposed $251 million 20-bed hospital would be built just miles from Columbus Regional’s proposed hospital, near the Compass Pointe community in Leland. The provider estimates the hospital will open by 2030. State officials also approved Novant Health in March to build a freestanding emergency department in Carolina Shores, near U.S. 17. The project is estimated to cost $24 million, according to the application, and will operate under the Novant Health Brunswick Medical Center license. Additionally, Novant Health’s 16,000-square-foot ambulatory surgery center is slated to open in Leland by year’s end, officials said.

The “Dark Money” Myth: Don’t Confuse Issue Education with Political Speech
In a recent article covering the 2026 midterms, The New York Times sounded an all-too-familiar alarm, warning readers of a tidal wave of "dark money" supposedly washing over the election. Can researchers trust that AI models won’t leak their ideas?
Research funders are asking how they can stop confidential scientific ideas in grant proposals from leaking out through large language models (LLMs), for example if reviewers use AI to help them judge applications. Last week, a row erupted in mathematics after OpenAI announced it had solved a notoriously difficult problem, only for another mathematician to demand answers over whether the company had used ideas he had fed into its models. The spat, and the broader issue of idea leakage through AI models, was discussed by funders at an R&D policy conference held in Paris on September 14. At worst, it threatens to undermine the correct attribution of breakthroughs, one of the foundations of modern science. The mathematics dispute around OpenAI is “certainly something we're looking at” Jason Gallo, head of the newly established Office of Metascience at the US National Science Foundation (NSF), told the Blue Sky Forum, hosted by the Organisation for Economic Co-operation and Development. The controversy started on September 8, when OpenAI announced it had cracked a mathematical problem that had gone unsolved for 90 years. Using a swarm of AI agents, millions of dollars’ worth of computing power and a new internal model, the company said it had finally proved that a long-used formula for modelling fluid dynamics breaks down under certain conditions. However, Tristan Buckmaster, a New York University mathematician who had been independently working with collaborators on the same problem using OpenAI’s Codex tool, hit back with a statement questioning whether the company had snooped on his Codex sessions to gain an advantage. OpenAI has always denied it looked up the “specific user data” of Buckmaster and colleagues. However, the company initially admitted that “while unlikely, we cannot rule out that de-identified data derived from their usage of our products helped improve our models,” although its proofs “differ significantly” from Buckmaster’s. The firm later said that, following an investigation, it concluded that Buckmaster’s Codex prompts “could not have influenced the [OpenAI] system in any way, including through training.”Funder concernYet OpenAI’s initial admission that its model might have ingested Buckmaster’s ideas, then spat them out to its own mathematicians, has scientistsworriedthat their work could leak out if shared with AI. Some AI tools give users an opt-out option to stop their sessions from training the model. If such guarantees can be trusted, this gives scientists some confidence they can use an LLM to develop an idea without the risk of it leaking out.But there’s a bigger potential vulnerability. To win money to investigate ideas, scientists have to share them with funding bodies. These grant proposals are normally kept strictly confidential, to prevent other scientists from scooping them, or to protect commercially valuable intellectual property. To preserve this confidentiality, when the NSF uses AI models, “we have to be sure that it's not making server calls out to an external party, leaking that data,” said Gallo to delegates in Paris. Leaks through reviewersHowever, funders normally use external academic reviewers to assess proposals. And there are growing worries that these reviewers are feeding grant ideas into AI models to help them make a judgement. Research funders have noticed that peer review reports and funding recommendations have “suddenly become much longer, more detailed and complex,” said Diogo Machado, head of the data science unit at Technopolis, a science and technology-focused consultancy. “The sense is that reviewers are increasingly using generative AI in their review work, even where guidelines sometimes forbid it,” he told Science|Business. “This is very difficult for funders to control or prove.” Happening at scaleThis sharing of confidential proposals with AI models is “happening at scale already,” said James Wilson, executive director of the Research on Research Institute, based at University College London, during the debate in Paris. In response, Gallo said the NSF had “strict guidance” around the uploading of proposals to AI models. But he added the NSF was mulling new types of assessment to make sure applicants were truly the originators of their ideas, such as following a short-form proposal with an oral presentation, which would allow the foundation to “really interrogate the investigator on their intellectual contribution.” Related articlesHow can Europe cope with a flood of AI-assisted research grant proposals? The risks and benefits of AI in screening research grant proposals Viewpoint: AI could make scientific overload worse“For us as funders, a lot of the ways to ensure that the application remains the applicant's own intellectual contribution, those ways are quite regressive,” Peter Clifford, head of strategy at Research Ireland, told delegates. “They're maybe ten or 15 or 20 years old, and they don't scale particularly well.” Disputes over the origin of ideas are as old as modern science. Isaac Newton and Gottfried Wilhelm Leibniz spent more than a decade arguing over who invented calculus, for example. And long before LLMs emerged, academics would agonise over how much of their early work to reveal at conferences, in case their colleagues scooped them, Jack Leahy, a senior metascience advisor to the UK government, told delegates. But AI was “accelerating” the “problems of the system,” he said.

Ukrainian defence tech seeks new ways to scale up
Since Russia's full-scale invasion in February 2022, Ukraine's defence sector has expanded several-fold, becoming a significant source of military innovation, especially in unmanned systems, counter-drone technologies, electronic warfare and AI-driven combat systems. But finding the funds and personnel to scale up and to reach international markets remains a challenge.Spurred on by the demands of the front-line, Ukrainian defence companies say they can develop a minor component in a couple of weeks, or major hardware or software solutions within a year. This is several times faster than the usual development cycles in the sector. Tencore, founded in 2024, is now one of Ukraine’s largest providers of unmanned ground vehicles, well exceeding the production of NATO members in this category. Odd Systems, a Ukrainian combat cameras developer founded in 2023, launched its first thermal camera in 2024. Less than two years later, it is developing the fourth generation of the product, one that has evolved into a full vision system.According to Michael Singer, managing partner at Verne Capital, a venture capital fund supporting defence companies in Europe, this speed is down to the short feedback loop between the developer and the end user. “Ukrainian companies develop technologies in close interaction with soldiers and military units, test them under real combat conditions and rapidly incorporate feedback into the next generation of the product,” he says. “Sometimes we need to react to feedback and deploy an upgrade within hours,” says Polina Tymchenko, the spokesperson for Himera, which develops electronic warfare-resistant walkie-talkies. “It means that, as a company, you have to have a higher tolerance for risk, and also design your products in a way that fosters those quick changes.”Getting a product deployed by a combat command involves no paperwork other than a purchase order, says Perry Boyle, co-founder and chief executive of Mits Capital, a Ukrainian-US investment group focused on attracting capital for Ukraine's defence tech sector. “New weapons can be developed and deployed based largely on handshakes.”Nevertheless, the speed of development is largely subject to the level of funding, says Iryna Sukhomlyn, head of business development at RMachine, a developer of unmanned ground systems. “Financial support needs to start much earlier, particularly at technology readiness level 3-5, not only when most of the technological risk has already been removed,” she says.In 2025, Ukrainian defence tech companies attracted about $129 million in investment, with the true figure likely higher given the share of undisclosed security-sensitive deals, according to a report published by the Kyiv School of Economics. These investments were primarily concentrated in the AI and software segment, as they are considered a lower financial risk.Scaling production is a major barrierAccording to Iryna Supruniuk, business development director at Odd Systems, proving a defence product in Ukraine is not the end of the development process, but the beginning of a continuous evolution, since operational requirements change rapidly. “Continuous iteration remains our highest priority,” she says. It's also when production must scale up, which represents a major hurdle. “Scaling production requires capital, manufacturing capacity, components, certification, procurement access and reliable supply chains,” Singer says. Scale-up is also hampered by demographic pressures, especially a shortage of young specialists needed to expand engineering teams. Companies have reported struggling to replace specialists lost due to Russian attacks, mobilisation and emigration. In order to meet this scale-up challenge and finance arms production, begun allowing defence technologies to be exported, assuming it has an excess capacity. It has also announced the creation of ten defence and weapons export centres across Europe by the end of 2026.According to Singer, a technology that has demonstrated its value under real combat conditions has a fundamentally different credibility than a product that has only been tested in a laboratory or training environment. But combat validation alone doesn’t automatically create an international business. “Companies still need access to foreign defence ministries and procurement organisations, international certification, financing for production scale-up and, in many cases, local industrial partners,” he says.Already in 2026, the EU has signed several agreements with Ukraine that aim at joint defence technology development and production. These include allowing Ukraine to join the European Defence Fund, signing a financing agreement under the European Defence Industry Programme, and setting up the EU-Ukraine Drone Alliance. For Singer, it is important that European defence companies don’t just see their Ukrainian partners as technology suppliers, but rather as potential innovation partners. “Ukrainian companies bring speed, operational experience and an exceptional ability to iterate. Please Stop Conflating Sports Betting Handle With Spending On Entertainment
Editor’s note: The Cashout for paid subscribers will publish on Tuesday. Every September there’s a huge uptick in how much people bet on sports with the start of football season. Which means it’s time to get ahead of a ridiculous narrative before it picks up steam on social media or in mainstream media. Subscribe Every few months I see some version of this: [ Charlie Bilello@charliebilello Americans bet over $165 billion on sports last year, which is more than they spent on movies, books, concerts and sports tickets - combined. 1:00 PM · Jun 28, 2026 · 4.1M Views 258 Replies · 674 Reposts · 4.23K Likes ](https://x.com/charliebilello/status/2071217050328895935?s=20) Fortune published this in July. The headline and start of the story tell the same narrative (emphasis added): Gambling becomes America’s favorite pastime as Americans spend more on sports bets than movies, arts, museums, and music combined: The North American box office totaled $8.87 billion in 2025, which is still 22% below pre-pandemic levels. Recorded music revenue hit a record $11.5 billion. Live music like concerts and festivals brought in $18.51 billion. Meanwhile, book publishers tracked by the Association of American Publishers reported $14.6 billion for the year. And the U.S. museum industry generated an estimated $16.4 billion. Add it up and the total comes to roughly $70 billion, which is less than half what Americans wagered on sports. The story, to its credit, goes on to tell us why sports betting is entirely different, although people who only read headlines will miss that nuance. (The tweet above definitely skips over the nuance.) I will mostly be preaching to the choir here, but it’s worth saying out loud: Wagering money on sports is not the same thing as spending on entertainment from a financial perspective. When you spend money on a movie or concert ticket, that money is gone. You exchanged money for an experience. It’s a good trade! I get to have fun for “x” dollars. (Unless the movie sucks, I guess.) When you bet money on sports, the money is not necessarily gone every time you wager it. It could be gone, but sometimes it’s not and you actually get more money back! That’s not “spending” money or something you should try to compare directly to entertainment spend. A far better comp would be how much people lose at sports betting. That number was more like $17 billion in the US last year, at least for state-regulated sportsbooks. Why are we trying to equate handle and entertainment spending? I dunno. It makes for splashy headlines, I guess. Now, people should be betting for entertainment, and not because they expect to win in the long term; no doubt about it. Anyway, here’s hoping I don’t see people saying Americans “spent” hundreds of millions of dollars on sports betting this fall. Stop Automating Old Processes. Design New Ones Instead.
Companies are pouring money into AI but often failing to generate enterprise-wide returns because they automate individual tasks rather than redesign the workflows that produce business value. This typically results in one or more of four failures: accelerating tasks rather than value, ignoring unhappy outcomes, overlooking the end-to-end flow of work, or optimizing the wrong metric. To capture AI’s potential, managers need to make three decisions. First, determine what to redesign by identifying the outcome customers value, the constraints AI can remove, and opportunities for learning that compounds over time. Second, decide where human authority should remain, choosing among four modes—Assist, Approve, Audit, and Automate—according to the stakes and reversibility of potential errors. Third, design for the “unhappy path”: specify how the system will recognize uncertainty, escalate exceptions, stop or reverse actions, and learn from corrections. Together, these choices turn isolated AI experiments into reliable, value-producing operating processes.
