Commission to present long-awaited Innovation Act proposal

The European Commission will present its proposal for an EU Innovation Act on September 9, with a focus on strengthening public procurement as a driver of innovation and facilitating the use of intellectual property (IP) to secure financing.The proposal was initially meant to be published in March. No explanation has been given for the delay, but it may be linked to issues with the associated impact assessment.The Commission’s Regulatory Scrutiny Board issued a negative opinion on the draft impact assessment following its meeting on January 28, and again on February 27, according to a draft of the Innovation Act published by Agence Europe.In it, the Commission lays out the steps it has taken to address the board’s concerns, including avoiding overlap with the upcoming revision of the EU Public Procurement Directives and removing a mandatory target for EU member states to increase overall innovation procurement spending.The Innovation Act, which was included in last year’s start-up and scale-up strategy, is meant to reduce barriers to bringing innovative solutions to the market and speed up the path from research to commercialisation.Central to the initiative, according to the draft proposal, is the introduction of a harmonised EU framework for the procurement of R&D services by public buyers, including pre-commercial procurement. Director of Social Studies Andy Hoey presented a two-year program review that highlighted the department’s success in community partnerships but warned that high student demand is testing current staffing limits. Meanwhile, committee Chair Jen Benham presented independent research showing Hingham is the only benchmark district with second-grade classes hitting a 25-student cap, sparking a directive for the Policy Subcommittee to review class-size standards. [41:48] However, the department faces “smoke and mirrors” regarding student GPA, according to Hoey. Currently, most business courses are “unleveled” and do not count toward a student’s GPA, which survey data suggests may deter some students from enrolling. [28:15] The committee discussed the possibility of offering Honors or College Prep (CP) credit for advanced courses, such as investing or marketing, to better reflect their academic rigor. [53:09], [54:55] Dr. Roberts cautioned that smaller classes require more staff, which is a significant hurdle following a budget season where nine general education positions were cut across the district. [55:56] The committee also finalized the 2025 Town Report, which was updated to be more “student-centered” and highlight staff early in the document. [11:12] Additionally, a series of food service policies were approved to align with Massachusetts’ universal free school meal mandate, including new protocols for meal modifications due to allergies or religious needs. How Al Gore Politicized Climate Science

An Inconvenient Truth turns 20 next month. In the 2006 documentary, former vice president Al Gore argued that human-driven climate change was an urgent, civilization-threatening crisis. The film became a cultural phenomenon, winning two Academy Awards and making climate change one of the defining political issues of our time. I am sure that there will be many retrospectives seeking to relitigate the scientific claims in the film. But the far more important anniversary story is not about the accuracy of any of Gore’s individual claims but rather about what the film helped to unleash in the scientific community: bringing partisan politics into the institutions of science. Gore did not simply make a film about climate change: He implored the scientific community to join him in overt climate advocacy. The fuel that Gore added to the fire of pathological politicization of the climate science community is the most important legacy of An Inconvenient Truth. Almost three years after the film’s release, Gore took the stage at the 2009 annual meeting of the American Association for the Advancement of Science (AAAS)—the country’s largest and most prominent scientific organization—and delivered something much closer to a revival sermon than a scientific lecture. Gore told the assembled scientists that they could no longer “in good conscience accept this division between the work you do and the civilization in which you live.” His directive was clear:

Allegiance Health Management plans to sell four financially struggling rural hospitals in Louisiana, including two in Acadiana, at the directive of the Louisiana Department of Health. The two Acadiana hospitals involved are Mercy Regional Medical Center in Ville Platte and Acadian Medical Center in Eunice. Both facilities have dealt with a number of problems, including unpaid payroll taxes, broken equipment, overdue bills, the loss of doctors and staff, and a shortage of critical supplies.
