CBL Scholars Program Opens Pathways to Business Law Careers  - UC Law San Francisco (Formerly UC Hastings)

First-year law students and 2026 CBL Scholars Deniz Masjedi, Alvaro Flores, and Tavia Pappaly gain mentorship connections with leading industry professionals as they prepare for careers in business law. Created by the UC Center for Business Law San Francisco (CBL), the CBL Scholars Program aims to develop the next generation of business law leaders, supported by contributions from individuals and corporate sponsors. The highly competitive program provides funding along with academic and professional mentorship to students from disadvantaged backgrounds. Scholars gain exposure to the Bay Area’s technology and venture capital ecosystems and access to UC Law SF’s broad network of senior legal professionals. Now in its sixth year, the CBL Scholars Program provides a scholarship and academic and professional mentorship to students entering the business law community from disadvantaged educational, economic, social, or physical backgrounds. The program is generously sponsored by the law firms Gunderson Dettmer and Goodwin Procter. Meet this year’s CBL Scholars: Deniz Masjedi, Alvaro Flores, and Tavia Pappaly. All three have secured summer associate positions at prestigious law firms. Deniz Masjedi: A Passion for Helping Founders Grow Companies Deniz Masjedi, who was born in Iran and moved to Southern California as a teenager, traces her interest in law to her family’s immigration journey and her desire to advocate for herself and her family. She earned a bachelor’s degree at UC Berkeley, where she studied political science and sociology. At UC Law SF, she serves as a 1L representative for the Iranian Law Students Association and is active in the Business Law Society and Technology & Law Society. Next fall, she will serve as director of mentorship for the Technology & Law Society and director of professional development for the Business Law Society. She will join Sidley Austin this year as a 1L/2L summer associate. Q: What draws you to business law? A: Prior to law school, I worked in Cooley LLP’s Private Companies practice group as a corporate paralegal for three years, supporting over 100 venture-backed startups and venture capital funds. I found purpose in helping founders transform their vision into successful companies. It was incredibly rewarding being part of their journeys—from company formation and initial financing to major transactions such as M&A deals. What excites me most about this field is the potential for a small, innovative company to become the next Google or Zoom, shaping how people communicate and access information. I hope to continue supporting entrepreneurs and investors as a corporate attorney. Q: What does it mean to you to have been awarded this scholarship? A: As the first person in my family to attend law school in the United States, receiving this scholarship is a tremendous honor. My parents and I left everything behind so that I could enjoy the freedom to practice my religion without persecution and pursue a career in law as a woman. This award is an acknowledgment of my dedication to business law and motivates me to continue pursuing excellence in this field. It also recognizes years of hard work—learning a new language, navigating the college and law school application process, and ultimately building a career in the legal profession. Q: How will this scholarship help support your future goals? A: This scholarship will provide access to mentorship from leaders in the field, enabling me to develop the skills necessary to offer practical advice and effective representation to future clients. It also eases the financial burden of law school, letting me focus on my coursework and deepen my commitment to corporate law. As an immigrant, breaking into the legal profession has not always been easy, and the time that mentors have invested in me has been instrumental to my progress. This scholarship will allow me to continue building those relationships while positioning me to one day mentor others pursuing similar paths. Alvaro Flores: Inspired by Entrepreneurs The son of Mexican immigrants raised in San Antonio, Texas, Alvaro Flores says he has long been interested in how policy, markets, and culture shape society. He studied international relations and global economy at the University of Southern California, with minors in business finance and legal studies. His experiences span local political organizing, venture capital and startup work, and teaching entrepreneurship. At UC Law SF, he is involved in the Business Law Society, Technology & Law Society, and the Latinx Law Student Association. He will join Perkins Coie as a 1L/2L summer associate with the firm’s Emerging Companies & Venture Capital practice. Q: What draws you to business law? A: I’m drawn to stories of entrepreneurs whose simple ideas become companies that shape the economy and society. Spending time in venture capital and working directly with founders has shown me that many important decisions in the scaling process are ultimately legal ones, particularly how companies are structured and how capital is raised. Business law sits at the intersection of innovation and equity. It offers a way to stay close to the pace of technological change while also helping expand who gets to participate in it. There is something special about being part of that process here in the Bay Area, where the American Dream feels like it is reimagined in real time. Q: What does it mean to you to have been awarded this scholarship? A: I am truly grateful for the support and belief this scholarship represents. I see it not just as recognition, but also as alignment. The CBL Scholars Program’s focus on developing individuals who engage deeply with the business and technology ecosystem reflects the path I have been intentionally building. More than anything, it feels like an investment in that journey. I have been thoughtful about each next step–whether teaching, working in venture capital, or building multidisciplinary experiences–and this scholarship reinforces that those efforts come together in a meaningful way. Q: How will this scholarship help support your future goals? A: It allows me to focus more on developing as a business lawyer, without the distraction of financial constraints. Beyond that, the mentorship and access to the Bay Area network are just as valuable. I’m especially interested in working with early-stage companies and investors, so the opportunity to learn directly from people operating at a high level in that space is huge. Tavia Pappaly: Working in the Wine Industry Sparked Interest in Business and Law Tavia Pappaly spent five years in the wine industry before deciding to pursue law school with a goal of becoming a corporate transactions attorney. Pappaly says she wants to use her legal skills to help business grow and thrive. A first-generation law student from Fairfield, California, she is a member of the Legal Education Opportunity Program (LEOP) and will serve as vice president of social planning for the UC Law SF Sports Law Society in her 2L year. She plans to work as a summer associate at Gibson Dunn in San Francisco after her 2L year. Q: What draws you to business law? A: Business law brings together many of my interests and personal experiences. As the daughter of immigrants who grew up around a family-owned small business, I saw firsthand both the opportunities and challenges of building something from the ground up. That perspective, combined with my experience in the wine industry, solidified my interest in helping businesses of all sizes tackle evolving legal challenges. I’m excited to grow within the corporate law space and develop the skills and experience to support businesses at every stage. I’m deeply motivated to give back to immigrant communities and small business owners, whose experiences often intersect. By building a strong foundation in corporate law, I hope to support those working to create generational stability and to contribute in a meaningful way to the communities that have shaped me. Q: What does it mean to you to have been awarded this scholarship? A: Receiving this scholarship is incredibly meaningful to me. I take great pride in my background as a first-generation student and a woman of color, so being recognized for my potential in a field that has historically underrepresented those communities is both affirming and empowering. This program will help connect me to the resources and committed mentors that will help me succeed. Beyond that, it is no secret that law school is a significant financial commitment. This scholarship helps ease both the financial burden and the stress that comes with it, allowing me to focus more on my education and long-term goals. I am incredibly grateful! Q: How will this scholarship help support your future goals? A: This scholarship has already connected me with an incredible network of faculty, business law professionals, and like-minded students. The community fostered by the Center for Business Law is deeply supportive, and I’m excited to grow alongside my cohort. I truly believe this network will play an important role in helping me thrive in law school and position me for success in business law. As I have seen firsthand how impactful both financial scholarship and mentorship are, I hope to give back in this same way later in my career.

Science behind sobriety field tests

Albany High students in Elizabeth Lopatniuk's health classes participated in a dynamic lesson about the effects of alcohol on the body. After taking an in-depth look at the science behind why and how alcohol slows the activities of the brain and central nervous system, students learned about how a variety of factors can impact the level of intoxication and how blood alcohol concentration can impair one's ability to operate a motor vehicle. Albany High Student Resource Officer Nick Schuler led students through an overview of field sobriety tests that are routinely performed during a traffic stop when an officer suspects a driver may be under the influence of alcohol. Officer Schuler explained the three elements of a physical sobriety test, including walking a straight line with turns and checks for motor skill patterns, standing on one foot to check for balance and following a moving stimulus with eyes only to check for Horizontal Gaze Nystagmus (HGN), an involuntary, rhythmic jerking of the eyes as they look to the side. Students volunteered to try walking a straight line both with and without alcohol impairment simulation goggles. Officer Schuler pointed out particular behaviors and patterns that would lead to a failed field sobriety test during the simulation. As prom and graduation festivities approach, we applaud our Albany High staff for empowering our Falcons with valuable lessons so they can make wise and safe choices.

The new "science golden age" looks suspiciously like a grift

This edition of PN is made possible by paid subscribers. Become one ⬇️ 🚀 Subscribe to PN 🚀 The Trump regime is trying to usher in a “Golden Age in Science” where scientific research is run like a Trump family business, artificial intelligence is all that matters, profit is everything, and expertise is for chumps. Or at least that’s the vision emerging from a new 123-page “Report to the President” from Michael Kratsios, the Director of the White House Office of Science and Technology Policy. In a normal administration, you could probably skip over learning about a science policy document — but this is no normal administration, and this is no normal science policy document. Instead, it’s Trump’s attempt to end the actual golden age of science that was kicked off in 1945 with the publication of '“The Endless Frontier” by Vannevar Bush. [ ](https://www.publicnotice.co/p/harmeet-dhillon-portland) [ Harmeet Dhillon demonstrates danger of posting through it ](https://www.publicnotice.co/p/harmeet-dhillon-portland) Liz Dye · Jul 29 [ Read full story ](https://www.publicnotice.co/p/harmeet-dhillon-portland) Bush, at President Franklin Delano Roosevelt’s request, laid out a vision of federal support for science that centered on funding universities to do basic research, saying that as long as those institutions were “vigorous and healthy and their scientists are free to pursue the truth wherever it may lead, there will be a flow of new scientific knowledge to those who can apply it to practical problems in Government, in industry, or elsewhere.” Kratsios’s report is supposed to be the successor to Bush’s, and even apes the format, but this isn’t really a document about science policy. It’s one about ending science research as we know it in favor of shoveling cash at big tech companies. While it might be temping to wave this away as an aspirational policy document, Trump has already begun to shift billions in research funds to AI projects and has taken a hatchet to science funding across the board. He’s teed up the shift Kratsios proposes here, and since neither Congress nor the Supreme Court seem inclined to stop him from doing whatever he wants with taxpayer money, it isn’t doomering or hyperbole to say we are staring down the barrel of a world where the only “science” the government intends to support is for-profit tech and defense advancements. Science for dummies Part of how you can tell this isn’t a document about science is that you are immediately faced with an absolute wall of business-speak of the worst sort. Did you know we must “tightly couple our science and technology enterprises to ensure that groundbreaking ideas invented in the United States are rapidly prototyped, tested, manufactured, and scaled domestically”? You do now! That tone isn’t surprising, because Kratsios has no background in science or research. He has a bachelor’s in political science and spent most of his career working for Peter Thiel at Thiel Capital. After a stint in the first Trump administration as Chief Technology Officer, where he also did not do any science, Kratsios was tasked in 2020 with overseeing the Pentagon’s research budget for a brief time, a position that, as the Wall Street Journal put it, “carries a great deal of power in terms of dictating investment allocations.” He spent the Biden years at Scale AI as “head of strategy,” which you will also note is neither a science nor a research job. But Scale AI has contracts with the Department of Defense and, as the Washington Post wrote in 2023, “has been aggressively pitching itself as the company that will help the US military in its existential battle with China.” And now you have the necessary background for our new golden age, which is going to be a golden age of taking money away from scientists and universities and giving it to companies like Scale AI. A note from Aaron: Working with brilliant contributors like Lisa takes resources. If you aren’t already a paid subscriber, please become one to support our work. 👇 Subscribe In a genuinely galling move, Katsios spends a lot of time slamming universities because of “administrative burdens on researchers” and the “well-documented inefficiencies” in academia, the message being that those damn universities waste the time of amazing researchers with paperwork. Except it’s the administration that is attempting to impose inefficient, unnecessary burdens on those researchers with a proposed Office of Management and Budget rule that would require senior political appointees to approve every science grant and ensure it aligns with Trump’s personal priorities. Researchers would also have to seek prior government approval to attend conferences or publicize their research. And political appointees could terminate any grant at any time if they feel like it. [ ](https://www.publicnotice.co/p/omb-rule-science-funding) [ The murder of expertise ](https://www.publicnotice.co/p/omb-rule-science-funding) Lisa Needham · Jun 11 [ Read full story ](https://www.publicnotice.co/p/omb-rule-science-funding) But when it comes to AI, we’re going to “restore permissionless innovation.” The report proposes to give lucky ducky innovators a pile of cash up front for grants lasting five years or longer, saying “awards should be fully-funded in year one, with all resources earmarked upfront, to minimize administrative burdens and reduce pressure for researchers to generate intermediate results to secure continued funding.” Yeah, wouldn’t want to have to make the Very Special Tech Bros show results or get money parceled out year by year like the plebes at universities. The report also proposes that we should have “fast grants” with “simplified applications requiring just a few pages of writing” because that is definitely how science works, just writing a bit off the dome and getting some cash. [ ](https://www.publicnotice.co/p/trump-ai-action-plan-altman-llms) [ Tech elites are turning AI into ChatGPTrump ](https://www.publicnotice.co/p/trump-ai-action-plan-altman-llms) Paul Waldman · July 29, 2025 [ Read full story ](https://www.publicnotice.co/p/trump-ai-action-plan-altman-llms) Oh, and we should have prizes and challenges, where multiple teams compete. The proposed prizes include incentives like “advance procurement commitments,” which means the federal government agrees to buy whatever is being developed. There’s also “regulatory fast-tracking,” making sure all those great AI thingies don’t have to wait too long to be unleashed on a market. These aren’t incentives to do science. These are incentives to develop things with tax dollars that you can then sell to the government for more tax dollars. In the suggestion that might be the most unhinged, the most very opposite of how both government and research work, our new age will include “golden tickets.” That’s where an individual reviewer in an agency — yes, just one person — can “recommend unconventional proposals that may not pass consensus-driven review panels” because somehow this will “surface valuable ideas too divisive for committees and attract higher quality reviewers by empowering them to exercise independent scientific judgment.” Yes, that’s saying that a random person in an agency should be able to shovel money at some idea even if it can’t pass a review panel, and that the opportunity to do so will attract better employees because apparently all the best minds in science are chomping at the bit to be allowed to unilaterally fund AI research based on their personal vibes. But that isn’t at all how actual science works, and actual scientists aren’t unhappy about review panels. They work collaboratively, not siloed in some secret race to create the next AI chatbot. A 2020 study by the National Bureau of Economic Research examined whether peer review panels succeed in helping agencies predict which research ideas will best advance science. Peer review was better at finding “diamond in the rough” applicants than a single government program official. How about that. Trump always wants a taste It’s painfully clear that what Katsios is trying to do here is turn the whole of government science research and funding into the sort of “move fast and break things” paradigm that is the hallmark of big tech. That method works to line the pockets of tech executives, but it isn’t science. There’s a reason the government funds different kinds of research than private tech companies do. What Katsios either fails to understand or deliberately ignores is that the federal government is the main funder of basic research precisely because it can take a long time for it to bear fruit and is not intended to be profitable as such. “Basic” here does not mean rudimentary or simple, but rather research that is designed to advance scientific knowledge instead of achieving a specific outcome or product. Big tech companies don’t widely fund that sort of research, because it doesn’t make them money. Industry dollars account for only about 20 percent of basic research funding, while the government contributes around 60 percent. Big tech companies and startups do, however, rely on and benefit from that basic research. A 2019 study found that 35 percent of all patents obtained by venture-backed startups from 1976 to 2016 cited federally supported research. Basic research funded by the NIH contributed to every single drug the FDA approved from 2010 to 2016. [ ](https://www.publicnotice.co/p/trump-saudi-nuclear-deal) [ The Saudi nuclear farce and governance by whim and meme ](https://www.publicnotice.co/p/trump-saudi-nuclear-deal) Noah Berlatsky · Jul 27 [ Read full story ](https://www.publicnotice.co/p/trump-saudi-nuclear-deal) Unlike inventing the next ChatGPT, actual science is slow and iterative. Government funding of research that, on its face, would not appear to lead to any big new invention is actually what underpins those big new inventions. If the government hadn’t funded research into desert lizard venom, we wouldn’t know about semaglutide, and we wouldn’t have Ozempic. If research scientists hadn’t studied how bees optimize nectar foraging within a colony, we wouldn’t have the algorithm that assigns internet traffic across computer servers. The report assiduously ignores that a symbiotic, profitable relationship between the federal government, universities, and private companies already exists. Each federal research dollar generates about $1.50 to $3.00 in long-term economic benefits. The $36 billion the government awarded in NIH research funding in fiscal year 2025 generated $94 billion in new economic activity. Trump’s proposed new golden age is intended to strip those billions from universities, resulting in the dismantling of departments and the shuttering of labs. But Katsios has a plan for that: Universities should just become trade schools to churn out no-show STEM degrees! “Require universities and community colleges to embed practical technical training and externships into STEM curricula. Let hands-on experience and industry credentials count toward degrees.” It’s quite the feat to, on the one hand, strip schools of funding for scientific research while simultaneously demanding to control what is taught and, oh, also, colleges need to give degrees to employees at big tech companies just for being employees at big tech companies. The new golden age would also exacerbate the brain drain Trump’s policies have already caused. Nature found that in the first quarter of 2025, US scientists submitted 32 percent more job applications abroad than in 2024. A March 2025 poll by Nature of roughly 1,600 scientists found that over 1,200 said they were considering leaving the country. Europe is investing $565 million to make it a “magnet for researchers” and provide funding for scientists who relocate. The new golden age is also about embedding Trump’s xenophobia into the fabric of American science. The report complains of an “over-reliance on foreign students” that “creates a security challenge our institutions are ill-equipped to address” and that a “reliance on foreign talent sidelines American students.” This is, to put it mildly, nonsense. International students pay far higher tuition and often receive no financial aid. Their tuition dollars are what make it possible for American students to get financial aid. In the 2023-2024 school year alone, international students contributed $43.8 billion to the US economy and supported over 378,000 jobs. Those 1.1 million international students accounted for only six percent of the total number of students in higher education that year, but were such an economic engine that for every three international students, one job was created or supported. It’s impossible not to wonder whether part of Trump’s loathing for universities and their leading role in scientific research is that there is no way for him to corrupt the process and make money off it in the same way he can by giving millions and billions to Silicon Valley types who, in turn, give him millions in cash. There’s no way for his children to invest in universities that the government then gives no-bid contracts to, fattening the family’s bottom line, which is pretty much the Trump sons’ current venture capital practice. Trump and Katsios’s view of science is narrow, cramped, and wrong. We’re not in a crisis, we’re not a failed state. We’ve been a science superpower for decades, and the only thing that threatens that is Donald Trump. Tech bros are already living high off the hog in this administration. They don’t need any more of our tax dollars. Hopefully this new golden age never comes to pass. Thanks for reading Public Notice. This post is public so feel free to share it. Reimagining how scientists study the chemistry of the air

Professor Victoria Barber and doctoral student Cooper Crabtree are spearheading Keck Foundation-funded project charting a path toward better understanding atmospheric oxidation. by Álvaro Castillo, UCLA College of Letters and Science From the vantage point of Victoria Barber, a UCLA assistant professor of chemistry and biochemistry, understanding the chemical reactions that shape air quality and climate are among the most pressing scientific challenges of our time. And thanks to a recent grant from the W.M. Keck Foundation, she and doctoral student Cooper Crabtree will spearhead a new research project exploring exactly how pollutants form in the atmosphere. Specifically, the project will examine how volatile organic compounds transform through atmospheric oxidation and explore how pollutants, like smog, form in the atmosphere. VOCs are released by sources ranging from trees and wildfires to vehicle exhaust pipes and consumer products such as cologne and perfume. As they undergo atmospheric oxidation, they can transform into a wide range of other compounds. Anyone in Southern California can attest to the urgency of this area of research — for example, in late July of this year, Los Angeles County was under an active ozone pollution advisory for almost a full week. While many people associate ozone with the protective ozone layer high in the stratosphere, ground-level or tropospheric ozone is a harmful secondary pollutant formed through atmospheric oxidation. Understanding how VOCs transform into pollutants like ozone is therefore critical to improving air-quality forecasts and informing strategies to reduce exposure. “My group is focused on trying accelerate our understanding of these networks of reactions so that we can do a better job of predicting how those pollutants form,” Barber said. “When we make decisions about how we might alter emissions, we can understand how that’s going to influence the production of these downstream pollutants.” With support from the W. M. Keck Foundation, Barber and Crabtree are developing new experimental approaches that will combine — and improve — techniques to study hundreds of chemical systems more efficiently than traditional methods allow. Instead of spending years decoding a single VOC, the project seeks to dramatically expand the pace and scale of discovery. The grant comes at a particularly important moment for environmental research. Barber, who joined UCLA in 2023, says funding for climate and air-quality research, especially for early career scientists, has become increasingly difficult to secure, a challenge compounded for ambitious projects that require building entirely new research infrastructure. The Keck Foundation’s support, Barber said, provides the flexibility to pursue bold early-stage, high-risk ideas that may be more difficult to fund using conventional federal funding sources. “It’s really, really hard to do environmental research under the current federal paradigm,” Barber said. “By stepping in and providing stable and flexible funding to explore this new idea, the Keck Foundation is making a huge difference to my research program.” In addition to funding early-career faculty, the Keck Foundation’s support is also focused on empowering graduate students like Crabtree in their scientific growth. The project gives Crabtree the opportunity to help develop an entirely new experimental approach to studying atmospheric chemistry — an experience that will provide him with valuable technical skills, scientific training and preparation for the next stage of his career. Stable funding also allows doctoral students like Crabtree to devote themselves more fully to research rather than balancing their scientific work with additional teaching responsibilities needed to cover funding gaps. “Getting to devote more of my time to research this past school year has greatly improved the pace and quality of our experiments, data analysis and planning for our future work,” said Crabtree, who is pursuing a Ph.D. in chemistry. “I feel very lucky — especially amid the current uncertainty surrounding scientific funding — to be able to continue exploring exciting knowledge gaps in our field and growing as a scientific researcher.” For Barber, mentorship is among the most rewarding and important aspects of her role as a faculty member. “Our jobs as faculty are to do good science and make good scientists,” she said. “I believe the Keck Foundation shares this belief and sees the potential positive impact this project can have.”

DAV announces new partnership with Solace Health supporting veterans’ care

ERLANGER, Ky. – DAV (Disabled American Veterans) is proud to announce a new partnership with Solace Health as its first new partner in 2026. The partnership is supported by a donation from Solace Health to advance DAV’s mission of empowering veterans to lead high-quality lives. The collaboration brings together two organizations focused on helping veterans receive timely, coordinated, high-quality care, regardless of where they receive it. While many veterans receive care through the VA, which offers an integrated and coordinated whole-health model, others receive some or all of their care through private health systems using Medicare or other insurance benefits. These veterans often need help to understand health insurance rules, manage their treatment, and navigate between multiple health care systems. “Disabled veterans often have complex health challenges, and DAV’s advocacy work strives to minimize barriers to timely, high-quality care, primarily within VA., but increasingly between VA and private providers,” said DAV CEO and National Adjutant Barry Jesinoski. “Our partnership with Solace Health can offer support for veterans who are eligible for VA care and Medicare, particularly those who split their care between the VA and private health systems. Veterans who don’t use VA at all can also benefit from the care coordination services that Solace Health provides, usually with little or no out-of-pocket cost to them.” Solace Health provides professional health care advocacy services, connecting patients with experienced advocates who help schedule appointments, explain benefits, coordinate care among providers, and manage administrative burdens with private health care systems, thereby allowing veterans and their families to focus on health and recovery. “For many veterans, the fight doesn’t end when service does,” said Jeremy Gurewitz, CEO and co-founder of Solace Health. “Veterans living with serious medical conditions often encounter a private health care system outside of the VA that is fragmented and difficult to navigate. Through this partnership with DAV, Solace Health advocates can help cut through red tape, improve care coordination, and simplify scheduling of medical appointments. We’re proud to support DAV in helping veterans to successfully navigate health care systems so that veterans, particularly disabled veterans, receive the care they have earned.” DAV provides a lifetime of support for veterans of all generations, their families, caregivers, and survivors. Each year, DAV’s no-cost programs and services help more than 1 million veterans access the benefits and health care they have earned, connect with meaningful employment, and ensure their voices are heard on Capitol Hill. About DAV DAV is dedicated to ensuring our promise is kept to America’s veterans. DAV does this by helping veterans and their families access the full range of benefits available to them, fighting for the interests of America’s injured heroes on Capitol Hill, providing employment resources to veterans and their families, offering programs and services to empower them, and educating the public about the great sacrifices and needs of veterans transitioning back to civilian life. A nonprofit organization with nearly 1 million members, DAV was founded in 1920 and chartered by the U.S. Congress in 1932. About Solace Health Veterans face complex health challenges, and the path to care is far harder than it should be. They deal with fragmented services and providers, each with unique requirements and paperwork. Solace Health advocates—healthcare experts with 16 years’ experience on average—help veterans navigate this landscape when they need it most. Advocates schedule appointments, explain benefits and keep doctors aligned. They take the lead on calls and documentation, and their no-homework ethos eases burdens on veterans and their families. Solace Health is covered by Medicare and Medicare Advantage, and most veterans pay little or nothing out of pocket. We’re honored to support DAV members.

Empowering Veterans: The 2026 Fayetteville Veterans Business Expo aims to close the opportunity gap

This is the first year of the Veteran Business Expo, and it grew out of Fayetteville PWC’s Economic Impact Program, which focuses on expanding access and opportunity in public-sector contracting while strengthening the local economy. It builds off the success of previous events held by PWC, like the 2024 Industry Day (pictured above). Photo provided by PWC. The Fayetteville Public Works Commission (PWC) will host the inaugural 2026 Veterans Business Expo on May 14 at the PWC Main Operations Complex at 955 Old Wilmington Road, seeking to connect former U.S. Military members with vital business opportunities in their community. The event, which will take place from 4 p.m. to 6 p.m., is part of a partnership between PWC and the Veterans Business Outreach Center at Fayetteville State University (VBOC) and Fayetteville-Cumberland Regional Entrepreneur and Business HUB (FSU HUB).Aaron Harris, PWC’s manager of economic inclusion programs, said the event is designed to connect Veteran-owned businesses with partners and decision-makers who can help move opportunities forward.“This event brings together Veteran entrepreneurs alongside government agencies, public entities, contractors and resource partners in one place, creating a purposeful space to build relationships, exploring procurement and contracting possibilities and strengthening our region’s Veteran-owned business community,” Harris said. The Veterans Business Expo was devised to feature, highlight and facilitate direct connections and commerce. “We want to get our Veterans a platform for their businesses,” said Camille Little, the supplier diversity analyst at PWC. “Here at PWC, we have 20 departments, and we procure… I can’t tell you all the goods and services. This is our first expo. We’re looking for general contractors, electricians, landscapers, janitorial, construction suppliers, architecture, farms and engineering firms.” Little said, much like businesses in every industry, Veterans are often in need of assistance getting their foot in the door.“When Veterans are starting up, they have to know what resources are [available],” Little noted. “They have this ample amount of resources, but they need to know how to get started.” Identifying those resources and connecting Veteran business owners with opportunities and business development programs are made possible by the partnership between PWC and VBOC, Little said. The partnership has allowed the expo to flourish, she added.“There are opportunities, there are consultant workshops and different things that we partner with them for all the time,” Little said. “It’s about easing that transition because starting a business is hard. Having the dedication to continue after that first year is even harder right now.” That is why, Little said, the partnership with resources from Fayetteville State University brings decision makers to the table. “If you are a Veteran business owner, you may not know how to do business with PWC or the City of Fayetteville or FSU, or partners,” Little said. “‘Where do I get started?’ ‘How do I get contracts?’ Bringing people to an understanding and then having an opportunity like this, where you’re talking to that person who’s making the decision… that is our goal.”Those meetings between Veteran-owned businesses and other decision-makers will present a chance to showcase products and services directly to organizations seeking qualified vendors and capable partners, Harris said. Agencies and contractors, he added, can meet and engage businesses ready to support upcoming needs. Little said PWC and all of its departments, as well as the City of Fayetteville, and FSU will be on hand. Additionally, there will be procurement officers from the North Carolina Department of Public Safety. “Resource partners who support small business development will also be on hand, helping make introductions and reinforcing pathways that support growth for Veteran entrepreneurs,” Harris said. For Veteran entrepreneurs, Little said she recommends two things: an answer to “why?” and a business plan.“I would ask them, what problem are they solving with their business?” she noted. “Then I would also tell them to start making a business plan. I run into a lot of firms, and it’s like, ‘What is your plan?’ So just knowing where you want to go with your business is important.”Little said it is important to differentiate between a business that helps transition servicemembers away from the U.S. Military versus a business that Veterans consider the next chapter of their lives.“How much dedication are you going to give to this business to make it successful?” Little noted. “So I would always start with what’s your business plan.”For Harris, the event will be able to cover the needs of all types of Veteran-owned businesses.“Another important lesson is the need to meet businesses where they are,” he said. “Veteran-owned businesses are at different stages of development, so offering multiple entry points, networking, education and referrals has proven essential.”Registration information can be found at: www.eventbrite. com/e/2026-veterans-business-expo-connecting-heroes-to-opportunity-tickets-1984308563329?aff=ebdssbdestsearch

New MatterChat Model Helps AI to ‘See’ the Language of Science

From writing emails to generating computer code, much of the artificial intelligence prevalent in our daily lives has succeeded by mastering one domain: text. However, this leaves a major blind spot in the physical sciences, where models depend on the high-resolution, three-dimensional data of the physical world, like the intricate lattice of atoms in a crystal. Delivering on the promise of using AI for science requires teaching these data-driven text models to seamlessly “talk to” physics-based models. Now, a new AI framework from Lawrence Berkeley National Laboratory (Berkeley Lab), called MatterChat, solves this problem by creating a specialized “bridge.” It connects the conversational power of a Large Language Model (LLM) with a physics-based AI that models “interatomic potentials”: the complex physical forces between atoms. The resulting system already significantly outperforms general-purpose AI tools like GPT-4 at predicting material properties, and the team hopes it can accelerate scientific discovery by serving as a robust research partner that provides grounded insights and generates step-by-step instructions for synthesizing novel materials. A paper describing this work was recently published in Nature Machine Intelligence. “Traditional simulations can provide the physical rigor required for materials science, yet their computational cost remains prohibitive for high-throughput screening. Conversely, while LLMs excel at rapid knowledge synthesis, they inherently lack the ‘structural vision’ to interpret materials directly from their underlying atomic coordinates,” said Yingheng Tang, a postdoctoral researcher in Berkeley Lab’s Applied Math and Computational Research Division (AMCR) and lead author on the paper. “MatterChat was built to solve this dilemma, empowering LLMs with a structural ‘vision’ that allows researchers to leverage their full potential for solving complex, real-world materials challenges.” Empowering language models to solve complex challenges in materials science To build MatterChat, the Berkeley Lab team drew inspiration from technologies like Vision Question Answering (VQA) and Text-to-Image (T2I) generation. In these tasks, AI must translate high-level text concepts into visual images, or vice versa. Doing so requires developers to build tools that “bridge” two fundamentally different forms of data. The researchers adapted this concept to the physical sciences. With MatterChat, they created a “bridge model” that successfully connects an LLM’s general knowledge with the deep understanding of the atomic-scale world encoded in scientific interatomic potentials. Until now, researchers using LLMs to solve materials problems usually had to feed them raw data files as if they were just strings of text. It’s like asking an AI to understand a complex 3D engine based only on a parts list: the LLM can read the names, but it can’t “see” how the atoms fit together in space. MatterChat solves this by training a specialized AI bridge model, pre-trained on millions of crystal structures and an LLM, to align the LLM’s representation of the world with the interatomic potential’s representation of the world. The bridge model can translate physical insights into a format the LLM can actually understand. By giving the LLM these “scientific eyes”— a scientific “inductive bias” in the terminology of AI — the Berkeley Lab team has transformed it into a robust research tool capable of providing grounded scientific insights into complex materials challenges, such as predicting thermal stability or analyzing electronic band gaps. “We think of atoms as living in a physical space, but from a machine learning perspective, they are just vectors living in some very non-trivially structured manifold in a high-dimensional Euclidean space; and, of course, the same is true for the sentences and paragraphs that we use to express our ideas about those atoms,” said co-author Michael Mahoney, Berkeley Lab’s Scientific Data Division (SDD) AI Initiative Research Lead. “The bridge model basically gets those two structures to ‘talk with’ each other.” As a proof-of-concept of this general approach, the team trained their bridge model on a dataset curated by pairing nearly 143,000 stable atomic structures from the Materials Project with their corresponding physical properties. This training data was automatically assembled using the Materials Project’s API and deliberately enriched with properties fundamental to microelectronics design — like formation energy and bandgap — allowing MatterChat to learn the complex patterns connecting a material’s atomic blueprint to its functional performance. To validate their model, the researchers benchmarked MatterChat against a suite of other AI systems, from general-purpose LLMs to other specialized scientific AI methods. The results show that MatterChat consistently outperformed its competitors across a range of tasks. The model was more accurate in classifying material types and demonstrated superior precision in predicting numerical properties. For example, it excelled at predicting a material’s bandgap, a property critical for designing new electronics from high-capacity energy storage to next-generation computer chips. “Our design is significantly more efficient because we don’t have to build a massive AI model from the ground up,” said co-author Zhi (Jackie) Yao, a research scientist in Berkeley Lab’s AMCR. “Instead, we take two powerful, pre-trained models — a structural encoder for materials physics and an open-source LLM — and use them off-the-shelf. The only component we actually train is the lightweight ‘bridge model’ that translates between them. It’s the difference between building an entire car factory and simply designing a smart adapter that connects a world-class engine to a world-class navigation system. This approach is not only computationally efficient, but also makes the system modular, so we can easily upgrade components or adapt the bridge for other scientific domains in the future.” Crucially, this modular design highlights exactly how institutions like Berkeley Lab and the Department of Energy are carving out a highly valuable niche in the booming AI landscape. Rather than competing with Silicon Valley tech giants to build ever-larger language models from scratch, the lab is focusing on the specialized connective tissue that makes commercial AI useful for hardcore science. Because the bridge model approach underlying MatterChat is forward-compatible, it is perfectly positioned to leverage these parallel tracks of innovation. As Mahoney pointed out, “We expect that industry will continue to develop improved LLMs, and we expect domain scientists and facilities will continue to generate new data. An important part of scientific machine learning is not simply to solve problems on today’s data, but instead to develop general methods that will be forward-compatible with orders of magnitude more data, whether from scientific domains or from LLMs.” According to Yao, the MatterChat project, which was initially developed and enhanced with funding from a Berkeley Lab Laboratory Directed Research & Development (LDRD) Program, will now expand its capabilities. In a collaboration with Fermilab, MatterChat is already contributing to a U.S. Department of Energy Genesis Mission project — called Accelerating eXtreme Environment Specs-to-Silicon (AXESS) — that aims to speed up the development of next-generation, high-speed, radiation-hardened detectors for challenging particle physics experiments by using advanced 3D integrated circuits (chiplets) and AI-driven data analysis. In addition to the LDRD support, the team also credits supercomputing resources at the National Energy Research Scientific Computing Center (NERSC), located at Berkeley Lab, with MatterChat’s success. “We are incredibly grateful to NERSC; this research simply would not have happened without access to the Perlmutter supercomputer through their AI for Science program,” said Tang. Wenbin Xu, a NERSC postdoctoral fellow at the time, was also a major co-author of the work, as was Benjamin Erichson, a research scientist in Berkeley Lab’s SDD, highlighting the benefits of AMCR-SDD collaboration on AI for science. ### Lawrence Berkeley National Laboratory (Berkeley Lab) is committed to groundbreaking research focused on discovery science and solutions for abundant and reliable energy supplies. The lab’s expertise spans materials, chemistry, physics, biology, earth and environmental science, mathematics, and computing. Researchers from around the world rely on the lab’s world-class scientific facilities for their own pioneering research. Founded in 1931 on the belief that the biggest problems are best addressed by teams, Berkeley Lab and its scientists have been recognized with 17 Nobel Prizes. Berkeley Lab is a multiprogram national laboratory managed by the University of California for the U.S. Department of Energy’s Office of Science. DOE’s Office of Science is the single largest supporter of basic research in the physical sciences in the United States, and is working to address some of the most pressing challenges of our time.
