Is Germany benefitting yet from the crisis in US research?

Science|Business - Table.Media partnershipScience|Business has partnered with Table.Media, a leading source of news about higher education and research in Germany. Each week, we are publishing one of each other’s stories to give readers an even broader range of insight into R&D policy across Europe.Drawing over 500 participants, the German Academic International Network conference in San Francisco brings together researchers, universities, scientific organisations and policymakers in the US as part of an attempt to recruit international talent for Germany. It also serves as an annual barometer for the uncertainty triggered by the Trump administration’s science policies. As was the case last year, Germany’s political presence was unusually strong: federal lawmakers, nine state ministers of science and research, and federal research state secretary Marcus Pleyer all attended. Joybrato Mukherjee, president of the German Academic Exchange Service (DAAD), has observed a marked shift at US universities a year after the Trump administration began sweeping interventions: the initial state of "shock and paralysis" has given way to a strategic approach to the situation. Universities are seeking new funding sources, mounting legal challenges against interventions and opening themselves up more to international collaborations, including with Germany, he said. Early-career international researchers with expiring visas are considered particularly vulnerable. Germany is benefiting from increased demand among this pool of young talent; the country’s 1,000 Minds Plus programme, designed in part to lure German academics back home, has already filled up around one-third of its capacity. Meanwhile, Markus Blume, Bavaria’s science minister and current chair of the federal Conference of Science Ministers, sees an "enormous outflow of talent from the US." An increasing number of international researchers want to leave. Applications to Canada have risen by 42% January, and those to Europe by 32%. Meanwhile, the number of people drawn to the US is plummeting. "In this context, Germany must position itself as a prime destination offering reliable conditions, institutional stability and academic freedom, including through smart collaborations," Blume told Table.Briefings.“Darkest hour”At the get-together in San Francisco, the former president of the US National Academy of Sciences, Marcia McNutt, highlighted the gravity of the situation on the ground in a keynote address. She described the present moment as the "darkest hour for the US scientific system." At the same time, she said that cooperation should be maintained, especially during a crisis. Established researchers in the US are less likely to leave. Ulrike Malmendier, a former member of the German Council of Economic Experts and an economist at Berkeley, explained why established researchers are not packing their bags and leaving the US in droves: working conditions and the concentration of talent at places like Berkeley and Stanford remain unparalleled. According to Peter-André Alt, managing director of the Wübben Foundation, which helps Germany attract international academics, political restrictions are not the only grievance voiced by US-based researchers. "There are evidently still many areas where, fortunately, unfettered research is possible," Alt told Table.Briefings. Instead, the primary complaint concerns the cost of living, which has "skyrocketed” to absurd levels. "Runaway inflation, like that currently seen in the US, is certainly no draw for young scientific talent,” he said. Return homeA growing number of early-career researchers from Germany appear to be considering a return home. Jörn Benzinger, who is responsible for recruiting early-career researchers from abroad at Ruhr University Bochum, reports numerous conversations with researchers who are taking a closer look at the German academic landscape."Germany has definitely moved more into the spotlight,” he said. States, university alliances and research organisations joined forces to recruit talent. Bavaria, Baden-Württemberg and North Rhine-Westphalia were prominently represented, as were alliances such as the Berlin University Alliance and the University Alliance Ruhr. Benzinger sums up Germany’s approach with a new formula: "collaboration is the new competition." He notes that it is becoming increasingly difficult for individual universities to gain international visibility, while regional research ecosystems and collaborations are growing in importance. Afraid to leaveThe crisis in the US academic sector is also straining transatlantic research relations. Benzinger reports that some US-based researchers had to decline brief invitations to Germany because they could not be certain of being allowed to re-enter the US afterward. He considers the simple poaching of researchers to be the wrong approach; what is needed, he says, are "reliable offers and long-term partnerships."However, Green Party politician Ayşe Asar, who also attended the conference, sees a significant need for improvement, particularly regarding career paths in Germany. While lifetime professorships and academic freedom certainly make Germany attractive, young researchers also require predictable career paths, tenure-track positions and flatter hierarchies.

There is still some unsettled business in the NHL offseason: Red Wings GM, Dylan Larkin, Connor Hellebuyck, Adam Fantilli and more

The start of the 2026-27 NHL season is a little more than a month away, and there are still a few big storylines that still need to be settled around the league. Let’s talk about some of them… 1. The Detroit Red Wings still need a general manager, and that person has to figure out what to do with Dylan Larkin The Red Wings are definitely not the worst team in the league, but this is still a pretty chaotic situation where things are looking quite grim from the outside. They have not really done much to meaningfully improve a roster that has proven time and time again it is not good enough to make the playoffs or be a contender. They still have $19 million in unused salary cap space. The Yzer-plan has officially come to an end with general manager Steve Yzerman being moved elsewhere in the organization, while ownership seems to be taking its sweet time finding a replacement. One of their top young players, defenseman Simon Edvinsson, remains unsigned as a restricted free agent and has nobody to negotiate a new contract with at the moment. The longer that drags out into training camp, the worse that is going to be for the team, himself and his development. They still have the Dylan Larkin situation lingering over everything as their captain, longest-tenured player, and one of their best players has a trade request that has yet to be fulfilled. The entire situation is also on hold until a new general manager comes in and figures out what to do with Larkin and whether or not his request will be honored. But the latter point brings up another potential question and issue: What if a new general manager comes in and is able to convince Larkin to stay in Detroit? Is that beyond the realm of possibility? Is it really a stretch to think that Larkin’s issue was more of an Yzerman issue than a Red Wings issue? While Larkin has never said anything specifically about his relationship with Yzerman, it’s pretty clear that he did not share the vision for the franchise, or the way the team was being run and constructed. Now that somebody else is going to be running the show, there might be a door for Larkin to walk back in through. Even that brings its own set of potentially chaotic outcomes and questions, ranging from whether or not the Red Wings locker room will welcome him back as their captain, to whether or not the fan-base will be willing to do the same. I imagine the former will be a far easier sell than the latter, and even then nothing cures issues in professional sports quite like winning. They just need to find somebody that can actually turn them back into winners. For now, and based on everything we know, Larkin’s trade request still stands, and still includes just four teams he is willing to accept a trade to, including the Vegas Golden Knights, Minnesota Wild, Florida Panthers and Dallas Stars. Minnesota remains the best potential fit from a hockey and positional standpoint, but the Wild simply do not have the type of trade assets or young talent that should interest the Red Wings. None of the other three teams seem to be in any better of a situation. Nothing about this seems fun for the Red Wings. 2. Will Connor Hellebuyck be a Winnipeg Jet this season? Subscribe

Eastlake science students make district history

Three Eastlake High School students made Sweetwater Union High School District history this year when they became the first students from the district to qualify for the International Science and Engineering Fair, an international competition that brings together some of the top high school researchers from around the world. Ronald Wyatt, Giles Del Priore and Ihan Sung advanced to the competition after successful runs at regional and state science fairs. Sung went a step further, placing fourth in the chemistry category at ISEF. The students were recognized on Aug. 10 during a Sweetwater Union High School District board meeting at the district office in Chula Vista. For Wyatt and Del Priore, recent Eastlake graduates, the journey began with a shared concern about dementia and the challenges faced by families caring for loved ones with memory impairment. Their engineering project, “Design and Evaluation of a Behaviorally Grounded Caregiver-Governed AI Companion for Individuals with Memory Impairment,” earned the Sweepstakes Award at the Sweetwater District STEM Fair and first place in its division at the Greater San Diego Science and Engineering Fair. The project explored whether Artificial Intelligence could provide companionship and support while helping reduce stress for people with dementia and their caregivers. “Our inspiration came from personal experience. Both of us have seen family members and loved ones affected by dementia, and we’ve witnessed how overwhelming the caregiving process can be,” Wyatt said. Del Priore said the students also wanted to address the high cost of third-party health care services while creating something that could potentially help their own families as well as people elsewhere. The students developed an AI system designed with safeguards intended to prevent misinformation reinforcement, emotional escalation and unsafe responses. In 240 controlled trials involving memory, identity, agitation and neutral scenarios, they said the system consistently prevented harmful incorrect reinforcement while using context-aware silence, de-escalation and caregiver verification. The project required the students to combine Artificial Intelligence, psychology, neuroscience and human-computer interaction. For Del Priore, one of the biggest technical challenges was getting the AI companion to communicate verbally with a patient. Hardware limitations required the students to collaborate with multiple Python libraries for speech-to-text and text-to-speech functions while keeping the cost of the companion low. “For us, the biggest challenge was translating complex behavioral and cognitive care principles into a functioning AI system,” Wyatt said.Qualifying for ISEF was a milestone that student expected. The international competition proved to be another milestone. “Competing at ISEF was an incredible experience and unlike anything we’ve ever done before,” Del Priore said. “Being surrounded by some of the most talented young researchers from around the world was both inspiring and motivating.” He said the experience stood out because of the emphasis on collaboration, innovation and scientific discovery. “The most memorable part was seeing how people from completely different backgrounds and disciplines approached solving real-world problems with creativity and passion,” he said. The students also credited teachers and mentors who supported their work. Del Priore said his sophomore-year AP Physics teacher, Dr. Price, was particularly influential. “Through all of my personal and academic struggles, Dr. Price always believed in me,” Del Priore said. “All of his faith in me really molded me into the person I am today and helped create my love for science even through tough times.” Wyatt is continuing his education at UC Santa Cruz, where he plans to study biomolecular engineering and bioinformatics, with an interest in research involving Artificial Intelligence, biology and health care. Del Priore plans to double major in chemistry and accounting. Sung, a rising Eastlake senior, qualified for ISEF after winning first place in the Engineering: Energy, Materials & Transport category at the Greater San Diego Science and Engineering Fair and first place in chemistry at the California Science and Engineering Fair. His project, “Renewable Ammonia Electrochemical Synthesis by Glow Discharge with an Iron-Based Catalyst,” involved a device he designed and engineered to produce renewable ammonia, with potential applications in fertilizer production and energy storage. Sung became interested in the project after considering the relationship between food insecurity and fertilizer costs. His system uses plasma to break apart nitrogen molecules so they can interact with hydrogen and form ammonia. At ISEF, Sung competed against more than 1,700 students from 65 countries and earned fourth place in chemistry. “I am proud to become one of te first students in the district to qualify for ISEF because this milestone can inspire others in the district to attain similar goals,” Sung said.

Building the beat: How New Orleans can grow the business behind the music

People dance to the music of the TBC Brass Band Photo by Michael DeMocker / The Times-Picayune This week New Orleans hosts the annual Cutting Edge CE Conference, which brings together members of the music industry, musicians, lawyers and others to learn about and discuss the latest changes in the business of making, producing and selling music. googletag.cmd.push(function() { googletag.display('ad-1492300'); }); The conference comes as AI and streaming are causing upheavals in the industry. Meanwhile, we’ve seen at least a partial collapse of the global festival industrial complex which has long been a key financial lifeline for many artists. All of that can feel a bit removed from life in New Orleans. After all, we are a city filled with music. On any given day or night, there are dozens of shows across the city, ranging from jazz and blues to hip-hop, bounce and house. Whereas in other cities kids dream of being the star of their local sports team, in New Orleans more often than not they dream of leading their own band. And music is a huge part of our economy. Before New Orleans was known as a foodie destination, it was already drawing millions of visitors from around the globe to experience our jazz, soul and funk scenes firsthand. But the reality is, if you want to make it big, you’re probably going to end up leaving the city. We’ve seen major performers like Lil Wayne, Master P and Jon Batiste (though he’s back on the Northshore) decamp to Los Angeles, Miami and New York. Likewise, up-and-coming musicians like Greer Grimsely, $leazy EZ and Lucky Daye have also left town in search of more profitable pastures.Meanwhile, our local universities train some of the best producers and engineers in the business — only to see them head to one of the big music industry cities after graduation. It’s not a new phenomenon, though the reasons have changed over the years. Like a lot of early jazz musicians, Louis Armstrong famously left New Orleans, first for Chicago before ultimately settling in New York City. But while those early migrations had more to do with racism, in today’s day and age, musicians end up leaving because New Orleans doesn’t have the industry infrastructure necessary to sustain the kind of growth and, well, success, a lot of folks dream of.It’s a hard, but very real, truth. Artists have to go to Nashville for publishing, Los Angeles for production, Atlanta to join a label or New York for representation. That, in turn, is a drain not only on the city’s talent pool but on money that could be staying here at home. Not being an industry town inevitably makes it that much harder for musicians who don’t leave to get the recognition and success they deserve. It also undoubtedly plays a part in keeping the wages working musicians in New Orleans make at their gigs here lower than in places like Austin or Nashville. That’s not to say we don’t have any of the infrastructure needed to make New Orleans a music industry town. We’ve got live music venues, studios, record labels, management companies, copyright attorneys ... all the various building blocks are there. We just haven’t ever built upon that solid foundation. googletag.cmd.push(function() { googletag.display('ad-1492297'); }); The question is how do we do that in a way that supports our existing industry and artists, respects our cultural traditions and ensures the wealth generated is equitably distributed so it isn’t just C-suite executives who end up reaping the benefits. And the time to start figuring out the answers is now: next year the legislature will focus on taxes and spending, making it vital that New Orleans leaders have a plan to try and secure funding to help grow our industry. So we asked a group of New Orleanians to give us their thoughts, ranging from industry attorneys and venue operators to working musicians and cultural advocates. Their answers point toward turning New Orleans into a music industry city without leaving musicians behind or abandoning what makes us the greatest music city on earth. If a dusty city like Austin can transform itself into a major hub not just for music but the industry behind it, surely the birthplace of jazz — and pretty much all modern music by extension — can figure it out as well. +3 Mailbox Money: The Recording Academy’s Reid Wick on supporting, and growing, New Orleans’ music industry Reid Wick has been a part of the New Orleans music landscape from virtually every angle. Analysis: Tigers show tenacity and talent

Since Hull were relegated from the Premier League in 2017, they have been down to League One and back before beating Middlesbrough 1-0 in the Championship play-off final to seal promotion last season. Slater, who joined the club initially on loan from Sheffield United in League One - and only cost £50,000 when he signed permanently - swung in a ball for Mendy - a £20m-plus purchase from Rayo Vallecano - to power in a header past Lammens. Sergej Jakirovic, the first manager in the Premier League from Bosnia-Herzegovina, will not let his Tigers get too carried away after being written off as relegation candidates by many on the eve of the campaign.

The Science of Developing Creative Talent

Companies often make consequential bets on talent based largely on instinct. Research on more than 4,200 musicians suggests a more systematic approach. Managers should assess three forms of capital: commercial track record, networks, and professional credibility. They can then use collaborations, stretch assignments, and well-timed risks to fill gaps and build careers. The goal isn’t simply to identify the most talented people; it’s to orchestrate opportunities that help them succeed over the long term.

Tracy Rietzke Inducted Into Kansas Sports Hall of Fame

Former Kansas Wesleyan standout player and coach Tracy Rietzke ’77 was inducted into the Kansas Sports Hall of Fame Sunday in Kansas City, Kansas. Rietzke was part of a KSHOF record 32-person class inducted into the Hall of Fame in 2026. KSHOF officials divided the inductions into three separate ceremonies concluding on Sunday at Sporting Park. Rietzke retired from coaching volleyball at Rockhurst University following the 2019 season, leading the Hawks for 32 seasons, amassing a 1105-229 record (.828 win percentage). He also coached eight seasons in women’s basketball at Rockhurst from 1988 to 1996, leading the Hawks to a 206-45 record and five NAIA National Championship appearances. Before heading to Kansas City and Rockhurst, Rietzke coached at Kansas Wesleyan after a stellar playing career for the Coyotes. Rietzke coached volleyball, women’s basketball and softball at KWU. In volleyball, Rietzke coached six seasons leading the Coyotes to a 172-56 record. He never won less than 25 games in a season and had three 30-win seasons, the only three in program history, culminating with a 34-9 season in his final year in 1987. He still ranks second in all-time coaching wins at KWU. In women’s basketball, he coached six seasons, leading the Coyotes to a 94-60 record. His career culminated with a 25-5 season in 1987-88, earning the program’s first KCAC Championship that season and the program’s only conference title until 2009. He ranks third all-time in career wins at KWU in the sport. In softball, Rietzke started the dynasty of KWU softball in the 1980’s and 1990’s, leading the program for six seasons, amassing a 126-40 record, ranking third in all-time wins in program history. Rietzke’s teams never finished worse than third place in the KCAC and won or shared four straight conference championships from 1985 through 1988. The Kensington, Kansas native brought his basketball talents to Kansas Wesleyan after two seasons at York College (now University) in York, Nebraska after starring at Kensington High School. In two seasons with the Coyotes, he was a two-time All-KCAC honoree and was an Honorable Mention NAIA All-American in 1976. He continues to hold the KWU school records for season field goal percentage (.771) in 1976, and the career field goal percentage record (.692 (423/611)). His .771 field goal percentage in 1976 led the NAIA. Rietzke is also a member of the Jerry Jones Kansas Wesleyan University Coyote Athletic Hall of Fame (a 1986 charter member), the Missouri Sports Hall of Fame, the American Volleyball Coaches Association Hall of Fame and the Rockhurst University Athletic Hall of Fame. KWU will sponsor Smoky Hills PBS’ presentation of the induction, which will be presented on tape-delay later this fall. Stay tuned to university social media outlets for the announcement of a date and time. Release Courtesy of KWU Athletics

BREAKING: Netflix to shut down two more game studios

Netflix is sticking with video games but once again reducing the number of studios it owns making games. The streaming giant is closing Los Angeles-based Night School studio, which it acquired in 2021 and plans to close Helsinki-based Moonloot, which was founded in 2022. Just six weeks ago, Night School had released Unhinged, a novel 30-minute first-person horror game, streamable on TVs to Netflix users. The game was hailed by Netflix co-CEO Greg Peters in a call with investors. Six weeks later, Night School is closing. Prior to its Netflix tenure, Night School had developed the award-winning supernatural thriller Oxenfree. A second Oxenfree game followed after the purchase, as well as a mobile game designed to tie in to an episode of the Netflix show Black Mirror. Netflix attributed the studio closures to a prioritization around kids gaming, party games, story-driven fare and games with mainstream hooks, such as a recently released FIFA game. “We see an opportunity to be more focused in our execution, so we are making organizational changes to the business to match those priorities,” a Netflix spokesperson told Game File. Netflix is also cutting jobs from its internal games team. A rep declined to say how many jobs were being lost by these cutbacks. “We are incredibly grateful to the talented colleagues we’re saying goodbye to today. We thank them for all their contributions to Netflix, and wish them the best,” the rep said. Netflix started releasing video games, initially on mobile as a free bonus to subscribers, in 2021. By 2023, Mike Verdu, then the head of Netflix’s game operations, was telling me that the company was committed to growing carefully, as it offered more games and built up internal game studios. At the time, it hadn’t made any gaming job cuts. Since then, Netflix has altered its approach. In 2024, it shut down Team Blue, a start-up studio led by ex-Call of Duty and Halo developers that was exploring making a high-end first-person game for the service. Last October, Netflix shut down another studio, Boss Fight, shortly after Peters praised the team’s Squid Game game to investors. (One of Boss Fight’s main developers now works on the Netflix FIFA game for outside studio Delphi.) And in December, Netflix sold cozy game studio Spry Fox back to its founders. Amid all of this, Netflix has shifted from emphasizing mobile games to offering games through TVs and PCs, via streamed connections, with phones used as controllers. That’s how Night School’s Unhinged worked, along with games such as Boggle and Party Crashers that have collectively helped the Netflix game controller app chart well on mobile app stores. The studio cuts leave Netflix with a central gaming team that works with external developers, and a dedicated first party studio in, Helsinki-based Next Games, which produced many of the company’s couch-centric party games. The move away from having a roster of internal game studios aligns with Netflix’s own approach to shows and movies, which are largely produced externally. The company owns few TV/film production studios of its own. The gaming industry overall is seeing large holders of multiple studios cut back, with Sony, Ubisoft, Embracer, Microsoft and other giants closing or selling off studios. Cuts in California-based studios, where costs often run relatively high, have been particularly acute. Netflix has faced skepticism about its gaming plans for years. The moves today are likely to fuel them, and the company has few upcoming projects to counter the narrative. Among the few hinted, acclaimed independent studio Don’t Nod said last year it was working on a game tied to a major Netflix franchise.

Viewpoint: Europe needs a new scientific contract

The White House's new science strategy should be required reading in the Berlaymont and every European capital. Not because Europe should copy it. Parts of it should concern Europeans deeply. But because it asks the question Europe has so far avoided while steadily losing ground in the global race for technological leadership.Europe already possesses many of the world's finest universities, scientists and research-intensive companies. It produces world-leading research in fields ranging from quantum technologies and biotechnology to climate science. Yet time and again Europe generates the scientific breakthroughs while others build the companies, industries and strategic advantages around them, particularly in digital technologies. Increasingly, we find ourselves regulating technologies whose underlying capabilities were developed elsewhere. This is not primarily a scientific failure. It is an institutional one.The settlement that shaped modern science policy emerged after the Second World War. In Science, the Endless Frontier, Vannevar Bush argued that governments should invest in fundamental research while protecting scientists from political direction. Public investment was justified precisely because no government, university or company could predict where the next transformative discovery would emerge. That scientific contract served liberal democracies extraordinarily well. It underpinned decades of advances in medicine, computing, energy and communications, but the world for which it was designed no longer exists.Artificial intelligence is transforming not only technology but the production of knowledge itself. Advanced chips, computing power, data and scientific instruments have become strategic assets. Scientific knowledge now diffuses globally almost instantly. Competitive advantage increasingly lies not in making discoveries first, but in possessing the infrastructure, capital, engineering capability and institutions required to translate those ideas into products, industries and strategic advantage. The old boundaries between science, industrial policy, national security and geopolitics have largely disappeared. Dual-use technologies now underpin both economic power and military deterrence. The US has recognised this shift. In July, the White House published Science: A New Golden Age, a comprehensive attempt to rethink the relationship between science and national power. The report builds on Bush's legacy, but departs from his framework in important ways. Science is no longer treated simply as the source of future discoveries. It is presented as the foundation of economic resilience, technological leadership and national security. AI, advanced infrastructure and the capacity to build become as important as discovery itself.Yet the report also reveals a striking paradox. The same administration calling for “a new golden age” of US science has simultaneously proposed deep cuts to the federal research enterprise while expanding political influence over the allocation of public research funding. Europe should therefore distinguish between the report's diagnosis and its prescription. The diagnosis, that science has become a strategic asset, is compelling. But the prescription is self-defeating. Long-term technological leadership depends on strong universities, academic freedom and the institutional autonomy that makes scientific discovery possible. This distinction matters. Bush's achievement was never simply to make science serve national strength. It was to establish a division of labour in which governments invested in research without attempting to direct discovery itself. Scientific breakthroughs emerge precisely because researchers retain the freedom to pursue questions whose value cannot yet be demonstrated and whose conclusions cannot be anticipated.Neither China, nor the USAs science becomes more strategically important, the temptation to politicise it inevitably grows. But scientific freedom is not an obstacle to technological leadership, it is an essential precondition.China represents the opposite model. For decades it has integrated science, manufacturing, infrastructure and industrial policy into a single national strategy. Its ability to mobilise resources around critical technologies is formidable. But it does so within an authoritarian system where scientific priorities are increasingly inseparable from political power.Europe should imitate neither model. It should learn from the strategic ambition of the US without importing its growing politicisation of science. And it should learn from China's capacity to build without adopting its concentration of power.Instead, Europe needs a scientific contract of its own. Bush's scientific contract protected the freedom to discover because the defining challenge of the 20th century was producing new knowledge. Europe's next scientific contract must preserve that freedom while ensuring that scientific discoveries can be converted into technological, industrial and strategic capability. Because in a transactional world, Europe's freedom to shape its own future depends on its capacity to build it.Related articlesThe US ‘golden age’ science strategy: what Europeans need to knowEuropean researchers sound the alarm that Trump rule changes will hit cooperationNIH turmoil risks reciprocal EU-US access to health research fundingThis does not mean subordinating free science to competitiveness or industrial policy. On the contrary. Scientific autonomy remains the first principle of Europe's next scientific contract. Governments should not direct scientific discovery. Their responsibility is to ensure that Europe's scientific, industrial, financial and regulatory institutions work together rather than in isolation.Meeting that responsibility requires far more than research funding. European researchers need access to world-class computing infrastructure, advanced laboratories, shared datasets and scientific facilities. Innovative companies need patient capital, testing environments and a genuine single market in which they can scale without facing 27 different regulatory regimes. Public procurement must evolve from purchasing existing technologies to creating markets for new ones. Regulators must become partners in experimentation rather than guardians of yesterday's rules.A connecting architectureEurope does not need to invent the Defense Advanced Research Projects Agency (Darpa) model from scratch. Britain's Aria, Germany's Sprind and Wellcome Leap already show that Europe can build institutions capable of taking high-risk, mission-oriented bets while preserving democratic accountability. The challenge now is not to create more isolated initiatives, but to connect them to Europe's broader scientific, industrial and financial system so that breakthrough discoveries can scale.Above all, Europe must stop treating research, innovation, industrial policy, finance and security as separate policy domains. The challenge is no longer to create excellent institutions in each of these fields, but to make them work as one European innovation system. Europe's strength will increasingly depend not on excellence within institutions, but on excellence across them.Europe's ambition should be neither to imitate the US nor to emulate China. It should demonstrate that scientific freedom, democratic legitimacy and technological capability are not competing objectives, but mutually reinforcing strengths. In an age of geopolitical rivalry, Europe's greatest advantage may ultimately be its ability to attract the world's best talent by combining scientific freedom, democratic openness and technological ambition.Bush's scientific contract helped define the 20th century because it protected the freedom to discover. Europe's challenge is not to abandon that achievement but to extend it. The defining task of Europe's next scientific contract is to preserve the freedom to discover while building Europe's capacity to translate scientific discovery into technological power.Kaare Nielsen is founder of Pomus, a Danish think tank on science and innovation.
