Mom-and-Pop Business Owners Grapple with Harsh Times
Report shows small business owners in NYS less optimistic about the economy. Taxes, inflation, labor costs and competition from larger businesses are major concerns right now, they say By Aaron Gifford [caption id=attachment_11067 align=alignright width=300] Ashley Ranslow is director for New York state at The National Federation of Independent Business (NFIB).[/caption] Owners of mom-and-pop businesses in New York state have been less optimistic lately than their peers in other parts of the country, a recent report indicates. The National Federation of Independent Business (NFIB), based on a survey of 11,000 of its members in the Empire State, reported that taxes, inflation, labor costs and competition from larger businesses are major concerns right now. “Indeed, while taxes are a major problem in New York and the United States overall, New York small businesses notably are struggling more with the state’s onerous, multi-level tax burden,” Ashley Ranslow, NFIB’s director for New York state, said in the July report. Compared with surveys of business owners in other states, far fewer New York respondents rated their businesses as in excellent or good health. The report also said labor costs here are about 25% higher than the national average and are the “single most important problem” facing businesses. One respondent to the New York-specific survey complained that too much red tape, taxes and laws that restrict high-yielding companies have stifled their operation’s growth. Others said high disability and workers’ compensation insurance costs, alarming increases in utility rates and excessive building regulations are discouraging. Statewide, New York has a gross domestic product of $2.53 trillion (third in the nation, followed by Texas, $2.90 trillion; and California, $4.25 trillion), a per capita income of $90,500 (sixth) and an unemployment rate of 4.6% (34th). There are 2.4 million small businesses that employ 3.9 million people. [caption id=attachment_11112 align=alignright width=451] Member of the Greater Liverpool Chamber of Commerce gather at one of the several functions the chamber organizes monthly. “Everyone in this business community encourages each other to shop local. Everyone just wants to see each other succeed,” says Megan Wilmot, the chamber director[/caption] “New York state boasts one of the largest, wealthiest and most diverse cities in the world — and that’s still only about half the state’s population,” the report said. “In other words, the state is both its iconic city and so much more — geographically, demographically, economically. But New York is not without its challenges, challenges that include notably high taxes and other weaknesses that impact the small business environment,” it said. The report includes an optimism index that compares responses from New York (NFIB) members with those of their peers in other states across several categories. This ranges from plans to increase employment to expectations for higher sales, to plans to increase inventory or expand. The scores for Empire State business owners were lower in most categories, but they did score higher than the national average in noting that they have current employment openings, and that they are hopeful that the economy will improve. “The metrics so far paint a picture of a state with a series of challenges for small businesses, from a slightly below national average Optimism Index to a more seriously below national business health to very substantially below national Employment Index. What is going on with businesses that are creating these differences?” the report stated. In Central New York, the regional labor force comprises nearly 398,000 workers. The median household income here is $71,463, and the gross domestic product for the region last year totaled $61.3 billion, according to the CenterState CEO economic development and research organization. About half of the region’s labor force works for small and mid-sized businesses, although the number of people employed in that sector has decreased by 7% since 2010, according to CenterState’s 2026 economic forecast report. “While record-high employment in large-scale enterprises provides a strong foundation for Central New York,” the report says, “the long-term health of communities depends on a thriving small business sector to serve as a stabilizer.” Area employers identify several barriers to Central New York’s anticipated growth, including lack of specialized or skilled workers, government regulations, unaffordable housing options and long-term construction disruptions. In the city of Syracuse, the number of jobs in retail trade decreased by 1,500 or 4.7% between July 2025 and this past July. By contrast, the number of jobs in the leisure and hospitality sector increased by 2.5% or 700 jobs, in the same annual period, according to the New York State Department of Labor. Still, there’s plenty of interest for new businesses across Central New York. U.S. Census figures show that the number of applications for new businesses in all four counties increased significantly in the past 20 years. In Cayuga County, there were 324 applications in 2005 compared to 470 last year. In Madison County, the number increased from 385 to 480; Onondaga County, from 2411 to 4132; and Oswego County, from 553 to 836. Downtown Cazenovia is exemplary of Madison County’s trend: In the past year, the village welcomed a bait shop, a thrift store, a vitamin infusion center, a pizzeria, a Pilates studio and an Italian restaurant. A candy store is scheduled to open on the main drag in the months ahead. Oswego’s list of interesting new businesses in the past year includes a bubble tea shop, a hot dog eatery in Fulton, a specialty grocery store that features New York state products in Mexico, a beauty and esthetics studio in Hannibal and a hardware and farm supply store in Sandy Creek. In Onondaga County, the Liverpool area has also enjoyed a steady stream of new shops and eateries in recent years. That suburban community is unique in that, unlike neighboring communities, most of the restaurants are family-owned and not part of a national chain. [caption id=attachment_11116 align=alignright width=300] Megan Wilmot is the executive director of the Greater Liverpool’s Chamber of Commerce.[/caption] Megan Wilmot, executive director of the Greater Liverpool Chamber of Commerce, said independent business owners in her community maintain a strong sense of pride in holding their own against national companies. The chamber helps boost morale with red carpet events, ribbon cuttings, coffee hours and five-year anniversary celebrations for participating businesses. “We have built such a strong community,” Wilmot said. “Everyone in this business community encourages each other to shop local. Everyone just wants to see each other succeed.” In Syracuse, the downtown retail occupancy rate last year was about 82%, a slight improvement from 2024, according to the Downtown Syracuse Committee’s most recent annual report. Buildings with the largest amount of vacant space included The Galleries, One Park Place, and Equitable Towers, though not all of those spaces are designated for retail use. New businesses that opened in downtown Syracuse last year: Better with Time Clothing, Dakshin Curry & Biriyani, Havana Tattoo Society, Milano Bean Café, Miss Daisy, Pausa Coffee, Sweets for Babe, The Society CNY and Yafah Beauty Studio. The Destiny USA mall’s occupancy rate decreased from 80% in 2023 to 72% by the end of 2024, according to Integra Realty Resources. That leaves more than a quarter of the mall’s retail space vacant. “Looking ahead, the retail market is expected to see minimal rent growth, with vacancy rates likely remaining stable in community and neighborhood centers but continuing to rise in enclosed malls,” Integra’s report said. “New construction activity is low and redevelopment plans for former malls like Shoppingtown and Great Northern are still in the planning stages. The proposed Micron chip plant may spur development, but challenges remain in finding co-developers for large-scale projects.” Nationally, the U.S. Chamber of Commerce expects that small businesses will remain resilient and see their sales and revenues eventually improve. That organization, in a recent national survey, found that 25% of small business owners expect the economy to improve in 2027, while 45% indicated that they plan to increase employment in the next 12 months. And 69% said they believe their small business is in good shape and 70% said they are comfortable with their current cash flow. Thirty-one percent of small businesses reported raising their prices in July and 28% are planning to raise their prices within the next three to four months, the report said. Twelve percent indicated that this is a good time to expand their business. “Small business owners voice optimism for future revenues and hiring,” the report said. “High costs continue to be a wet blanket on reinvestment.” The NFIB reported in July that Main Street, despite gas price hikes, “is OK … for now.” Its small business economics trend report said sales across the country have been strong compared to last year, but continued inflation and higher prices from mom-and-pop establishments are causing some “cracks” to show. “If costs stay this high for much longer, reduced investment will have a tangible economic impact,” the report said. “The status quo is OK, but the outlook? The outlook is uncertain.”

Students Use Forensic Science Skills in Escape Room
Hundreds of students from across the region put their problem-solving skills to the test this week during the Regional Science Consortium’s annual Forensic Science Escape Room. Elementary school students had just a few hours to figure out how someone died as part of a forensic science escape room activity. The Regional Science Consortium partnered with Mercyhurst University for the 10th year of the event, which is taking place at the Tom Ridge Environmental Center. It began Monday and runs through Thursday.Throughout the week, more than 250 students are working to solve murder mysteries using real forensic science techniques. Students must analyze the evidence, piece together clues and solve the crime before time runs out.Organizers said the event gives students interested in pursuing forensic science in college a firsthand look at what a career in the field could entail.Sarah Skelton, Special Gifts Coordinator at Iroquois, said the activity provides students with an opportunity to develop skills that can sometimes be difficult to practice in a traditional classroom. "It really helps them to work in teams and on critical thinking skills. Which, not that they don't get these opportunities, but it's hard sometimes in the classroom to develop those higher-level thinking skills”, said Skelton.Students also get a chance to learn how forensic science is used in real-life investigations. As Skelton explained, "What are the real-life applications? What would you actually see in a crime scene? How would you handle these types of forensic investigations? So it's really cool our kids get to see what opportunities are out there and possibly a career field one day."The popular event has grown over the years, with some students returning year after year. Organizers said watching those students grow and develop their interests is one of the highlights of the program.Jeanette Schnars, the Executive Director of the Regional Science Consortium said it's rewarding to see how students' interests evolve as they get older. According to Schnars, "How they have grown and matured and where their interests are going and maybe they aren't going into forensics, but if they are going into sciences or different disciplines, so it's really fulfilling to see how they have matured."One student who continues to enjoy the event is sixth-grader Mia Harvey of Iroquois. Harvey hopes to pursue a career in medicine and says the forensic science activities are helping her explore her interests, "One day I want to become a neurologist, and learning about the bones is probably going to help me."Harvey said her favorite part of the event is the real-life application of what she's learning. "While you are trying to find the clues, they teach real stuff that you would need to know”, said Harvey.Event organizers said if students are learning while having fun, then the program is accomplishing its goal. "Not only are they learning the science, but they are having fun with it too”, said Schnars.Adults will also have a chance to take part in the experience this Saturday during an adult version of the escape room, which will feature food, drinks and entertainment. For more information, click here. The Forensic Science Escape Room has become one of the Regional Science Consortium’s most popular events, with teachers signing up their students as soon as registration opens in August.

Bar Harbor Parents Again Raise Concerns About How Some Science Education In Sixth Grade.
The Bar Harbor Story is generously sponsored by Restaurant Barn. BAR HARBOR—Parents again raised concerns this week about how Bar Harbor students receive science instruction after fifth grade, months after the same issue came before the Bar Harbor School Board. The concern centers on a past scheduling change at Conners Emerson School that gives fifth graders a full year of science rather than switching between science and social studies at midyear. Principal Dr. Heather Weir Webster told the board that the school has been monitoring test scores, teacher feedback, and the experience of students as it considers whether the current approach is working. If it is not, the approach may be changed, but that would not likely occur this school year. In fifth and sixth grade, the school used to have one semester of social studies and one of science in each year. That schedule shifted because switching at midyear often broke up the learning units. So, approximately two-three years ago, they decided to shift that a bit. Science became a dedicated focus in fifth grade. Social studies was the dedicated focus in sixth grade. The school staff members are hoping to dive deeply into the data and see if the students are having a more quality experience throughout their time in those grades when it comes to science and social studies. If not, things could shift again. This year, Dr. Webster said at the September meeting, potential changes to curricula have been a bit complicated by moving into the school’s new building in late October and early November. “There have been no changes this year because it’s hard enough to handle the move. That allows them to have consistency,” Dr. Webster said. Dr. Webster said that after the Covid pandemic which prevented students from attending school in person, many fifth graders were struggling. “We tried several different configurations,” she said, including a co-teaching model to help with that struggle, but to also see how to best schedule and support those students. “We found that a January switch” where classes switched from social studies to science was really difficult. Part of the decision making stemmed from science being more hands-on and accessible to fifth graders. Social studies was a bit more abstract content, which was why the school tried the current configuration. In a letter submitted as public comment, parent Beth Dumont wrote, “In May 2026, I wrote to express my concern that our middle school students are not receiving consistent instruction in science and social studies. I appreciate that the Board took this concern seriously and requested a presentation from Principal Webster. I am also grateful for the opportunity to meet with Principal Webster and Julie Keblinsky in July to learn more about the current curriculum and scheduling. “During that meeting, I learned that the current model is intended to integrate science and social studies into other subjects during the years or semesters when they are not offered as standalone courses. “While I appreciate the intent behind this model, I remain concerned about its premise. Science and social studies are core academic disciplines that provide students with essential knowledge, skills, and ways of thinking. Yet under the current schedule, students are not guaranteed consistent instructional time in these subjects. Instead, exposure to content in these disciplines may depend on whether opportunities for integration arise within other classes. “To be clear, I strongly support interdisciplinary learning. Integrating science and social studies across the curriculum can enrich students’ educational experiences and help them make meaningful connections across subject areas. My concern is not with integration itself, but with relying on integration as a substitute for dedicated instruction in core disciplines.” Dr. Webster said that they’ve been monitoring test scores, talking to teachers, seeing how the pilot program works. It’s in its third year now of this schedule. One science teacher, she said, told her he’d seen positive outcomes with full year science and that there was a stronger classroom community. Another science teacher had concerns over the readiness last year, but she isn’t feeling that way about this year’s current class. A third teacher for social studies said he loves the full year. A fourth teacher of social studies hasn’t said that anything has changed. For the three fathers who spoke at the school committee meeting, the fractured science curriculum caused concerns. One father said that when he spoke to others, “all were surprised and confused as to why there was no dedicated, continuous science education,” at the school. Though students are testing well in science and math, he worried that without continuity in education, learning is lost. “We shouldn’t have to choose between key learning disciplines,” he said. Matthew Bergin, another father, agreed, adding, “I’m just a little concerned.” In her letter, Dumont wrote, “As the parent of a recent sixth grader who completed an entire year without a dedicated science course, I saw very little evidence that this integration was occurring in a consistent, systematic, or readily identifiable way. This is not a criticism of our middle school teachers, who have been uniformly excellent. Rather, it is a structural criticism of the current schedule.” Dr. Webster gave an update about all aspects of the schedule and how it’s created and she also spoke to social and emotional learning (SEL) in middle school. It’s explicitly taught but also embedded. Science is embedded as well and explicitly taught at all but that one grade. The school schedule is built from lunch out, then electives like art and physical education are placed, before going into the instruction time, teacher planning time, multi-tier support systems (MTSS), and then social and emotional learning. Teachers have to have 250 minutes a week of planning time per their contracts. That’s the minimum and occurs when their students are at specials. “The schedule is really not the purview of the board,” School Board Chair Marie Yarborough reminded the other board members and the public and thanked Dr. Webster for the presentation. The parents were also thanked for coming. Man City v Sunderland: Key stats and talking points
Manchester City will look to maintain their 100% league record under Enzo Maresca when they welcome Sunderland to Etihad Stadium on Sunday. Maresca's tenure got off to a wobbly start with the Community Shield defeat by Arsenal, but his troops have rallied to ensure they are level on points with the table-topping Gunners at this early stage, trailing only on goal difference. In fact, the Italian is aiming to become just the sixth manager to win his first five Premier League games in charge of a club.

McPake has 'more to give' after Scotland call
Josh McPake believes he has "more to give" after being called up to the Scotland squad. The Hearts winger, 25, is on the verge of his first senior international appearance after being called up for a quartet of Nations League matches by new head coach Sebastien Pocognoli. McPake set up fellow call-up James Wilson's equaliser in Tuesday's 2-1 defeat by Falkirk for his sixth assist of the season, while he has scored twice.
Gray knows the consequences if slump continues
The lack of consistency from Hibs is alarming, but not a surprise. Tuesday night's home defeat by Kilmarnock - Hibs' third successive league loss and sixth in a row at home in the Premiership - came after one of the poorest performances at Easter Road I can remember in recent years. The statistics show Hibs dominated possession and had more shots on goal than Kilmarnock, but they rarely troubled Max Stryjek in the visitors' goal.
EU membership bid gives boost to Moldova’s fledgling R&D landscape
Moldova’s push to join the EU is having the spillover effect of helping to improve the country’s R&D landscape, which in recent years has suffered from fragmentation, decreasing personnel and a lack of research infrastructure. The country became an EU candidate country in 2022, alongside Ukraine, and officially began accession negotiations in 2024. With a pro-EU government, Moldova has been actively carrying out reforms to align with EU standards. This has helped accelerate the development of R&D, said Igor Chiosa, acting head of the Research and Innovation Policy Directorate at Moldova’s Ministry of Education and Research. “Our R&D landscape is moving up, and we are more and more involved in the European Research Area,” he said. “The support we receive from the EU is very important, not only financially, but also because of incentives, consultation and capacity building.”The R&D landscape in the former Soviet republic is still relatively underdeveloped, despite attempts at improvement going back to a 2004 law on science and innovation and later reforms in 2017 and 2018. But the system remains in a “precarious situation” and “in the process of contraction,” according to an assessment carried out by the government for the current National Programme for Research and Innovation, which runs from 2024 to 2027. The analysis highlights in particular the declining number of researchers and PhDs, which has been continuously falling, as well as limited research funding. This is around 10 times lower than the EU average and “insufficient to maintain a level of research activity that supports higher education and meets the needs of the economy.” The mechanisms for allocating research funds are also described as inefficient, as well as the general fragmentation of the landscape, with research and innovation activities being carried out in 67 different places. The lack of strategic vision for research infrastructure is also noted. The strategy sets out to address these issues and is being fuelled by reforms linked to EU accession. Moldova now has a regulation on open science and gender equality. There is also a new support mechanism for technology transfer offices and a business-academia roadmap. In 2025, the country also became the first Eastern Partnership country to approve a Smart Specialisation strategy, which will coordinate its R&D efforts to focus on strengths, within a European context. “We’ve done a lot in terms of normative acts,” Chiosa said. Horizon Europe successMoldova is also seeing more success in the EU’s flagship R&D programme, Horizon Europe. The country has now won nearly €15 million in funding, already double the amount won under the previous programme, Horizon 2020, and more than the €10 million target set by the government. Chiosa said the priority has shifted now to winning more research-centred projects, rather than those related to support and capacity. Moldova is also targeting further involvement in large European projects. Last year, it joined the EuroHPC Joint Undertaking giving Moldovans access to Europe's supercomputing network. The country is also a member of Danubius-RI, a European research infrastructure focused on river and sea research. Despite these efforts, Moldova’s research capacity is still shackled by its limited R&D budget, which equates to 0.23% of its GDP. This is around half of what its neighbour Romania spends, which is the lowest in the EU. According to Chiosa, the research budget is increasing year-on-year, jumping by €6.34 million between 2024 and 2025. But this doesn’t show up when looking at it as a proportion of GDP. “Of course, it’s difficult,” he said. “That is why we are putting more emphasis on collaboration between business and academia, as well as participation in Horizon Europe, to try to diversify our sources of funding.”A World Bank loan of €30 million, plus a grant of €7.8 million, was agreed in 2025 to support the modernisation of Moldova’s universities. As part of this, a call was launched this year to provide universities grants of up to €900,000 to develop their research infrastructure. Moldova is also collaborating closely with Romania, with which it shares a common language, funding 100 joint projects in 2023 and 2024. This support has been instrumental. “They are helping with sharing their expertise, inviting us into consortia, and lots more,” Chiosa said. Looking forward, Moldova is eagerly anticipating joining the EU. “We are looking closely at what the EU is doing and will shape our future national programme in research innovation accordingly.”EU accession “blocked at a technical level”Moldova is aiming to join the EU by 2028, but despite its swift and eager efforts to meet the accession criteria, there remain obstacles outside of the country’s control. For a country to join the EU, it must have certain legislation in place and meet specific standards in various areas. This is categorised into six thematic clusters containing 33 chapters. Moldova and the EU have so far opened two of the clusters, numbers one and six. The first covers fundamental laws, such as the judiciary, security and financial legislation. The sixth covers external relations. The remaining four clusters are still unopened. This includes the third cluster, on competitiveness and growth, which contains the chapter on science and research.Related articlesQ&A: Albania’s ambition to become a ‘moderate innovator’Data corner: Horizon success rates are droppingThe European Commission has confirmed that these clusters are ready to be opened, with an official saying that the Commission is encouraging EU governments, who have the final say, to move forward on the matter. However, both clusters two and three remain blocked by the EU Council’s working party on enlargement and countries negotiating accession to the EU, a different official, representing the Council, confirmed. This working party is set to meet several times in the coming weeks, with a Council meeting scheduled for mid-October in which enlargement, and Moldova’s bid, will be discussed. But there is no certainty that these talks will lead to progress. According to the Council source, it is “completely impossible to foresee if and when the file will be unblocked,” citing the sensitivity of the matter. Moldova’s situation is particularly complicated. One factor is that it borders Ukraine and is increasingly embroiled in Russia’s war, with drone incursions occurring more often on its territory. Another is Transnistria, a Russian-backed breakaway state that lies within the territory of Moldova. It is unclear how the EU would be able to accept Moldova into the bloc while this situation remains unchanged. While there is no direct reason to delay opening cluster three with Moldova, as it covers matters unrelated to security, it could be that the EU is reluctant to speed through accession negotiations without first resolving broader, geopolitical issues.Chiosa is confident that, if and when the chapter on science and research is opened, Moldova will be able to finalise it quickly. It doesn’t require any legislative changes and is only a matter of proving certain standards, which Chiosa believes Moldova is well prepared to do. “We hope that chapter 25 on science and research will be one of the first chapters opened and closed,” he said.
