Commission announces plan for polar hub to step up research coordination

The European Commission plans to develop an EU polar research hub to strengthen coordination and improve the alignment between science and policy. The objective, according to a Commission official, is to “better connect research, observation and scientific infrastructure, improve access to research resources and strengthen coordination with stakeholders, including Indigenous people.”Announced in a new EU Arctic strategy on October 20, there is little detail yet on how the hub will be implemented, only that it will “reinforce and expand” the European Polar Coordination Office (EPCO), which is hosted and managed by the European Polar Board (EPB) at Umeå University in Sweden. EPCO was born from the EU-PolarNet projects funded through Horizon 2020 and currently coordinates the EU Polar Cluster, a network of EU-funded collaborative polar projects. While the practical details remain to be defined, the decision sends “a clear and positive signal,” said Maria Grigoratou, head of EPCO and executive secretary of EPB. “By reinforcing EPCO, the Commission has an opportunity to build on the legacy of EU-PolarNet 2, strengthen European polar research coordination and expand cooperation with a broader range of Arctic stakeholders,” she told Science|Business. The move has been welcomed by the polar research community. “The polar research hub could play an important role in connecting existing research communities, observation systems and infrastructure, and in bringing scientific knowledge closer to policymaking, in cooperation with local communities and Indigenous people,” said Katrine Moland Hansen, director of operations at Norway’s Nansen Environmental and Remote Sensing Center. But money will be an issue. “It is clear that EPCO will need more resources and structure to function well and to make research reach policymakers,” said Kati Lindström, vice-chair of the Polar Research Committee of the Estonian Academy of Sciences. “European polar research is big if we pool the resources, and it should not only be left to enthusiastic scientists to develop networks of strategic importance in their free time.”The Arctic strategy makes a point of saying that local communities should have a greater involvement in Arctic science. “All EU Arctic research consortia are mandated to invite Indigenous people representatives to participate in projects,” it reads. “The EU also supports research that is directly led by Indigenous communities and address their challenges.”It also underlines the importance of reinforcing collaboration with like-minded partners such as Norway, Iceland, Canada, the UK, Japan and South Korea, as well as deepening its engagement with NATO. This includes the US, with which “the EU is committed to continuing a pragmatic transatlantic engagement based on shared interests and values.”Related articlesViewpoint: Does Europe dare to invest in the Arctic?Anchor Greenlanders in Arctic climate research, experts tell EU ahead of policy updateFor Moland Hansen, this open and inclusive approach to cooperation is encouraging. “The Arctic is also a strong example of why equal participation of associated countries in EU funding instruments matters.”Overall, she finds the new Arctic strategy to be ambitious, timely and comprehensive. “We particularly welcome the recognition that climate change, environmental protection, security, resilience and competitiveness are closely interconnected,” she said. “Research, observations and forecasting capabilities are essential to understanding the rapid changes taking place in the Arctic and addressing these challenges together.”Security focusWhile the Arctic strategy foregrounds security, with pledges to protect undersea cables, boost satellite monitoring, deploy more icebreakers and improve military mobility, the polar community is satisfied that environmental concerns have not been forgotten.“It is inevitable that there is a strong security angle to the EU Arctic strategy, but the impact of climate change and need for climate mitigation and resilience is also strongly recognised and includes a pledge to stay the course on climate commitments,” said Sian Prior, lead advisor to the Clean Arctic Alliance, a coalition of campaigning non-profit organisations.“We need to remember that by the time the next Multiannual Financial Framework comes to an end, in 2034, the polar regions, especially the Arctic region, will be living under a new reality when it comes to ecosystem processes, when it comes to the climate,” Grigoratou went on. “And that will affect any ambition that humans may have in the region.”Lindström agreed. “All aspects of European security are dependent on climate change in the Arctic and consequently, on climate science,” she said. “We cannot close our eyes to issues like energy security, critical minerals, northern shipping routes, dual-use technologies and others. However, it remains to be seen how well the promises to protect the environment and Indigenous rights will hold when faced with critical mineral extraction under the Critical Minerals Act.”

The Politics of Heat, Homes, and Lobster Boats.

The Bar Harbor Story is generously sponsored by First National Bank. MOUNT DESERT ISLAND REGION—The candidates’ forum focusing on House District 15 and incumbent Holly Eaton and Clifford Noyes last week spent a lot of time on the candidates’ thought of heating, communication with constituents, property taxes, education costs, and other issues. It also was a time for the community to ask their own questions and see two candidates up close and personal at the Southwest Harbor Fire Department firehouse. Jim Vallette organized the hour-long event, which was moderated by Carrie Jones of the Bar Harbor Story. Ken Rozsahegyi provided technical support for the congenial event. House District 15 serves Brooklin, Deer Isle, Eagle Island Township, Frenchboro, Isle au Haut, Marshall Island, Southwest Harbor, Stonington, Swan's Island, Tremont, and Vinalhaven. Jones advised as she began the question and answer part of the event, ”Treat everyone here like they are going to be the ones who might give you a ride in a rainstorm, pull your pet out of a burning building, or be the one grading your kids’ papers at school, okay?” She continued. “That’s it. Tonight isn’t meant to be a gotcha debate. The goal is to give people in the district a chance to get to know both candidates, hear what they care about, and understand what they’d actually try to accomplish in Augusta.” The questions and discussion throughout were kind. Eaton currently serves in the position. She’s a Democrat from Deer Isle, raised in a fishing family and has worked in nonprofits and volunteered for her school board. Noyes is unenrolled (politically) and from Southwest Harbor and currently a school board member, self employed as a mason. He focused on fiscal issues throughout the forum. Eventually, at Jones’ prompting, the candidates played “Rock, Paper, Scissors” for who would go first for their closing statements. Noyes used the opportunity to urge others to head to the ballot. “Whether you vote for me or Holly, it’s important that people vote,” Noyes said. He hoped the voter turnout in the district would be over 35 percent because that would mean people were truly engaged. Eaton stressed that she’s a Democrat, but in Augusta, her role isn’t about party. “I am a Democrat, but when I go to Augusta, I am there to represent the people of District 15. I want people to feel as though I’m accessible, that I’m responsive, and that I show up for the district,” Eaton said. Being there for others was vital, she explained. “When something comes before me in Augusta, I try to look at it through the lens of the people and the communities that I represent. How will this affect the people who live here? Does it make it easier or harder to raise a family here, to operate a small business, to work on the water, to afford a home, to keep our schools open, or provide the essential services our communities depend on?” Eaton said. Noyes spoke about fiscal responsibility and about the state being more responsive to communities and the ideas that come from them. “I feel that we desperately need to restore some fiscal sanity, a little bit. So when the legislature meets again,” Noyes said, “it could be critical for Maine residents that we don’t keep digging this hole that we’re in financially and keep raising our taxes so the struggling families struggle even more.” The two answered a series of questions from Jones, then answered questions from the audience and participants via Zoom. Jones asked what they heard the most from people about what was making their lives hard and what can the legislature in Augusta do it about those issues. Both spoke to concerns about heating oil costs. Noyes spoke to the three H’s: health, home, and heat. Eaton and Noyes spoke to the burdens of families with lower incomes, with Eaton mentioning LIHEAP (Low-Income Home Energy Assistance Program). They both were in favor of free community college and trade programs. They both supported the working waterfront. Both said that data centers—such as the one proposed in Eastport, which is out of the district—should be a local decision, but neither were in favor of it. The working waterfront was supported by both. Eaton’s served on the Maine Marine Resource Committee in the legislature. She advocated a diversity of fishing resources and less of a reliance on lobstering. Shrimp, she hoped, would make a comeback. Noyes worried about out-of-state pressure on the lobstering industry, also spoke of shrimp harvesting timings, and said he supported the lobstering industry. QUICK NOTE Carrie Jones is, obviously, the co-founder of the Bar Harbor Story, which made us have a bit of a hard time putting out this story and thinking it through and how to present it. We ended up with this article. The debate in its entirety is below, many thanks to Ken and Jim for making it publicly available. UPCOMING AND PAST EVENTS The following events are or were organized by the League of Women Voters Downeast. PUBLISHER’S NOTE: Busy Fall

We have a busy fall ahead of us—and that’s always good news. We like to stay busy. We’re working on two special annual publications: the CNY Business Guide and the CNY Winter Guide. Both publications are designed to reach specific audiences in the community. We’re excited about these new editions and would like to share a few details about them. Let’s begin with the Winter Guide. Winter can be challenging, but it also offers plenty to celebrate. The new CNY Winter Guide will help readers embrace the season and make it more fun and enjoyable. This year’s annual publication will feature an extensive calendar of events, compelling stories, and curated lists of things to do and see throughout the winter. This will be our 31st annual issue. It is one of the few publications—if not the only one—devoted exclusively to winter in Central New York. For advertisers, it offers a valuable opportunity to reach readers across the region. As we tell prospective advertisers, one ad works for them all season long. Rates start in the low $200s. The guide will be available at hundreds of high-traffic locations, including all Wegmans stores and select Price Chopper and Tops Friendly Markets locations. It will also be available online, with every ad hyperlinked so readers can click directly through to the advertiser’s website or Facebook page. Our network of drivers will also deliver the guide to hundreds of high-traffic locations several times throughout the winter. The publication will be out by Thanksgiving. The CNY Business Guide is a one-of-a-kind publication that many readers use as a reference. Unlike the books of lists published by business journals across the country, it comes in a glossy, full-color magazine format. It also ranks employers in four counties, with a particular emphasis on Oswego and Onondaga and substantial information about Cayuga and Jefferson. It is an ambitious project that requires extensive research, phone calls, careful fact-checking, writing and design. In short, it takes a great deal of work—and we’re glad to take on the challenge. The guide is widely distributed to business and professional readers throughout Central New York. The Business Guide gives companies an excellent opportunity to highlight their growth and expansion, showcase new products, and share other noteworthy developments. For readers, it provides a valuable snapshot of companies across the region, including what they do and who leads them. The guide will be published in early December. We invite companies to advertise in both publications. Advertising costs are relatively low, and each guide offers access to a broad audience across Central New York. Wagner Dotto is the editor and publisher of Oswego County Business Magazine.

Retiring from Farming

Start now to ensure your farm passes to the next generation Deborah Jeanne Post [caption id=attachment_11062 align=alignright width=405] Adam C. Howell, outreach director at Cornell’s NY FarmNet: “Retirement from farming is atypical planning,” he says.[/caption] Roughly 70% of family-owned farms will transfer ownership withing the next two decades, according to data from to the USDA census. Only 30% of those will remain in the family. The number of farms in New York is shrinking as the size of farms increases. In other words, there are fewer farms in the state, but they’re much larger. This is why succession planning is so important for family farms. A farm represents not only a way to make a living but a legacy and family tradition. Many families want to preserve the small farm segment of agriculture and the values it represents. Passing the family farm to the next generation can’t be left to chance. And it shouldn’t be left for “the kids to figure out” after the older generation dies. Succession planning in agriculture isn’t like other types of business retirement planning or personal final planning. “Retirement from farming is atypical planning,” said Adam C. Howell, outreach director at Cornell’s NY FarmNet. “Most farmers, their assets and the way they live and survive in retirement is tied up in the equity in the farm. Those conversations must take place a lot earlier than they think. They’re dealing with something asset-heavy that may require a trust and tax planning.” NY FarmNet offers farmers free, confidential consultation services regarding financial and business management, and family, and mental health support for farmers in New York state. It’s a program of Cornell University in Ithaca. Howell urges farmers to begin the conversation early. Most family farms are run by generations with the oldest generation most involved and typically with fewer of the middle-aged adults and young adults involved. Some of the younger generation may have off-farm jobs and not live on the homestead. “Different people have different expectations on their legacy,” Howell said. “Intergenerational conflict and discussions can be difficult. It may be good to check with NY FarmNet or Ag Mediation to help mediate these conversations with a third party. A lot of farms have broken up because people can’t decide how to divide things.” New York State Agricultural Mediation Program is a USDA‑certified, free or low‑cost service for farmers. Fair is not always equal. A sole owner simply stating that he wants to divide things equally among his children may leave one-quarter of the farm operation to an adult child who moved away and hasn’t sat in a tractor for decades. The three adult children who have toiled on the farm for 30 years may need to buy out the fourth, non-farming sibling but cannot because all of their money is tied up in the equipment, land and stock that supports their livelihood. Their payrate may not allow them to set aside much to buy out the non-farming sibling. As a result, they may need to sell parts of the farm off in order to keep it. However, doing so may limit their ability to sufficiently support their families. The farm owner may need to bequeath more assets to the farming siblings because their efforts have kept the farm going and without those assets and their work, the farm will cease operations. Howell advises seeking professional help on tax and legal issues. Without it, families can be exposed to expensive problems and infighting. A third-party expert can help farm families navigate what is truly fair in the family’s succession plans. Beyond the practical aspects of inheritance, succession also relies upon planning who will operate the farm and how. “I think it’s important that farmers understand the means and methods of farming are always changing,” Howell said. For example, many young adult farmers earn a degree at a school such as Cornell, SUNY Cobleskill or Morrisville, work on a different farm for a while and then return to their family farm with big ideas on how to improve the farm — if only their dad and uncles will agree. Intergenerational conflict is often centered on newer ideas such agritourism, online marketing and shipping goods. “It causes conflict,” Howell said. “A lot of it comes down to communication and respect within the family. If no one in the family wants to take on farming, what we’ll see is older farmers start to help trusted managers buy into the farm.” The middle-aged generation, now in their 40s and 50s, often struggle with wresting the helm from their parents. Howell said that many older farmers don’t discuss with their grown children their vital business information such as vendors, ordering supplies, pricing, recordkeeping and farm planning. They even claim that “the kids” aren’t ready yet. These gaps in cross-training may cause significant problems even before the older generation dies, if there’s an illness or injury. Howell urges farmers to document these processes and cross-train others on the farm how to handle these areas “to make sure if one person is incapacitated, the entire operation is not at risk,” he said. Mark Modzeleski, financial adviser, financial planner and president at Legacy Wealth Advisors of NY in Syracuse, advises families to talk sooner than later about who should be operating the farm. “Someone is driving the farm,” he said. “Have you decided who? Be honest when you have that conversation. Who do they turn to when there’s a question? Or who has the potential to be leaders?” Planning for leadership continuity is vital. Unfortunately, talking like this can become fraught with emotions if it’s only the family involved. Modzeleski advised finding a third party who can help drive the conversation. “Invite the right people to the conversation who can get you from point A to point B,” he said. “This is a marathon, not a sprint.” It may take sitting down a few times with an estate planning attorney who specializes in farm transition, along with a tax professional and others who can help moderate and plan. Family members, owners and possibly, integral farm managers should attend the meetings. “Figure out what you want your legacy to be,” Modzeleski added.
